Abstrak.Bulog Sub Devisi Regional Aceh sebagai salah satu perusahaan umum milik negara yang diberikan tugas pokok sebagai stabilitator harga, penyalur beras untuk orang miskin, menjaga harga dasar pembelian gabah dan beras, melaksankan pengadaan beras dan menjaga stok cadangan beras pemerintah.Persediaan dan distribusi pangan beras merupakan bagian penting untuk dapat mewujudkan ketahanan pangan nasional. Kata kunci :Bulog, Distribusi, Pangan, Persediaan. Abstract. Bulog Sub Division of Regional Aceh as one of the state-owned given basic tasks as stabilizer price, supplier of rice to the poor, keeping the base price of the purchase of grain and rice, implementing procurement of rice and keeping the government's rice reserve stock. This chapter challenges the uncritical pursuit of food self-sufficiency that has been rationalized as increasing the state’s preparedness against shipping disruption. It argues that this effort might increase food’s cost, and reiterates the point that local food is not necessarily fair as low-income consumers could be sidelined in the push for food localization. In contrast to the enthusiasm for promoting agriculture and local food production in the state, relatively little has been done in addressing food insecurity of the poor, especially by the state government. Food democracy needs to consider food security for all—particularly the poor and the marginalized.

Ensuring national food security for the present and future under any circumstance is a current urgent and complicated issue in Vietnam in the context of climate change, disease and in the process of striving Vietnam to become an industrialized country towards modernization. Ensuring food security has become a legal issue for every country, including Vietnam. To ensure national food security, there is a need for a state management. Therefore, this paper focuses on analyzing the status of regulations and applying the law in a state management of food security. Based on a comparison with the achievement of the goal of national food security in Vietnam, the article points out some of the current limitations and shortcomings in the State management of food security; then, proposes some solutions to improve the efficiency of the state management in this area, including: good management of planning production land for food; improve the state management apparatus of the national food security; increasing investment in infrastructure and scientific research serving food production; review the role and effectiveness of each stage in the food production value chain; improve policies to ensure a reasonable and stable profit for people who producer, storage, process and distribute food.

<strong>Indonesian</strong><br />Tujuan penulisan paper ini adalah mendeskripsikan status ketahanan pangan nasional, kebijakan stra-tegis terkait dalam pengentasan kemiskinan, dan kebijakan pembangunan pertanian dalam rangka peningkatan kesejahteraan petani. Dalam satu dasa warsa terakhir ini, terdapat indikasi instabilitas ketahanan pangan yang ditunjukkan oleh adanya peningkatan ketergantungan impor pangan. Peningkatan kinerja pembangunan pertanian dan pedesaan diyakini akan memberikan kontribusi positif terhadap perbaikan aksesibilitas dan ketahanan pangan rumah tangga. Sedikitnya terdapat empat program pemerintah terkait dengan pengentasan kemiskinan, yaitu pengadaan beras bersubsidi, program padat karya, program pemberdayaan usaha mikro/ kecil/menengah, dan dana kompensasi kenaikan harga bahan bakar minyak untuk golongan miskin. Dalam rangka penguatan ketahanan pangan dan pengentasan kemiskinan, kebijakan pembangunan pertanian berikut ini perlu dipertimbangkan, yaitu : (1) Perluasan spektrum pengembangan irigasi dengan sasaran peningkatan produktivitas lahan beririgasi; (2) Pembaharuan arah kebijakan sebelumnya dalam rangka mengatasi kendala penawaran/produksi pertanian; (3) Reformulasi kebijakan proteksi harga melalui pembatasan impor, penegakan hukum, dan mengkaitkan program beras untuk  masyarakat miskin dengan program pengadaan gabah oleh pemerintah; (4) Mendorong diversifikasi pertanian dengan menjamin ketersediaan, akssessibilitas, dan perbaikan faktor pendukung pengembangan komoditas non-beras; dan (5) Ratifikasi perlakuan khusus (special product) bagi komoditas pertanian strategis, dan kembali kepada regulasi awal AoA-WTO berdasarkan pada komitmen dan Skedul XXI.<br /><br /><br /><strong>English</strong><br />The objectives of the paper are to describe the state of national food security, related strategies for poverty eradication, and the respective policies on agricultural development for the benefit of the people. Over the last decade, the achievement of national food security depended on imports, indicating the instability of food security. The improvement of agricultural and rural development will contribute greatly to better food accessibility and a higher food security status of the population. There are at least four main government programs aimed at helping the poor, i.e. the provision of subsidized rice, public work programs, the empowerment program for micro-small-and medium enterprises, and low-income assistance funds to alleviate the burden of the poor. To strengthen food security and to eradicate the poverty, the following agricultural development policies should be taken into account, i.e.:  (1) The widening of the irrigation development spectrum with the main objective of improving irrigation productivity;  (2) To complete reversing the previous policy direction in order to eliminate agricultural supply constraint;  (3) The reformulation of price support policy implementing rice import through prohibition, strong law enforcement, and to integrate the rice program for the poor with the government procurement floor price policy;  (4) To enhance agricultural diversification through the availability, accessibility, and improvement of the supporting factors for non-rice commodities; (5) The ratification of special products for agricultural strategic commodities, in addition to return with the initial AoA-WTO regulation based on the commitment and Schedule of XXI

The purpose of the study is to review the academic literature on food security issues in order to examine the indicators of rational and minimal nutrition, facilitating the analysis of the existing system of indicators by which to assess the state of the food security system in a country. The aim of the article is to investigate and demonstrate the imperatives behind the formation of Ukraine’s national (food) security in the context of globalization. National food security in the broad sense should be considered as the state of the economy, and more narrowly – as the guaranteed ability of a state to meet the needs of the population by providing each citizen with the required volume, range and quality of food at a level that ensures the health and intellectual development of the individual, based on the principles of self-sufficiency of basic products and their economic and physical accessibility, regardless of the influence of external and internal factors. The Global Food Security Index Ranks of the European Union and Ukraine are analyzed. Consumer expenditure on food consumed at home in Ukraine is analyzed in the article. Average food security indicators of the EU and Ukraine are analyzed for 2001–2018, in particular for food exports, food imports, food production index, food, beverages and tobacco. The dynamics and forecasts of wheat and maize harvest and crop production in Ukraine and the EU are compared. The analysis of the Suite of Food Security Indicators of the EU and Ukraine is presented alongside a comprehensive analysis of the multifactor regression model of Food Production Index from foreign direct investment, net inflows, GDP growth, GNI per capita growth, short-term debt, tax revenue, total natural resources rents, and trade. The analysis has shown that for the analysis of the food production index it is effective to build a regression model, because it allows not only to estimate the degree of influence of the factor on the result, but also to most effectively predict the size of the food production index for the future.

The paper is deeply concerned with the various alternatives for overcoming subordination of women's labour and its further vulnerability to environmental degradation. It explores the pos sibility of overcoming the inherent tension between the forces unleashed by the market economy and institutions governed by growing democratic consciousness. Thus, through detailed field documentation an alternative institution is suggested for reconciling the macro agenda of eco nomic growth, environmental regeneration and national food security with local food security and livelihood needs of the poor and marginalised, while addressing strategic gender needs. It attempts to reconcile the rigid social hierarchy with democratic polity, that is, empowering the disadvantaged sections of society through providing entitlement to productive tangible (re sources and stores) and intangible assets (control and access; and power and control over socio economic institutions that enhance their livelihood capabilities.

Abstract. The diminishing of paddy field due to land use conversion to non-agricultural or non-paddy agricultural purpose is a serious threat to national food security prospect. This present study intends to explain the phenomena of diminishing paddy field range in Malaysia. This is a descriptive correlation study. The result of the study found that the size of paddy field in Peninsular Malaysia either according to the state or the granary area was diminished. According to the state, the size of paddy field has reduced by 88,321 ha (22.17%) in the last 15 years or equivalent to 1.49% per year. Whereas, according to granary area, the size of the paddy field has reduced by 10,790 ha (5.10%) or equivalent to 0.34% per year. The diminishing of the size of the paddy field indicates a significant correlation to the national paddy production. In the meantime, the population growth is expected to increase whilst productivity expands slowly. The government needs to emphassion this matter to attain the goal of food security. Konversi Lahan Sawah di Malaysia : Isu dan Tantangan Abstrak. Berkurangnya lahan sawah karena konversi penggunaan tanah ke non-pertanian atau tujuan lain yang bukan lahan padi merupakan ancaman serius bagi prospek ketahanan pangan nasional. Penelitian ini bertujuan untuk menjelaskan fenomena berkurangnya lahan sawah di Malaysia. Hasil penelitian ini menemukan bahwa ukuran sawah di Peninsular Malaysia juga daerah lainnya atau lokasi pusat padi/lumbung juga berkurang. Berdasarkan data nasional penurunan luas lahan sebesar 88,321 ha (22,17 %)  untuk 15 tahun terakhir atau setara dengan 1,49 % per tahun. Sedangkan pada daerah lumbung, luas sawah telah mengalami pengurangan sebesar 10,790 ha (5.10 %) atau setara dengan 0,34 % per tahun. Berkurangnya lahan sawah ini terindikasi adanya korelasi yang signifikan untuk kondisi produksi padi secara nasional. Sementara itu , pertumbuhan penduduk diperkirakan terus meningkat pada saat produktivitas padi mengalami pertumbuhan dengan lambat. Pemerintah perlu mengendalikan hal ini untuk mencapai tujuan ketahanan pangan nasionalnya.

For the first time in Russian African studies, the author examines the current state of agriculture, challenges and prospects for food security in Ghana, which belongs to the group of African countries that have made the most progress in achieving the Sustainable Development Goals (SDGs). The SDGs are a collection of 17 global goals adopted by UN member states in 2015 with a view of achieving them by 2030. The SDGs include: ending poverty in all its forms everywhere (Goal 1); ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture (2); ensuring healthy lives and promoting well-being for all at all ages (3), etc. These goals are considered fundamental because the achievement of a number of other SDGs – for example, ensuring quality education (4), achieving gender equality (5), ensuring sustainable consumption and production patterns (12), etc. – largely depends on their implementation. Ghana was commended by the world community for the significant reduction in poverty, hunger and malnutrition between 2000 and 2014, i.e. for the relatively successful implementation of the first of the Millennium Development Goals (MDGs, 2000–2015) – the eradication of extreme poverty and hunger. However, SDGs require more careful study and planning of implementation measures. In order to achieve the SDGs, the Government of Ghana has adopted a number of programs, plans and projects, the successful implementation of which often stumbles upon the lack of funding and lack of coordination between state bodies, private and public organizations, foreign partners – donors and creditors, etc., which are involved in the processes of socioeconomic development of Ghana. The author determines the reasons for the lack of food security in Ghana, gives an assessment of the state of the agricultural sector, the effective development of which is a prerequisite for the reduction of poverty and hunger, primarily due to the engagement of a significant share (45%) of the economically active population in this sector. The study shows that the limited growth in food production is largely due to the absence of domestic markets and necessary roads, means of transportation, irrigation and storage infrastructure, as well as insufficient investment in the agricultural sector, rather than to a shortage of fertile land or labor.
