Policies on preventing radicalization and recruitment to violent Islamist organizations have been widely criticized for reinforcing negative stereotypes of Muslims as a group. Sweden has stood out by international comparison by announcing an approach built on inclusion and participation, especially with regard to Muslim civil society. But what does it mean to make a policy process inclusive and participatory? How can values of inclusion and participation be combined with efficient implementation and realization of policy goals, especially in a policy area where discourse and practice have tended to reinforce patterns of exclusion and discrimination? This article develops a framework that puts the roles of participants at the center: what expectations, boundaries and capacities come with an invitation to participate? Based on interviews with actors involved in the Swedish policy process, including Muslim civil society leaders, the study suggests that participation, in this case, meant primarily being present, thereby confirming commitment and stakeholder status and contributing legitimacy, and providing instrumental knowledge and communication networks. While Muslim representatives were often not expected to be more involved, some indicated that they themselves hesitated to go beyond these roles for several reasons. They expressed a concern that merely having opinions or critique could be interpreted as ‘radical’ and as not accepting the idea that Muslims as a group should have special responsibilities for preventing radicalism. One way of overcoming such obstacles is through subtle, indirect exercises of influence that allow policy-makers and administrators to anticipate the concerns and interests of affected groups without requiring their direct participation.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. Energy security has long been a main driver of energy policies, but its meaning has been contested by policy makers and scholars. The concept incorporates both material and intersubjective aspects, finding different expressions in different contexts and attracting the interest of diverse social actors and academic communities. This chapter identifies, compares, and contrasts five major approaches for analyzing energy security rooted in different scholarly traditions. It argues that in order to facilitate a dialogue among these approaches as well as policy comparison and learning, it is useful to conceptualize energy security as “low vulnerability of vital energy systems.” This definition opens avenues for productive research, unpacking the interplay between material and intersubjective aspects of “vulnerability” and “vitality” of energy systems. Future research should investigate the role of material factors alongside power, values, and trust in defining energy security; explain the gap between energy securitization and action; and explore the interaction between energy security and other energy policy goals.

This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.

Dermolo as one of the villages in Kembang, Jepara, was ever hit by a conflict under a religious background. This friction involved Islamic and Christian groups. The dispute between the two groups increasingly culminated and seemed to have no end without the presence of the Nation. When the Regional Government of Jepara encountered a deadlock in breaking down this social conflict, the presence of a civil society organization was absolutely necessary. Lakpesdam NU Jepara since 2014 up to now has been trying to extinguish the fire of conflict in Dermolo which was initially triggered by disputes over the use of a worship place. Through a qualitative descriptive approach by utilizing the theory of conflict resolution and multicultural education, this paper finally succeeds in mapping the four multicultural education patterns used by Lakpesdam NU. Those are economic empowerment, religious approaches, empowering women, and empowering village cadres. The result of this academic discourse at the same time provides an alternative methodological offer that can be replicated by the stakeholders of the policy makers, for example the Regional Government and the relevant Regional Apparatus Organization. It can be used as a prototype for civil society organizations and peace activists in settling disputes wrapped in religious sentiment. This kind of inclusive pattern is considered quite successful as a conflict resolution strategy. Lakpesdam NU Jepara is the only institution that has the sympathy of the residents and the Dermolo Government, because it has contributed positively in restoring social harmony between Christian and Islam groups

A more pragmatic Chinese foreign policy and a more bureaucratic policy-making process have increased the opportunities for China's civilian research institutes to affect foreign policy. Beijing's growing involvement in the international community has created increased demand for research and analysis to aid Chinese leaders in making informed decisions. A more pluralistic and competitive policy environment has given analysts at think tanks more influence, but has also created new competition from analysts and authors working outside the traditional research institute system. This article examines the evolving role of Chinese civilian foreign policy research institutes, their relationships to policy makers, and the pathways through which they provide input into Chinese foreign policy formulation. It provides an overview of the key civilian research institutes, identifies important trends affecting them, and examines the roles and functions they play. The article concludes with an assessment of sources of policy influence within the Chinese foreign policy process.

In line with calls from the European Commission for greater involvement of non-governmental organisations in the policy process, this article draws on research across EU member and applicant states to investigate the potential for enhancing cooperation between political and civil society actors in family policy formulation. The authors argue that the role of civil society is highly differentiated between countries, due to three key factors: party ideology, political culture and political transitions, which determine the capacity for improving alliances. Structural barriers to development may prevent the Commission's advocacy of closer cooperation between policy actors from being successful in the shorter term.

Abstract This study applies the “Narrative Policy Framework” (NPF) to the affirmative action policy process of the Federal University of Pelotas (UFPEL) and proposes theoretical intersection between the NPF and agenda setting literature, seeking to find out the role of policy narratives in policy processes. NPF is an empiric-oriented framework that posits that the policy-makers’ stories have generalizable components and are built and crafted in accordance to their ideas. These are policy narratives, and are at the center of the policy process. By analyzing formulation stages of public policy and referring to ideas and narratives, the NPF refers to the agenda setting literature and provides means for empirical research of agenda setting concepts. The study undertook analysis of regulatory outputs and semi-structured interviews. Findings indicate that policy narratives have affected institutional regulatory outputs regarding UFPel’s affirmative action policies.

AbstractObjective:To explore the formal and informal ways in which different actors involved in shaping trade agreements pursue their interests and understand the interactions with nutrition, in order to improve coherence between trade and nutrition policy goals.Design:The paper draws on empirical evidence from Australian key informant interviews that explore the underlying political dimensions of trade agreements that act as barriers or facilitators to getting nutrition objectives on trade agendas.Setting:Countries experiencing greater availability and access to diets full of energy-dense and nutrient-poor foods through increased imports, greater foreign direct investment and increasing constraints on national health policy space as a result of trade agreements.Participants:Interviews took place with Australian government officials, industry, public-interest non-government organizations and academics.Results:The analysis reveals the formal and informal mechanisms and structures that different policy actors use both inside and outside trade negotiations to pursue their interests. The analysis also identifies the discourses used by the different actors, as they attempt to influence trade agreements in ways that support or undermine nutrition-related goals.Conclusions:Moving forward requires policy makers, researchers and health advocates to use various strategies including: reframing the role of trade agreements to include health outcomes; reforming the process to allow greater access and voice to health arguments and stakeholders; establishing cross-government partners through accountable committees; and building circles of consensus and coalitions of sympathetic public-interest actors.

Abstract. Church and Civil Society – Impulses of Reformed Theology and the Role of the Churches in Shaping Europe. This contribution seeks to answer the role religions and churches, especially the Reformed churches, could play in developing and consolidating civil society and democracy. This study will examine the role of the Church in the Central and Eastern European social and political contexts. Therefore, we will first make an overview of the specifics of this phenomenon in the context of the region's recent history. Then we will look for the normative and substantive meanings of the term for the present going beyond its contextual definition. Finally, we will take note of the impulses of Reformed theology that can contribute to the strengthening of civil society and democratic culture. Will we do this in the context of the particular approach of Reformed theology, in the theological context of the threefold offices (triplex munus) of Christ. The Church, which shares in the royal, priestly and prophetic offices of Christ, shall assume special responsibilities in the life of the society following the threefold ministry of his Lord. In social and diaconal service, the Church must offer new, innovative solutions that promote quality of life (royal office) by working for a culture of reconciliation and compassion. The Church can move from the interior life of piety into the social sphere (priestly office), and through self-criticism and sober social critique, it can advocate for those most disadvantaged by political, economic and social processes (prophetic office). This paper is an edited version of a presentation given at the 2018 German-Hungarian Reformed Theological Conference in Soest, Westphalia. The author attended this conference with an esteemed colleague Béla S. Visky, and now dedicates this paper to him with much appreciation and love on his 60th birthday. ABSTRACTThe 2004 reform of the family code in Morocco has been held as one of the most significant liberal reforms undertaken in the country, and has led scholars and policy makers to argue that this demonstrates the democratic progress Morocco and the King are making. At the same time, the role of the women's movement in getting the reform approved has seemingly confirmed that associational life is crucial in promoting democratisation. This paper, building on theoretical work questioning the linkage between a strong civil society and democratic outcomes, argues that civil society activism does not necessarily lead to democratisation, and may reinforce authoritarian practices. Far from demonstrating the centrality of civil society, the process through which the new family code was passed highlights the crucial institutional role of the monarch, whose individual decision-making power has driven the whole process. Authoritarianism finds itself strengthened in Morocco despite the liberal nature and outcome of the reform.
