Enterprise Development Programming in Partnership with Local Government, Science and Business. The Example of Rybnik

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

The Mexican Caribbean and its main cities have the highest population growth rate in Mexico. This work goal was to analyze the growth of the city of Chetumal and the geopedological characteristics in which it has been developed, to identify potential hazards and thereby improve development programs. The methodology consisted in the study of geopedological characteristics and the analysis of land use changes in the city over time. The main problems of Chetumal are floods and subsidence. Floods are more common in areas where Gleysols soils are found in low-lying areas. The subsidence is associated to Leptosols with a phreatic mantle at a shallow depth where the precipitations favors dissolution of rock. The extrapolation of the relationships between geopedological conditions and the area occupied by the city, allows us to suppose that areas which the current Urban Development Program proposes for future city expansion will develop the same problems of subsidence and flooding as the areas already built in sites with similar conditions.

Community development program is defined as the set of programs and policies designed to improve the socio-economic condition and also use the existing resources in better way. It is an organized process where member’s efforts of a community can be joined with the collaboration of government departments and non-governmental organizations to improve and evolve community socially, economically and culturally. In Pakistan, the first community development program was introduced in 1951 with the establishment of pilot project in Karachi, by the federal government. Since 1951 till today various community development programs have been implemented by government and non-government organizations (NGOs) to improve the living standard of people. The purpose of the study was to evaluate the impact and contribution of community development programs for socio-economic development in Pakistan. The research study endeavored to analyze the social and economical impacts of these programs on the communities where the programs were implemented. The study included interviews with government officials, NGOs staff and beneficiaries in the field. The findings of study shows that programs in general have positive impacts and appreciated but a lot of work are needed to be done for the welfare of whole society. The recommendations were made as to the best practices of community development programs for policy makers and NGOs to improve the living standard of people in the country.

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

Main students’ characteristics, necessary in order to become a successful entrepreneur, are presented in the theory of enterprise. The analysis, helping to realize how the educators understand the concept of entrepreneurship, is carried out. The evaluation of entrepreneurship development integration into other le-arning subjects is carried out as well. Entrepreneurship development methods used in the enterprise development program are identified in the article. A study covers the problems, which educators of educational institutions face while developing the entrepreneurship of the students. While summarizing the analysis of the study, the development tendencies of students’ entrepreneurship in Lithuanian schools are presented in the article.

Penelitian ini sendiri akan menggunakan regresi berganda sebanyak dua kali, untuk melihat pengaruh masing-masing variabel independent terhadap masing-masing variabel dependent. Kata kunci: Belanja langsung, Belanja Tidak Langsung, Pertumbuhan Ekonomi, Kemiskinan.ABSTRACT               The allocation of expenditure from local government is one of the indicators of the acceleration of development that occurs in the region, where the allocation of expenditure is then divided into two main categories namely direct expenditure and indirect spending.Through this research will be proved how the allocation of direct expenditure and indirect spending gives effect to the economic development in the city of Bitung seen from the economic growth and how its influence on the level of poverty that occurred. The phenomenon that occurs shows how potential Bengkalis city in terms of geographical aspects as a city that is very close to neighboring countries but from the aspect of creative economic development has not increased. This study aims to map the constraints of the creative economy industry in Bengkalis City and provide recommendations in order to improve and condition the creative economy better. The study was conducted in the city of Bengkalis by conducting a semi-structure interview with 50 respondents in order to explore the constraints faced by creative economic business actors from Administrative, Technical, Operational, and Managerial (ATOM) aspects. The results of the Technical, Operational and Managerial aspects are the majority of constraints felt by creative economy business actors. There must be a breakthrough effort that must be done by the local government, and synergy with the central government and educational institutions. Keywords: creative economic, administrative, technical, operasional, mangerial

The essence of national development is to build on a solid foundation and strong foundation in the form of certain conditions in various national life. Community development there are two challenges that need to be considered to build the organization (organization development) and economic development (economic development). In the development of organizations, the organization is the frame work of every form of cooperation to achieve a common goal, therefore it needs to be built on the basis of a democratic, dynamic and harmonious relationship. Likewise with the elderly community groups, based on Boyle's taxonomic thinking about the type of non-formal education is divided into three types: developmental, institutional, and informational. Developmental programs are also called community development programs, where the main program objectives are solving social, economic, cultural, political, and defense and security problems facing the target group through action programs. An instituional program is also called a training program aimed at mastering a set of capabilities (knowledge, attitudes and / or skills) by the target group. While the informational program can be called also with counseling or publicity, aims to achieve a set of information by the target group. Thus the community development program is one of the types of non-formal education programs.

The purpose of this study is to know: a) how the development of tourism sector in the city of padang, b) what development programs undertaken by the cultural and tourism office of the city of padang, and c) obstacles faced by the culture and tourism office of the city of padang in developing tourism object . Technique of collecting data in this research is done by interview, observation also literature study. The analytical method used is 31 descriptive qualitative analysis that is digging information from the source about the development of tourism sector in Padang city. The results showed that a) Tourism sector in the city of Padang has experienced a good development. This is evident from the increase in the number of visitors who come to the tourist attraction of the city of Padang, especially Padang Beach attractions and Sweet water Beach has become a favorite tourist destination for local and foreign tourists. In addition, the municipal government of Padang together with the tourism office also continues to make development efforts by revitalizing the 5 selected tourist objects, namely padang beach, siti nurbaya, heritage, old town, and waterfront, b) development program undertaken by the culture and tourism office the city of Padang through various activities such as tourism destination development programs, partnership development, regional tourism product development, promotion of tourism in social media sharing and web, c) Constraints faced in the development of urban tourist attraction is limited budget funds, community mindset is still primitive and yet modern, the education of the tourism actors is still low and not well managed infrastructure in some tourist attractions such as beaches sweet water, sand jambak and others.

The contribution of entrepreneurship at both the microeconomic and macroeconomic levels is remarkable. There are many entrepreneurship development programs (EDP) initiatives proposed by policymakers around the world to ensure the growth of entrepreneurs. While EDP is necessary to improve entrepreneur capabilities, however studies on EDP evaluation literacy remain limited. This study aims to fill the gap by investigating EDP evaluation literacy by using a systematic literature review (SLR). This study carried out a bibliometric analysis on a Scopus database in the last three decades, from 1989 to 2021 with all the manuscripts were written in English. The results show that most of the literature on EDP evaluation-related themes is mainly focused on program evaluation, characteristics, challenges, stakeholders, and context, with program evaluation and characteristics are considered as the most significant issues of EDP evaluation. Interestingly, this study also reveals that few manuscripts review the process of EDP as the success criterion of EDP implementation.

The purpose of this study is to present a literature study and observation that was established in the employee training and development program as well as the benefits of cooperatives in the ranks of the Cimahi City Dekopinda. This study analyzes the structure and elements of employee training and development programs and then this studio presents what are the positive results for employees and the Organization. Organizations find it difficult to stay competitive in the recent global economy. The importance of employee development plans is growing for Organizations seeking to gain an edge over competitors. Employees are a respected resource of the Organization and the success or failure of the Organization depends on the performance of the employees. Therefore, the organization finances a large number of employee training and development programs. Furthermore, the training program is very supportive for companies to emphasize the knowledge, skills and abilities of employees. There is substantial interest among professionals and researchers about the impact of development programs on employees and the organization. The study described here is an assessment of the literature on the basis of employee development programs and their benefits to organizations and employees.
