Abstract Background Media advocacy plays an important role in public health initiatives, as it can provide vital information to target populations, policy makers, or other relevant stakeholders. Unfortunately, little is currently known about the use of media advocacy to promote occupational safety and health programs. This study explores media coverage related to the Rollover Protection Structure (ROPS) Rebate Programs, which were designed to encourage the use of rollover protection on agricultural tractors, thus reducing the risk of tractor overturn fatalities. The Program’s portrayal in the media, as well as the role that the media has played in implementing and sustaining these Programs. Methods Media articles pertaining to any of the state-based or National ROPS Rebate Programs and published between November 1, 2006 and October 31, 2018 were included for review. Discourse analysis was used to understand the messages portrayed by the media and how those messages shaped the outcomes of the ROPS Rebate Programs. Results During the study period, 212 unique articles were published about the ROPS Rebate Programs. While these articles all portrayed the ROPS Rebate Programs in a largely positive light, they were used at different stages, from pre-implementation through sustainment of the ROPS Rebate Programs, and to different extents. Conclusions Media articles have played an important role in implementing and sustaining the ROPS Rebate Programs. Based on the results of this study, more robust and continuous media coverage are important for the longevity and success of public health programs.

The way the media handle such issues can strongly influence public and policy-maker attitudes towards them, and effective media advocacy can be a powerful way of taking forward public health initiatives. After reading this chapter, you should have a better understanding of: how the media deal with public health issues; how the framing of an issue influences whether and how it leads to changes in policy; what you can do when a public health issue is framed in an adverse or harmful way.

AbstractObjectiveTo evaluate if and how the current degree of scientific uncertainty about the safety of fish consumption is incorporated at the media level.DesignWe used a dedicated software (TalTac®) to investigate the content of 169 news articles related to ‘mercury and fish consumption’ that appeared from 1990 to 2010 in the two Italian broadsheets with the highest circulation figures, in order to identify journalistic frames used in the coverage of benefits v. risks associated with fish consumption. Hypotheses were made on how the public might change fish consumption patterns as a result of media coverage.SettingItaly.ResultsThe two newspapers have different agendas in covering the issue. La Repubblica appears to support the view that, besides health benefits, there may be risks associated with fish consumption, while Corriere della Sera emphasizes health benefits more than possible risks. Depending on the preferred information source, the public could: (i) reduce its fish intake; (ii) increase its fish intake; or (iii) become confused about the problem and sceptical towards the media, as a result of conflicting journalistic frames.ConclusionsThe Italian media, in cooperation with scientists, public health nutritionists and dietitians, should place more emphasis on the existence of a few fish species with high to very high Hg levels and relatively low contents of beneficial n-3 fatty acids (e.g. swordfish and shark). This would enable consumers to make more educated purchasing decisions to maximize the benefits of n-3 intake while reducing possible risks from consuming Hg-contaminated fish.

It is a pleasure to be here today to speak to you about the Occupational Safety and Health Act of 1970, which is landmark legislation by any measure applied to it. The Act applies to every employer affecting commerce in the United States and its territories which was not covered by other Federal occupational safety and health laws, such as the Metal and Non-metallic Mine Act, the Federal Coal Mine Health and Safety Act and the Atomic Energy Act of 1954. By 1973 a study is to be completed containing recommendations for combining all Federal occupational safety and health programs. Paper published with permission.

Purpose: To provide a nationally representative snapshot of workplace health promotion (WHP) and protection practices among United States worksites. Design: Cross-sectional, self-report Workplace Health in America (WHA) Survey between November 2016 and September 2017. Setting: National. Participants: Random sample of US worksites with ≥10 employees, stratified by region, size, and North American Industrial Classification System sector. Measures: Workplace health promotion programs, program administration, evidence-based strategies, health screenings, disease management, incentives, work–life policies, implementation barriers, and occupational safety and health (OSH). Analysis: Descriptive statistics, t tests, and logistic regression. Results: Among eligible worksites, 10.1% (n = 3109) responded, 2843 retained in final sample, and 46.1% offered some type of WHP program. The proportion of comparable worksites with comprehensive programs (as defined in Healthy People 2010) rose from 6.9% in 2004 to 17.1% in 2017 ( P < .001). Occupational safety and health programs were more prevalent than WHP programs, and 83.5% of all worksites had an individual responsible for employee safety, while only 72.2% of those with a WHP program had an individual responsible for it. Smaller worksites were less likely than larger to offer most programs. Conclusion: The prevalence of WHP programs has increased but remains low across most health programs; few worksites have comprehensive programs. Smaller worksites have persistent deficits and require targeted approaches; integrated OSH and WHP efforts may help. Ongoing monitoring using the WHA Survey benchmarks OSH and WHP in US worksites, updates estimates from previous surveys, and identifies gaps in research and practice.

Approximately 132 agricultural tractor overturn fatalities occur per year (Myers and Snyder, 1993). The use of rollover protective structures on farm tractors (ROPS), along with operator seat belt use, is the best known method for preventing these fatalities. One impediment to universal ROPS use, however, is low clearance situations, such as orchards and animal confinement buildings. To address the need for ROPS that are easily adapted to low clearance situations, the Division of Safety Research (DSR), National Institute for Occupational Safety and Health (NIOSH), developed a prototype automatically deploying, telescoping ROPS (AutoROPS). The NIOSH AutoROPS consists of two subsystems. The first is a retractable ROPS that is normally mounted to the tractor axle and latched in its lowered position for day-to-day use. The second subsystem is a sensor that monitors the operating angle and rate of roll on two axes of the tractor. If an overturn condition is detected by the sensor, the retracted ROPS will deploy and lock in the full upright position before ground contact. This paper discusses the second generation design of the latch and release mechanism (LRM) for the NIOSH AutoROPS and recommends key areas for future surveillance and design research to best facilitate reduction in farm rollover fatalities.

Disasters often set the stage for scientific inquiry within the field of occupational safety and health. This is especially true when the long-term consequences of exposures associated with a particular disaster are unclear. However, a responder research study can be costly and difficult to design, and researchers must consider whether the proposed study will produce useful, reliable results and is a prudent public health investment.The decision process can be segregated into various components, including scientific rationale that should be formally recognized as critical to efficiently and effectively determine whether a research study is warranted. The scientific rationale includes certain controlling or “gatekeeper” factors that should be present to proceed with research.
