Fair Employment Practices Regulations Affecting Small Business Employee Recruitment and Selection

The increasing presence of federal, state and local regulations in the area of Fair Employment Practices requires small businesses to examine carefully their employment policies and practices. This paper examines major federal FEP regulations in terms of both their applicability and impact on small business organizations. Specific attention is focused on: the identification of major FEP regulations, the concept of discrimination, and the effect of FEP regulations on small business employee recruitment and selection practices. In addition, recommendations are presented to assist small business firms avoid the overt and inherent discriminatory employment practices identified and prohibited by numerous judicial and administrative rulings.

Проведён анализ проблем, даны авторские рекомендации по формированию комплексной системы кадрового планирования на предприятиях и организациях малого бизнеса. Они связаны с решением проблем, возникающих в процессе стратегического, оперативного планирования управления персоналом; отсутствием системного подхода к управлению процессами в организации и чёткой взаимосвязи между планированием и получаемыми результатами; отсутствием или минимальным применением инструментария бюджетирования и контроллинга; специфическим отношением к консультированию, привлечению специалистов извне; некорректным применением сбалансированной системы показателей деятельности предприятии и ключевых показателей эффективности персонала (BSC и KPI); планированием потребности в персонале; сложностями с набором и подбором персонала. Статья носит практикоориентированный характер. In this paper the author analyses the current problems of personnel planning in small businesses and makes recommendations on the formation of a comprehensive system of personnel planning at enterprises and small business organizations. They are associated with the solution of problems that arise in the process of strategic, operational planning of personnel management; the lack of a systematic approach to managing processes in the organization and a clear relationship between planning and the results obtained; with the lack or minimal use of budgeting and controlling tools; specific attitude to consulting, attracting specialists from outside; incorrect application of a balanced system of company performance indicators and key personnel performance indicators (BSC and KPI); planning of personnel needs; difficulties with recruitment and selection of personnel. The article is practice-oriented in nature.

What is the role of small business in society? What are the basic problems of small business? What is today’s business environment? In this respect, the report introduces the essence and the role of the ERP systems used for managing small business organizations in a structured and summarized way. It shows how the specific characteristics of small business and today’s business environment affect the ERP configurations, compared to those used in large organizations. At the end of the paper, a summary is provided of the characteristics of the ERP systems used for managing small organizations.

This paper reviews the performance of the Surety Bond Guarantee Program of the Small Business Administration in terms of its impact on small and minority contractors, Federal, state and local government construction costs, employment, and the cost to the taxpayer. With a formalized model, it identifies conditions under which sureties have an incentive to use the program to bond conventionally bondable contractors, and demonstrates how SBA can alter variables within its control to remove these conditions, taking into account the trade-off between discouraging bondable and encouraging unbondable contractors’ participation in the program.

This article analyzes the current characteristics of the training and retraining of personnel for small businesses. In times of crisis survive the organizations that managed to capture trend changes and quickly adapt to them, including through development of its strategy of work with personnel. In this regard, of practical interest are current directions of personnel work of small businesses. Analysis of practical results in this direction in the work of small businesses suggests that today, the domestic organization is often inefficient to implement in practice. This gives grounds to speak about the need to improve work with the staff of small business organizations.

Small business in Russia should become one of the driving forces for improving the well-being of the population, solving issues of its employment in small towns and rural areas. However, the development of small business depends on the availability and ability to attract a sufficient amount of financial resources. It is financial resources that are one of the most problematic issues for Russian small business.

Small business plays a huge role in the development of economic systems at various levels. Purpose – The purpose of this paper is to examine and explore why “Small-Businesses” resist employing outside the immediate family and investigate the employee as an outsider and entrepreneurial resource. Design/methodology/approach – The authors review the literature on barriers to small-business growth concentrating on key empirical and theoretical studies. The authors use empirical data from the Federation of Small Business in which informants commented on growth and employing outside the family. Findings – The findings suggest that small business owners adopt a polemical stance, arguing that a barrage of employment regulations deters them from employing outsiders because doing so brings trouble in terms of costs such as insurance, taxes, paperwork, leave (maternity and paternity) entitlement, etc. They argue that employing from inside the family or ones peer group is much cheaper, convenient and less hassle. This ignores the entrepreneurial employee as a potential ingredient of growth and points to a paradox whereby the very values and emotions characterized by fairness of which of “smallness” and “familialness” is composed compound the issues of discrimination central to the debate. Research limitations/implications – The paper offer important insights for growth issues among small businesses and challenge the contemporary equilibrium in terms of small “family-orientated” business philosophy relating to employment practices. Ideologically, the entrepreneur is an “outsider” fighting the establishment, yet paradoxically, in a small-business context s/he becomes the establishment by employing outsiders. This results in the fairness vs unfairness paradox. Originality/value – The paper contributes to the existing knowledge and understanding on growth issues among small businesses by illuminating a paradoxical insider vs outsider tension.

This research aims to analyze and determine the application of business ethics in the Bakery small business in Sumenep Regency. This study uses qualitative analysis methods, to obtain information carefully with in-depth interview techniques. Observation technique with  direct  observation  in  the  field  is  used  to  support  the  results  of  research.  The application of business ethics is examined in terms of ethical values / morality such as fairness, trust and honesty of the products, customers and employees of the Bakery small business. The study was conducted at Anita Bakery's small business in Sumenep.The results showed that the application of business ethics by Anita Bakery's small businesses in terms of trust and honesty in the product was quite good. This is evidenced by the level of customer loyalty that still persists. The application of business ethics in terms of fairness, trust and honesty towards customer service is quite good, it can be seen from the less complaints, the absence of negative word of mouth communication about the company and consumers are still loyal to the product. The application of business ethics in terms of fairness, trust and honesty towards employees is quite good, this can be seen from the number of employees who last long working in this company. However, it still needs to be considered in the application of business ethics to employees, because the company has not implemented fairness employee recruitment.
