Towards New Urban Agenda: A Radical Reorientation of Urban Planning Education in India

An urbanizing country such as India has its own development challenges given the conditions of dystopias and discontent in the urban areas. In addition, three global agendas, namely the New Urban Agenda, Sustainable Development Goals and the Nationally Determined Contributions towards climate change mitigation also demand actions in the cities. The traditional urban planning approach, based on master/development planning, and stemming from it, urban planning education, is highly technocratic and unable to deal with the reality of development challenges. In addition, urban planning education in India suffers from over-regulation and standardization, which leaves educational institutions devoid of innovation. Thus, for urban planning education to be relevant in India there is a need to revise and broaden the scope of the urban planning profession, non-standardize its contents, pay attention to substantive aspects including issues of equity and sustainability, have a future-facing approach towards dealing with climate change and rethink its pedagogic methods. However, for these changes to occur, urban planning educational institutes must take the lead and initiate radical reforms in country’s higher education regulatory system.

Climate change places cities at increasing risk and poses a serious challenge for adaptation. As a response, novel sources of data combined with data-driven logics and advanced spatial modelling techniques have the potential for transformative change in the role of information in urban planning. However, little practical guidance exists on the potential opportunities offered by mobile phone data for enhancing adaptive capacities in urban areas. Building upon a review of spatial studies mobilizing mobile phone data, this paper explores the opportunities offered by such digital information for providing spatially-explicit assessments of urban vulnerability, and shows the ways these can help developing more dynamic strategies and tools for urban planning and disaster risk management. Finally, building upon the limitations of mobile phone data analysis, it discusses the key urban governance challenges that need to be addressed for supporting the emergence of transformative change in current planning frameworks.

This article aims to gain insight into the governance capacity of cities to adapt to climate change through urban green planning, which we will refer to as climate-greening. The use of green space is considered a no-regrets adaptation strategy, since it not only absorbs rainfall and moderates temperature, but simultaneously can contribute to the sustainable development of urban areas. However, green space competes with other socio-economic interests that also require space. Urban planning can mediate among competing demands for land use, and, as such, is potentially useful for the governance of adaptation. Through an in-depth case study of three frontrunners in adaptation planning (London, Rotterdam, and Toronto), the governance capacity for climate-greening urban areas is analysed and compared. The framework we have developed utilizes five sub-capacities: legal, managerial, political, resource, and learning. The overall conclusion from the case studies is that the legal and political subcapacities are the strongest. The resource and learning sub-capacities are relatively weak, but offer considerable growth potential. The managerial sub-capacity is constrained by compartmentalization and institutional fragmentation, two key barriers to governance capacity. These are effectively blocking the mainstreaming of adaptation in urban planning. The biggest opportunities to enhance governance capacity lie in the integration of adaptation considerations into urban-planning processes, the establishment of links between adaptation and mitigation policies, investment in training programmes for staff and stakeholders in adaptation planning, and providing infrastructure for learning processes.

In 2018, the world population is around 7.6 billion, 4.2 billion in urban settlements and 3.4 billion in rural areas. Of this total, according to UN-Habitat, 3.2 billion of urban inhabitants live in southern countries. Of them, one billion, or nearly a third, live in slums. Urban poverty is therefore an endemic problem that has not been solved despite all initiatives taken to date by public and private sectors. This global transformation of our contemporary societies is particularly challenging in Asia and Africa, knowing that on these two continents, less than half of the population currently lives in urban areas. In addition, over the next decades, 90% of the urbanization process will take place in these major regions of the world. Urban planning is not an end in itself. It is a way, human and technological, to foresee the future and to act in a consistent and responsible way in order to guarantee the wellbeing of the populations residing in cities or in their peripheries. Many writers and urban actors in the South have criticized the inadequacy of urban planning to the problems faced by the cities confronting spatial and demographic growth. For many of them the reproduction of Western models of planning is ineffective when the urban context responds to very different logics. It is therefore a question of reinventing urban planning on different bases. And in order to address the real problems that urban inhabitants and authorities are facing, and offering infrastructures and access to services for all, this with the prospect of reducing poverty, to develop a more inclusive city, with a more efficient organization, in order to make it sustainable, both environmental than social and economic. The field work carried out during recent years in small and medium-sized cities in Burkina Faso, Brazil, Argentina and Vietnam allows us to focus the attention of specialists and decision makers on intermediate cities that have been little studied but which are home to half of the world's urban population. From local diagnoses, we come to a first conclusion. Many small and medium-sized cities in the South can be considered as poor cities, from four criteria. They have a relatively large percentage of the population is considered to be poor; the local government and its administration do not have enough money to invest in solving the problems they face; these same authorities lack the human resources to initiate and manage an efficient planning process; urban governance remains little open to democratic participation and poorly integrates social demand into its development plans. Based on this analysis, we consider it is imperative to renovate urban planning as part of a more participatory process that meets the expectations of citizens with more realistic criteria. This process incorporates different stages: an analysis grounded on the identification of urban investment needed to improve the city; the consideration of the social demands; a realistic assessment of the financial resources to be mobilized (municipal budget, taxes, public and international external grants, public private partnership); a continuous dialogue between urban actors to determine the urban priorities to be addressed in the coming years. This protocol serves as a basis for comparative studies between cities in the South and a training program initiated in Argentina for urban actors in small and medium sized cities, which we wish to extend later to other countries of the South

Climate change is acknowledged as the largest threat to our societies in the coming decades, potentially affecting large and diverse groups of urban residents in this century of urbanization. As urban areas house highly diverse people with differing vulnerabilities, intensifying climate change is likely to shift the focus of discussions from a general urban perspective to who in cities will be affected by climate change, and how. This brings the urban equity question to the forefront. Here we assess how climate change events may amplify urban inequity. We find that heatwaves, but also flooding, landslides, and even mitigation and adaptation measures, affect specific population groups more than others. As underlying sensitivity factors we consistently identify socioeconomic status and gender. We synthesize the findings with regard to equity types – meaning outcome-based, process-oriented and context-related equity – and suggest solutions for avoiding increased equity and justice concerns as a result of climate change impacts, adaptation and mitigation.

Small urban streams are an important element of blue-green infrastructure that is often underused, especially regarding storm water management. In addition, small streams in dense urban areas often seem to be polluted and devastated, or even buried underground. This paper discusses the problems and challenges that occur in urban areas regarding small streams and creeks, and explores how their revitalization can help in shaping more resilient communities. The study explores two cities, Graz and Oslo, and their best practice examples in revitalizing urban watercourses. As a valuable natural ?blue? capital, small streams can reduce the city?s risk of flooding from intense rainfall and strengthen the ecosystem. At the same time, small urban streams are cost effective, proactive and attractive elements of urban landscape. Research identifies the benefits that the process of revitalization of small urban streams brought about to the selected case studies regarding the environment, public health, social interactions, land use and adaptation to climate change. Furthermore, the research establishes urban planning guidelines for revitalization of watercourses that could help in setting up policy framework for adapting inherited urban settings to climate change.

The population that lives in cities has surpassed the one that lives in the countryside. Cities are recognized as apriority source of pollution. The degradation of air quality and the phenomenon of Urban Heat Island (UHI) are some of the most well-known consequences of urban development. The adaptation of the cities is emerging as one of the greatest challenges that urban planners will face in this century. Urban Green Infrastructures (GIs) could help cities adapt to climate change, and the strategy of expansion of greening in urban planning could play an important role in enhancing the sustainability and resilience of cities and communities. Many studies have shown the benefits of GIs to climate change mitigation and adaptation in urban areas and their role as an important urban planning tool to satisfy environmental, social, and economic needs of urban areas. The objective of this article is to propose a methodological approach to evaluate the social perception of citizens regarding urban green areas. The proposed methodology, applied to the reality of the “urban green system” of Catania, is based on an integrated approach between participatory planning and the methods social multi criteria evaluation to guiding the city’s government to realize a new urban resilient development.

Climate change will affect the way cities work substantially. Flooding and urban heating are among the most tangible consequences in cities around the globe. Extreme hydro-meteorological events will likely increase in the future due to climate change. Making cities climate-resilient is therefore an urgent challenge to sustain urban living. To adapt cities to the consequences of climate change, new ideas and concepts need to be adopted. This oftentimes requires action from different stakeholder groups and citizens. In other words, climate adaptation of cities needs governance. Facilitating such urban governance for climate adaptation is thus a big and increasing challenge of urban planning. Smart tools and its embedding in smart urban governance is promising to help in this respect. To what extent can the use of digital knowledge technologies in a collaborative planning setting be instrumental in facilitating climate adaptation? This question entails visualising effects of climate adaptation interventions and facilitating dialogue between governments, businesses such as engineering companies, and citizens. The aim of this thematic issue is to explore how the application of technologies in urban planning, embedded in smart urban governance, can contribute to provide climate change adaptation. We understand smart urban governance in this context both in terms of disclosing technical expert information to the wider public, and in terms of supporting with the help of technologies the wider governance debates between the stakeholders involved. The contributions reflect this dual focus on socio-technical innovations and planning support, and therefore include various dimensions, from modelling and interacting to new modes of urban governance and political dimensions of using technologies in climate change adaptation in urban areas.

With the adoption of the UN Agenda 2030, UNESCO has put forward new recommendations to integrate Sustainable Development Goals (SDGs) into the teaching process. In particular, SDG 11—“Sustainable cities and communities”—is aimed at education in the field of urban planning. In parallel with this, the Guidelines of the European Council of Spatial Planners ECTP-CEU have set out the skills needed for the planning profession. The goal of this paper was to verify the compatibility of the curricula of the master’s study program in Integrated Urbanism at the Faculty of Architecture, University of Belgrade, with the recommendations of the UN, UNESCO, and ECTP-CEU. A qualitative analysis of the structure and content of the course curricula was applied on three levels; curricula were compared to: (a) the expected skills in the planning profession, (b) the SDG 11 targets defined in UN Agenda 2030, and (c) the learning objectives, as formulated by UNESCO. The research results highlight several key aspects to improve the curricula, and include the concept of sustainability: (a) the structure of the course curricula, (b) interdisciplinarity, (c) partnerships with institutions and communities, (d) links with scientific research work, (e) practice orientation, (f) improving teachers’ competence levels, and (g) improving the accreditation process. These results can be used as guidelines to improve the curricula of the Integrated Urbanism study program in the next accreditation cycle, and also as a methodological approach to verify the compatibility and dimensions of higher planning education (HPE) in relation to the expected skills and global requirements of education for sustainable development (ESD).
