The paper is deeply concerned with the various alternatives for overcoming subordination of women's labour and its further vulnerability to environmental degradation. It explores the pos sibility of overcoming the inherent tension between the forces unleashed by the market economy and institutions governed by growing democratic consciousness. Thus, through detailed field documentation an alternative institution is suggested for reconciling the macro agenda of eco nomic growth, environmental regeneration and national food security with local food security and livelihood needs of the poor and marginalised, while addressing strategic gender needs. It attempts to reconcile the rigid social hierarchy with democratic polity, that is, empowering the disadvantaged sections of society through providing entitlement to productive tangible (re sources and stores) and intangible assets (control and access; and power and control over socio economic institutions that enhance their livelihood capabilities.

AbstractGlobal food security, livestock production and animal health are inextricably bound. However, our focus on the future tends to disaggregate food and health into largely separate domains. Indeed, much foresight work is either food systems or health-based with little overlap in terms of predictions or narratives. Work on animal health is no exception. Part of the problem is the fundamental misunderstanding of the role, nature and impact of the modern futures tool kit. Here, I outline three key issues in futures research ranging from methodological confusion over the application of scenarios to the failure to effectively integrate multiple methodologies to the gap between the need for more evidence and power and control over futures processes. At its core, however, a better understanding of the narrative and worldview framing much of the futures work in animal health is required to enhance the value and impact of such exercises.

<strong>Indonesian</strong><br />Tujuan penulisan paper ini adalah mendeskripsikan status ketahanan pangan nasional, kebijakan stra-tegis terkait dalam pengentasan kemiskinan, dan kebijakan pembangunan pertanian dalam rangka peningkatan kesejahteraan petani. Dalam satu dasa warsa terakhir ini, terdapat indikasi instabilitas ketahanan pangan yang ditunjukkan oleh adanya peningkatan ketergantungan impor pangan. Peningkatan kinerja pembangunan pertanian dan pedesaan diyakini akan memberikan kontribusi positif terhadap perbaikan aksesibilitas dan ketahanan pangan rumah tangga. Sedikitnya terdapat empat program pemerintah terkait dengan pengentasan kemiskinan, yaitu pengadaan beras bersubsidi, program padat karya, program pemberdayaan usaha mikro/ kecil/menengah, dan dana kompensasi kenaikan harga bahan bakar minyak untuk golongan miskin. Dalam rangka penguatan ketahanan pangan dan pengentasan kemiskinan, kebijakan pembangunan pertanian berikut ini perlu dipertimbangkan, yaitu : (1) Perluasan spektrum pengembangan irigasi dengan sasaran peningkatan produktivitas lahan beririgasi; (2) Pembaharuan arah kebijakan sebelumnya dalam rangka mengatasi kendala penawaran/produksi pertanian; (3) Reformulasi kebijakan proteksi harga melalui pembatasan impor, penegakan hukum, dan mengkaitkan program beras untuk  masyarakat miskin dengan program pengadaan gabah oleh pemerintah; (4) Mendorong diversifikasi pertanian dengan menjamin ketersediaan, akssessibilitas, dan perbaikan faktor pendukung pengembangan komoditas non-beras; dan (5) Ratifikasi perlakuan khusus (special product) bagi komoditas pertanian strategis, dan kembali kepada regulasi awal AoA-WTO berdasarkan pada komitmen dan Skedul XXI.<br /><br /><br /><strong>English</strong><br />The objectives of the paper are to describe the state of national food security, related strategies for poverty eradication, and the respective policies on agricultural development for the benefit of the people. Over the last decade, the achievement of national food security depended on imports, indicating the instability of food security. The improvement of agricultural and rural development will contribute greatly to better food accessibility and a higher food security status of the population. There are at least four main government programs aimed at helping the poor, i.e. the provision of subsidized rice, public work programs, the empowerment program for micro-small-and medium enterprises, and low-income assistance funds to alleviate the burden of the poor. To strengthen food security and to eradicate the poverty, the following agricultural development policies should be taken into account, i.e.:  (1) The widening of the irrigation development spectrum with the main objective of improving irrigation productivity;  (2) To complete reversing the previous policy direction in order to eliminate agricultural supply constraint;  (3) The reformulation of price support policy implementing rice import through prohibition, strong law enforcement, and to integrate the rice program for the poor with the government procurement floor price policy;  (4) To enhance agricultural diversification through the availability, accessibility, and improvement of the supporting factors for non-rice commodities; (5) The ratification of special products for agricultural strategic commodities, in addition to return with the initial AoA-WTO regulation based on the commitment and Schedule of XXI

ABSTRACT &amp; RÉSUMÉ &amp; ZUSAMMENFASSUNG: The belief in occult forces is still deeply rooted in many African societies, regardless of education, religion, and social class of the people concerned. According to many Africans its incidence is even increasing due to social stress and strain caused (among others) by the process of modernization. Most often magic and witchcraft accusations work to the disadvantage of the poor and deprived, but under particular circumstances they become a means of the poor in the struggle against oppression by establishing "cults of counterviolence." Magic and witchcraft beliefs have increasingly been instrumentalized for political purposes. Apparently they can be used to support any kind of political system, whether despotic or democratic. The belief in occult forces has serious implications for development cooperation. Development projects, which constitute arenas of strategic groups in their struggle for power and control over project resources, are likely to add further social stress to an already endangered precarious balance of power, causing witchcraft accusations to flourish. In addition, witchcraft accusations may serve as indicators of hidden social conflicts which are difficult to detect by other methods. ----------------------------------------------------------------------------------------------------------------------------------------------------------------- RÉSUMÉ : [ La magie et la sorcellerie : conséquences pour la démocratisation et l'aide à la réduction de la pauvreté en Afrique ] - La croyance en forces occultes est encore profondément enracinée dans des nombreuses sociétés africaines, indépendamment de l'éducation, de la religion et de la classe sociale des personnes concernées. Selon des nombreux Africains, son incidence augmente encore en raison du stress social et de la tension causée (entre autres) par le processus de modernisation. Le plus souvent, les accusations de magie et de sorcellerie font mal aux pauvres et aux personnes défavorisées, mais dans des circonstances particulières, elles deviennent un moyen pour les pauvres dans la lutte contre l'oppression en établissant des « cultes de contre-violence ». Les croyances magiques et sorcelleries ont de plus en plus été instrumentées à des fins politiques. Apparemment, ils peuvent être utilisés pour soutenir tout type de système politique, qu'il soit despotique ou démocratique. La croyance en forces occultes a de sérieuses implications pour la coopération au développement. Les projets de développement, qui constituent des arènes de groupes stratégiques dans leur lutte pour le pouvoir et le contrôle sur les ressources du projet, sont susceptibles d'ajouter un stress social supplémentaire à un équilibre de pouvoir précaire déjà menacé, ce qui entraînera des accusations de sorcellerie. En outre, les accusations de sorcellerie peuvent servir d'indicateur de conflits sociaux cachés qui sont difficiles à détecter par d'autres méthodes. ----------------------------------------------------------------------------------------------------------------------------------------------------------------------------- ZUSAMMENFASSUNG: [Magie und Hexerei: Implikationen für Demokratisierung und armuts-lindernde Entwicklungshilfe in Afrika] - Der Glaube an okkulte Mächte ist immer noch fest verankert in vielen afrikanischen Gesellschaften, unabhängig von Ausbildung, Religion und sozialer Klasse der betroffenen Menschen. Viele Afrikaner glauben sogar, dass Hexerei weiter zunimmt durch die wachsenden gesellschaftlichen Gegensätze im Rahmen der Modernisierung. In der Regel wirken Hexenanschuldigungen zum Nachteil der Armen und Entrechteten. Aber unter bestimmten Umständen können sie durch die Etablierung von ‚Kulten der Gegengewalt‘ auch zum Mittel der Armen in ihrem Kampf gegen Unterdrückung werden. Der Glaube an Magie und Hexerei wird in Afrika zunehmend für politische Zwecke instrumentalisiert. Augenscheinlich kann er zur Unterstützung jeglicher politischer Systeme, ob despotisch oder demokratisch, genutzt werden. Aus dem Glauben an okkulte Mächte ergeben sich gravierende Implikationen für die Entwicklungszusammenarbeit. Entwicklungsprojekt, die auf lokaler Ebene Schauplatz strategischer Gruppen in ihrer Auseinandersetzung um Macht und Kontrolle über Projektmittel bilden, sind dazu angetan, weiteren sozialen Stress zum ohnehin schon prekären Machtgleichgewicht hinzuzufügen, und heizen Hexenanschuldigungen damit an. Davon abgesehen, können Hexenanschuldigungen als Indikator für versteckte soziale Konflikte dienen, die durch andere Methoden der Entwicklungszusammenarbeit kaum aufzudecken sind.

Abstrak.Bulog Sub Devisi Regional Aceh sebagai salah satu perusahaan umum milik negara yang diberikan tugas pokok sebagai stabilitator harga, penyalur beras untuk orang miskin, menjaga harga dasar pembelian gabah dan beras, melaksankan pengadaan beras dan menjaga stok cadangan beras pemerintah.Persediaan dan distribusi pangan beras merupakan bagian penting untuk dapat mewujudkan ketahanan pangan nasional. Kata kunci :Bulog, Distribusi, Pangan, Persediaan. Abstract. Bulog Sub Division of Regional Aceh as one of the state-owned given basic tasks as stabilizer price, supplier of rice to the poor, keeping the base price of the purchase of grain and rice, implementing procurement of rice and keeping the government's rice reserve stock. This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.
