This study analyzed the manufacturing implemented different modes of innovation at different regions, and established a model to predict the likelihood that the enterprise would follow the innovation mode dominated by the local government. Governmental regulation of innovation and spurring enterprises to innovate were important tools for development of the manufacturing in China, but regional differences in economic development required different coupling strategies of innovation. The results revealed that the developed region in China was biased to undertake disruptive innovation, while the developing region drived incremental innovation mainly, and made a theoretical model to explore the probability respectively. We assigned corresponding values based on theoretical analysis and relevant assumptions, and discovered that in the developing region was more likely to follow the innovation mode proposed by the local government than that in the developed region, but the data demonstrated that the probability were comparatively small for both the developed region and the developing region.

PurposeThe growth of the Chinese economy has resulted in a significant increase in construction and demolition waste (CDW), and regional differences in CDW generation are gradually increasing. The purpose of this study is to investigate the regional differences in CDW generation and the driving factors that influence CDW generation in different areas of China. To provide a systematic advisement for local governments to select the appropriate policy, reduce CDW generation.Design/methodology/approachThe generation of CDW was calculated by region, based on the area estimation method, from 2005 to 2018. The relationship between CDW generation and economic development, and the driving factors of CDW generation in different regions of China, was investigated using the environmental Kuznets curve (EKC) model and the STIRPAT theoretical model.FindingsCDW generation of China increased at the average annual growth rate of 10.86% from 2005 to 2018. The main areas of CDW generation were concentrated in the eastern and central regions, while the proportion of CDW generation in the northeast region decreased gradually, and the changes varied significantly across different regions. The EKC between CDW generation and economic development was established for the whole country, North China, Northeast China, East China, Central South China, Southwest China and Northwest China. Three main factors based on the STIRPAT theoretical model were identified and explained into a framework to reduce CDW generation. The results provided a useful theoretical basis and data support guide for devising effective policies and regulations for the Chinese context.Practical implicationsThe findings from this study can ultimately support policymakers and waste managers in formulating effective policies for waste management strategies and CDW-specific legislation. Additionally, it can help the coordinated reduction of CDW generation across regions in China and can support construction enterprises (in their development strategies), similar developing economies and foreign firms planning to operate in China.Originality/valueThis study contributes to the field through the STIRPAT model on driving factors of CDW generation in the Chinese context, in different regions.

Purpose With China’s economic growth slowing down and the growth rate of fiscal revenue decreasing, the pressure on local government debts is further increasing. Under this background, it is of great significance to clarify the relation between local government debts and China’s economic growth in order to give full play to the positive role of local debts in stabling growth. The paper aims to discuss this issue. Design/methodology/approach Therefore, this paper explores the impact of Chinese local government debt on economic growth from theoretical and empirical aspects, respectively, and compares the regional differences between different debts and economic growth dynamics. Findings In the theoretical model part, this paper constructs a three-sector dynamic game model, under the two circumstances of whether local government is subject to debt constraints, and examines the relation between local government debt and economic growth and other variables through numerical simulation. Research shows that when the government is not constrained by debt, there is an inverted “U” relation between government debt and economic growth. When the government is constrained by debt, the economic growth rate gradually decreases as the government debt increases. Originality/value In the theoretical analysis part, this paper tries to estimate the amount of local debts under different calibers and examines the impact of different types of local government debts on China’s economic growth and their regional differences. The results show that excessive accumulation of government hidden debts in the eastern region is not conducive to economic growth, while explicit debts in the central and western regions significantly contribute to local economic growth. The results of empirical analysis are basically consistent with the predictions of the theoretical model.

The original version of "the theory of economy management", developed in the 1920s by Russian economists-emigrants who called themselves "Eurasians" (N. Trubetskoy, P. Savitskiy, etc.) is analyzed in the article. They considered this theory to be the basis of the original Russia's way of economic development. The Eurasian theory of economy management focuses on two sides of enterprise activity: managerial as well as social and moral. The Eurasians accepted the Soviet economy with the large share of state regulation as the initial step of development. On the other hand they paid much attention to the private sector activity. Eurasians developed a theoretical model of the mixed economy which can be attributed as the Russian economic school.

We study the impact of Russian regional governors’ rotation and their affiliation with private sector firms for the quality of investment climate in Russian regions. A theoretical model presented in the paper predicts that these factors taken together improve “endogenous” property rights under authoritarian regimes. This conclusion is confirmed empirically by using Russian regional data for 2002—2010; early in that period gubernatorial elections had been canceled and replaced by federal government’s appointments. This is an indication that under certain conditions government rotation is beneficial for economic development even when democracy is suppressed.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

Green development is an important way to meet the challenges of ecological and environmental protection and economic growth, as well as an inevitable choice to realize China’s sustainable development in the new era. The Chinese economic system is such that local government competition has become a key factor affecting regional green development under the current leadership. Based on the inter-provincial panel data of 30 provinces in mainland China from 1997 to 2017, this paper uses the total-factor non-radial directional distance function and slack-based measure data envelopment analysis (SBM-DEA) to measure the green development efficiency of the provinces. Additionally, it also uses the Malmquist–Luenberger (ML) index to decompose green development efficiency and analyzes its internal driving factors. Finally, taking environmental regulation as a mediating variable, this paper empirically analyzes the influence mechanism of local government competition on green development efficiency from three perspectives including growth competition, fiscal competition and investment competition. The study found that: the green development efficiency of Chinese regions showed a downward trend, with significant regional differences; technological progress is the key factor to improve the efficiency of green development, and its role gradually decreases from eastern to western and central regions; pure technical efficiency has become a bottleneck restricting the improvement of green development efficiency, while scale efficiency shows significant regional differences; the growth competition, fiscal competition and investment competition of local government all have a significant inhibitory effect on the efficiency of green development. This paper puts forward policy suggestions supporting enterprise technology research and development, optimizing energy conservation and emission reduction as well as improving the local government performance evaluation system for green development.

AbstractThe effectiveness, efficiency, availability, agility, and equality of global healthcare systems are in question. The COVID-19 pandemic have further highlighted some of these issues and also shown that healthcare provision is in many parts of the world paternalistic, nimble, and often governed too extensively by revenue and profit motivations. The 4th industrial revolution - the machine learning age - with data gathering, analysis, optimisation, and delivery changes has not yet reached Healthcare / Health provision. We are still treating patients when they are sick rather then to use advanced sensors, data analytics, machine learning, genetic information, and other exponential technologies to prevent people from becoming patients or to help and support a clinicians decision. We are trying to optimise and improve traditional medicine (incremental innovation) rather than to use technologies to find new medical and clinical approaches (disruptive innovation). Education of future stakeholders from the clinical and from the technology side has not been updated to Health 4.0 demands and the needed 21st century skills. This paper presents a novel proposal for a university and innovation lab based interdisciplinary Master education of HealthTEC innovation designers.

For the past three decades Ghana’s democratic decentralisation policy has sought in vein to establish a local government system capable of pursuing Local Economic Development (LED). One of the major impediments has been the insincere implementation of fiscal decentralisation for the local government to provide the enabling environment for LED. This paper employed primary and secondary data from the Wassa East District Assembly (WEDA) to assess the progress so far in Ghana’s fiscal decentralisation and its effect on LED. The paper highlights the potential benefits of LED and the incapacitation of the District Assembly by the Central government for LED financing. The paper again reveals the effects of the constraints of fiscal decentralisation on LED at the local government level and makes policy recommendations towards effective fiscal decentralisation for improvement in LED.

This paper examines the problem of integrating traditional rulers into the contemporary local government system in Nigeria with a view of resolving the problems arising from the tradition/modernity nexus in the present scheme. Two basic questions guided this work. The first relates to the relevance of indigenous traditional institutions to the challenges of contemporary democratic processes. The second relates to whether traditional modes of thought, behaviour and institutions constitute resources or impediments to the projects of modernisation and development. This paper concludes that the goal of modernisation is to generate rapid increase in social wealth and its driving force is economic development; and where traditional institutions are able to contribute positively to this goal, their input should not be jettisoned.
