Pathways, targets and temporalities: Analysing English agriculture's net zero futures

Net zero emissions targets are of growing international relevance given their increasing uptake by governments across the world. This article analyses net zero targets as a distinctly future-oriented approach to environmental governance. It does so from a critical perspective, examining whether net zero targets serve to reproduce the existing temporalities of environmental policymaking or whether they represent a break with current practices and, in turn, develop new temporalities and novel ways of engaging with the future. In order to do this, this article focuses on efforts to reduce agricultural emissions in England to net zero. In 2019 the United Kingdom introduced legislation requiring a reduction of greenhouse gas emissions to net zero by 2050. This, in turn, has encouraged actors in the food system to produce various imagined pathways to net-zero agriculture. This article critically analyses how these imagined pathways are discursively produced by influential actors within this sphere through a critical discourse analysis of recent grey literature produced by Defra, the Climate Change Committee and the National Farmers’ Union. It asserts that, to an extent, the net zero and target oriented approaches enshrined in current environmental policymaking represent the ongoing reproduction of both an ‘empty’ modernist future with some post-political dimensions. This assessment is, however, nuanced by recognising the tensions that emerge within and between the state and non-state institutions producing these discourses. Ultimately, however, the net zero transition draws actors together around a techno-optimistic vision of an agricultural future defined by sustainable intensification and negative emissions technologies. In doing so, it serves to suppress calls for transformative change in agriculture based on social as well as material change.

Current food production and consumption trends are inconsistent with the Convention on Biological Diversity’s 2050 vision of living in harmony with nature. Here, we examine how, and under what conditions, the post-2020 biodiversity framework can support transformative change in food systems. Our analysis of actions proposed in four science-policy fora reveals that subsidy reform, valuation, food waste reduction, sustainability standards, life cycle assessments, sustainable diets, mainstreaming biodiversity, and strengthening governance can support more sustainable food production and consumption. By considering barriers and opportunities of implementing these actions in Peru and the United Kingdom, we derive potential targets and indicators for the post-2020 biodiversity framework. For targets to support transformation, genuine political commitment, accountability and compliance, and wider enabling conditions and actions by diverse agents are needed to shift food systems onto a sustainable path.

The reform of regional governance in the United Kingdom has been, in part, premised on the notion that regions provide new territories of action in which cooperative networks between business communities and state agencies can be established. Promoting business interests is seen as one mechanism for enhancing the economic competitiveness and performance of ‘laggard’ regions. Yet, within this context of change, business agendas and capacities are often assumed to exist ‘out there’, as a resource waiting to be tapped by state institutions. There is little recognition that business organisations' involvement in networks of governance owes much to historical patterns and practices of business representation, to the types of activities that exist within the business sector, and to interpretations of their own role and position within wider policymaking and implementation networks. This paper, drawing on a study of business agendas in post-devolution Scotland, demonstrates that in practice business agendas are highly complex. Their formation in any particular place depends on the actions of reflexive agents, whose perspectives and capacities are shaped by the social, economic, and political contexts within which they are operating. As such, any understanding of business agendas needs to identify the social relations of business as a whole, rather than assuming away such complexities.

This paper explores to what extent and in what ways conceptual innovations matter for biodiversity governance. A three-step analysis is employed, starting with identifying theoretical insights on how concepts matter for transformative change. These insights provide a lens for examining the academic debate on the Ecosystem Services concept and for identifying critical conceptual challenges related to transformative change. Finally, how the concept is used and valued in policy practice is explored through an empirical study of policy practitioners in Sweden. Based on this investigation we conclude that the ES concept holds important but restricted properties for transformative change. The ES concept provides new meanings in the form of economic valuation of nature, but these remain highly contested and difficult to practice; ES function as a boundary object, but poorly integrates social analysis and, in practice engages professionals, rather than resulting in more inclusive public participation; and ES function performatively by reflecting a technocratic ideal and raising awareness rather than targeting fundamental political challenges. Finally, the paper returns to the general questions of how conceptual innovations can generate transformative change and argues that in the continued work of conceptually developing the Nature's Contribution to People, researchers and practitioners need to pay close attention to interpretive frames, political dimensions, and institutional structures, necessitating a strong role for social analysis in this process of conceptual innovation.

Digital environments have expanded the forms of cultural participation. This paper has two aims: first, to elucidate the changing definitions of cultural participation in relation to digital environments; second, to examine the ways in which cultural policies respond to the new digital conditions of cultural participation. Focusing on Quebec (Canada), this paper is based on a critical review of grey literature in the public policy. We identified three main goals pursued by Quebec cultural policies regarding digital participation: 1) to produce and promote national cultural content; 2) to promote cultural equity; 3) to foster digital equity. The analysis shows that these goals partially exceed the scope of cultural policies to intersect with economic, educational, and youth policies. We also argue that policy frameworks and funding programs in support of cultural policies tend to legitimize an overlap of the social, economic, and political dimensions of cultural participation.

This article explains why the stagflation and neoliberal reforms that reinforced party polarization in the United Kingdom and the United States instead led to party convergence in Japan. In Japan, industry-centered adjustment and bureaucratic coordination distributed the costs of policy changes across societal groups and facilitated party convergence, whereas the lack of such societal and state institutions in the United Kingdom and the United States led to policy changes with polarizing consequences. Focusing on industry-centered adjustment brings the unions back into Japanese politics and provides an alternative to the pluralism-neocorporatism dichotomy of organizing societal interests. Bureaucratic coordination not only includes the opposition in the framework but also provides a more nuanced view than is assumed in the debate over whether the ruling party of the bureaucracy dominates the Japanese state. When combined, these conceptualizations of market and state go a long way toward explaining the dynamics of party competition.

Reports and documents from government and other organisations have existed for centuries, but in the post-war period their production increased significantly. Computers, databases, desktop publishing software and the internet have revolutionised the ways documents can be produced and disseminated, allowing individuals, groups and organisations access to a whole new world of information. The result has been an explosion in online publishing that has transformed scholarly communication. Research reports – or grey literature as they are also known – are now an essential part of many disciplines, including science and technology, health, environmental science and many areas of public policy. While access to these reports has become easier in many respects, online publishing presents many challenges as well, particularly for collecting organisations faced with the task of adapting their systems. The management of grey literature raises many issues that are still not resolved today. This article provides some background to these ongoing challenges in Australia, the United States, the United Kingdom and Europe.

This chapter uses critical discourse analysis and textual analysis to offer a general overview of metal as a multi-sited, multi-modal genre. While acknowledging the centrality of metal’s ostensible “birth” in the United Kingdom, and rapid spread to the United States and Western Europe, to the genre’s identity, this chapter also discusses metal’s positionality in discrete studies from Northern Europe, Latin America and the Caribbean, the Middle East, Asia, Africa, and Oceania. In examining how metal is experienced in these contexts, this chapter thus seeks to problematize the discourse of metal’s “true” birth in the Anglosphere, and elucidate a critique of the scholarly literature of the “global metal” model, which has permeated metal music studies over the last decade. Such a model, as the author concludes in this chapter, potentially replicates many of the problems—Othering, exclusive, non-agentic—with “world music” as a discourse, and thus it is necessary to assert the ways in which scholars and scene members alike are speaking back to these characterizations.

This chapter examines the political dimensions of setting standards for global financial reporting. Drawing on the results of an international business survey, conducted among hundreds of chief financial officers and other senior financial managers of companies listed on the main stock exchanges in France, Germany, the United Kingdom, and the United States, the chapter asks whether institutional fragmentation of accounting governance in Europe impedes the effective aggregation of European interests and their projection onto the international stage, while the close institutional fit between the International Accounting Standards Board (IASB) and the Financial Accounting Standards Board (FASB) significantly facilitates the representation of American interests. It shows that U.S. firms are considerably more successful than their European counterparts when they try to influence international financial reporting standards.

This piece offers a critical commentary on the historical-systemic marginalization and food system injustice being experienced by women farmers, agro-producers, and cottage industry owners in the Caribbean. In doing so, we provide an overview of the structural barriers and systemic negligence rural working-class and cash-poor women across the Anglo-Caribbean face as a result of the ongoing trajectories of colonialism, neoliberal logics, and patriarchal norms. In addition, the piece details the disproportionate amount of (devalued) socially reproductive labor women perform within the agrarian Majority World. We end by proposing that the radical potentials, emancipatory praxis, and clarion calls for transformative change offered by the region’s very own Jacqueline Creft and Frantz Fanon are revolutionary voices to pay heed to with respect to advancing a sustainable and (gender) just Caribbean future.

In an effort to elucidate an aspirational vision for the food system and explore whether the characteristics of such a system inadvertently set unattainable standards for low-wealth rural communities, we applied discourse analysis to the following qualitative datasets: (1) interviews with food experts and advocates, (2) scholarly and grey literature, (3) industry websites, and (4) email exchanges between food advocates. The analysis revealed eight aspirational food system discourses: production, distribution, and infrastructure; healthy, organic, local food; behavioral health and education; sustainability; finance and investment; hunger relief; demand-side preferences; romanticized, community led transformations. Study findings reveal that of eight discourses, only three encompass the experiences of low-wealth rural residents. This aspirational food system may aggravate the lack of autonomy and powerlessness already experienced by low-wealth rural groups, perpetuate a sense of failure by groups who will be unable to reach the aspirational food vision, silence discourses that might question those that play a role in the inequitable distribution of income while sanctioning discourses that focus on personal or community solutions, and leave out other policy-based solutions that address issues located within the food system. Further research might explore how to draw attention to silenced discourses on the needs and preferences of low-wealth rural populations to ensure that the policies and programs promoted by food system experts mitigate poor diets caused by food insecurity. Further research is needed to inform policies and programs to mitigate food insecurity in low-wealth rural populations.
