В работе автор обращается к актуальным проблемам кадрового планирования в малом бизнесе. Проведён анализ проблем, даны авторские рекомендации по формированию комплексной системы кадрового планирования на предприятиях и организациях малого бизнеса. Они связаны с решением проблем, возникающих в процессе стратегического, оперативного планирования управления персоналом; отсутствием системного подхода к управлению процессами в организации и чёткой взаимосвязи между планированием и получаемыми результатами; отсутствием или минимальным применением инструментария бюджетирования и контроллинга; специфическим отношением к консультированию, привлечению специалистов извне; некорректным применением сбалансированной системы показателей деятельности предприятии и ключевых показателей эффективности персонала (BSC и KPI); планированием потребности в персонале; сложностями с набором и подбором персонала. Статья носит практикоориентированный характер. In this paper the author analyses the current problems of personnel planning in small businesses and makes recommendations on the formation of a comprehensive system of personnel planning at enterprises and small business organizations. They are associated with the solution of problems that arise in the process of strategic, operational planning of personnel management; the lack of a systematic approach to managing processes in the organization and a clear relationship between planning and the results obtained; with the lack or minimal use of budgeting and controlling tools; specific attitude to consulting, attracting specialists from outside; incorrect application of a balanced system of company performance indicators and key personnel performance indicators (BSC and KPI); planning of personnel needs; difficulties with recruitment and selection of personnel. The article is practice-oriented in nature.

The increasing presence of federal, state and local regulations in the area of Fair Employment Practices requires small businesses to examine carefully their employment policies and practices. This paper examines major federal FEP regulations in terms of both their applicability and impact on small business organizations. Specific attention is focused on: the identification of major FEP regulations, the concept of discrimination, and the effect of FEP regulations on small business employee recruitment and selection practices. In addition, recommendations are presented to assist small business firms avoid the overt and inherent discriminatory employment practices identified and prohibited by numerous judicial and administrative rulings.

In this respect, the report introduces the essence and the role of the ERP systems used for managing small business organizations in a structured and summarized way. It shows how the specific characteristics of small business and today’s business environment affect the ERP configurations, compared to those used in large organizations. At the end of the paper, a summary is provided of the characteristics of the ERP systems used for managing small organizations.

This article analyzes the current characteristics of the training and retraining of personnel for small businesses. In times of crisis survive the organizations that managed to capture trend changes and quickly adapt to them, including through development of its strategy of work with personnel. In this regard, of practical interest are current directions of personnel work of small businesses. Analysis of practical results in this direction in the work of small businesses suggests that today, the domestic organization is often inefficient to implement in practice. This gives grounds to speak about the need to improve work with the staff of small business organizations.

The article highlights the issues related to the analysis of the activities of small business confectionery companies and the justification of the need to adjust the implemented development strategy in modern economic conditions. The analysis of the activities of three small businesses in the confectionery industry is carried out. The directions of strategies for the development of small business enterprises in the confectionery industry have been determined, a systematic approach to assessing strategic development has been formed and tested on the example of one of the enterprises in terms of com modity turnover and commercial transaction and cost intensity and profitability. T he conclusion is made about t he possibility of the system of indicators of t he effective ness of the strategy to correctly assess t he state, measure its quality level, identify significant shortcomings in the organization of management and used reserves and out line ways of improvement.

In modern economic conditions, the topic of the article is relevant, since great importance is attached to the development of small business throughout the world. This is due to the fact that one of the main criteria for an efficient economy is a high proportion of small businesses. The article sets the goal, which was to identify and analyze the main problems of small business development in the context of a pandemic and crisis, as well as to find ways to solve them. The subject of the research is the activities of small businesses in the context of a pandemic and economic crisis. The work reveals the main features and characteristics of small business, reflects force majeure circumstances associated with the pandemic, which entailed a crisis in the world economy. In the course of the study, it was revealed that the activities of small businesses are a priority in the context of a pandemic and crisis; the main factors influencing the low efficiency of state support for small businesses are identified. The main research methods are comparative, systemic, statistical analyzes. The author pays special attention to the search and selection of new mechanisms and methods for the development of small business in the context of a pandemic and after its completion.

Human resources is an asset that plays an important role in a company, because humans who manage and run activities that exist within the organization. One of the most influential aspects in achieving the objectives of a company is recruitment and selection of work, because recruitment and selection is a condition that moves people to a particular destination. Recruitment and selection of work can benefit employee and company performance.                     method is the authors take descriptive quantitative by using the sample technique saturated, the number of respondents as much as 50 respondents using SPSS version 22. In the results of research authors can know, that the relationship of recruitment and selection of a very strong performance that is equal to 0.887 (89%) the influence of recruitment and selection on performance. The amount of coefficient of determination 0,786 or equal to 78,6%, while the rest is 21,4% (100% -78,6%) explained by other causal factors and significant level of 0.000 then H1 accepted, regression equation significant, so that regression equation that can be formed is: Y = 7,722 + 0,802X, therefore the existing level of motivation must be maintained and should be further improved especially in the employee's own performance.

The article discusses the problems asso-ciated with the implementation of project management in the activities of small businesses. Measures aimed at solving the identified problems are given.
