The name of John Howard stands alone in history as the pre-eminent type of disinterested benevolence, and the tendency of his work has been universally accepted as having less admixture of evil than perhaps that of any other man. Respect and admiration have been lavished upon him without measure; whether by those whose sympathies were naturally with the objects of his commiseration, or by those who simply desired to emulate his singlemindedness and active humanity. There is this peculiarity in his wide reputation, namely, that the criminal as well as the unfortunate have a direct interest in applauding his beneficence; while the good cannot but admire his devotion to the cause of the helpless, and his straightforward simple method. It would be too much to say that he preceded as well as excelled all other labourers in his special field, or that without him prison reform would never have been achieved, or would have been even indefinitely postponed; for a Parliamentary Committee had reported fully on the subject 70 years before, and Mr. Popham was Howard's immediate predecessor in introducing some important practical legislative improvements. But it is indisputable that Howard awakened an enthusiasm on the subject without which it is impossible to say how far those improvements could have been carried; and further—that he was the principal means of the complete exposure of the frightful abuses and defects of prison management which were then so prevalent. The expansion of his indomitable labours to nearly every corner of Europe, while it established England's pre-eminence in the stupidity as well as cruelty of its maladministration, furnished him not only with ample proofs that these evils were almost equalled in some foreign countries, but with many examples and patterns (for instance, in Holland and Switzerland), which he copied and laboured to introduce generally; and added such weight and volume to the public opinion, which he created or converted to his views, that there is no similar movement which has been more widely, energetically, and persistently sustained.

Gentlemen, The time has again come round for my addressing you, and for ex­pressing my own gratitude, as well as yours, to your Council for their constant and zealous attention to the interests of the Royal Society. We have been compelled during several late years to have recourse to legal proceedings on the subject of the great tithes of Mablethorp, a portion of the Society’s property, and I rejoice to say with success. In my last address, I was required to give our thanks to Mr. Watt and to Mr. Dollond for the valuable busts which they had kindly presented to us. That of Mr. Dollond is placed at the commence­ment of the staircase leading to our apartments, and serves to indi­cate that his valuable improvements in the construction of our tele­scopes have been so many steps to the acquisition of higher and higher knowledge of the great universe of which this globe forms so insignificant a part. By the liberality of Mr. Watt we shall soon be furnished with handsome pedestals for the busts of his father and of Sir Isaac Newton, the two great lights of British mechanical genius and British philosophical science. Mr. Gilbert has kindly undertaken to furnish a similar pedestal for the bust of his father, and we have thought it right to provide one for that of Sir Joseph Banks. These will shortly form a conspicuous ornament of our place of meeting. The magnetical observatories are still carrying on their observa­tions, both in Her Majesty’s dominions and in foreign countries, and another naval officer, Lieut. Moore, has proceeded to the Antarctic Seas to complete a portion of the survey of Captain Sir James Ross, which was interrupted by stress of weather. That gallant and enter­ prising officer will, I hope, ere long give to us and to the public his own narrative of his important discoveries. Detailed accounts of the botany and zoology of the regions visited by him are preparing under the patronage of the Government, while Colonel Sabine is proceeding with the raagnetical observations, which were the more immediate objects of this, one of the most important voyages of discovery ever undertaken.

Examining oratory as a dynamic, changing medium for communication during the eighteenth and nineteenth centuries in America and, to a lesser extent, Great Britain, this essay scrutinizes several of its most important sites of performance: religion, politics, social reform, performance, and education. In each of those arenas, oratory helped to fuel some of most exciting social and political changes of the era by reconceptualizing ideas about the relationship between leaders and the public, the notion of rhetorical persuasion, and the importance of public opinion. An exceptionally interdisciplinary set of scholarship on the subject has done much to invigorate the study of oratory in recent years, and yet this field lacks an intellectual center from which scholars might move beyond individual studies to conceptualize the larger significance of oratory across all sites of performance.

In line with the developments of various social networks, it has made the public see a change for all the various issues in the nation, one of which was the issue of electronic education, which has been influenced by the social networks, especially by students. Therefore, from this perspective, the researcher in the research scientifically shows the role of the social networks in creating public opinion about the process of electronic study. This research is a description, a researcher who has used the research to achieve detailed and necessary data and information about the subject of survey methodology research. Among the students of Kurdistan University, Salahaddin University and World University students are research samples of 422 students of both maleand female genders, the most important results that researchers have reached are the social networks that are a reason for creating public opinion and all The data spread through the social network to a process have created public opinion about the electronic study process, the strongest network, the Facebook social network to create public opinion in Kurdistan. In the short list of research, recommendations and suggestions have been made.

The subject matter of the article is the study of public attitudes in Kemerovo Region-Kuzbass in relation to the problem of corruption which manifests itself in various areas of social relations, in particular, in the system of the state civil service. The aim of the study is to consider the current views on the problem of corruption and countering it in public assessments of the population of Kemerovo Region-Kuzbass. To solve this task statistical and monitoring data from federal research centres have been used, as well as the results of a regional sociological survey conducted by the authors in the municipal divisions of Kemerovo Region-Kuzbass. The methodological basis of the research has been formed by the systemic and neoinstitutional approaches along with the sociological survey. The article presents statistical data of federal sociological institutions (All-Russian Centre for the Study of Public Opinion, Public Opinion Foundation) for the past few years in assessing the problem of corruption by the population. In addition, Transparency International’s 2020 data on the level of perceptions of corruption in the Russian Federation are presented, which make it possible to draw attention to the problems in combating corruption and propose recommendations for improving the state anti-corruption policy. In designing the research questionnaire for their sociological survey, the authors adhere to the principle of problem-based assessment of the current situation regarding the issue of corruption, which has made it possible to evaluate the subject of the research from different angles and to focus on the most challenging issues. It is noted that the understanding of the term “corruption” in the civil service system is associated with the concept of “bribery”, the appropriation of resources and taking advantage of official position. Among the recommendations proposed, the authors would highlight the necessity to continue activities to strengthen measures of countering corruption, to make the work of officials more transparent, to enhance the information campaign among the population to provide information on the responsibility for illegal actions

Individual attorneys are often described as unethical and incompetent, while the bar is portrayed as politically partisan, captive of economic interests, and unresponsive to the public interest. Public opinion polls document disrespect for attorneys as a group. Local and national scandals highlight criminal acts of prominent attorneys. The cost, quality, and availability of legal services are matters of public debate.

Geodiversity has an irreplaceable significance for both biodiversity and for human society as it has numerous functions and offers various benefits and services. These have been already recognized and assessed by using numerous approaches and methods (e.g., geosite assessment methods, geodiversity indexes, and evaluation of geodiversity functions within the concept of ecosystem services). Nearly all these procedures were elaborated by professionals in the Earth sciences or related domains. The assessment of geodiversity functions and services within nature conservation by the public was not the subject of detailed research yet (with an exception of geotourist assessment). This communication presents the results of a pilot research that is focused on the analysis and interpretation of the public opinion on geodiversity and geoconservation. The data were collected by using the semi-structured questionnaire, and based on them, the interpretation was done and comparison or confrontation with original hypotheses was undertaken.

Social network has become the main communication platform for public emergencies, and it has also made the public opinion influence spread more widely. How to effectively obtain public opinions from it to guide the healthy development of the society is an important issue that the government and other functional departments are concerned about. However, the interaction and evolution mechanism between the subject and the environment in the public opinion propagation is complicated, and the public and media attention and reaction to the incident are closely linked with the progress of the incident disposal. And public mining corpus has some shortcomings in the distribution of emotional classification. Only the timely update of artificial rules and emotional dictionary resources, it can handle new text data well. In fact, from the perspective of public opinion propagation, this paper built the network matrix between Internet users through the forwarding relationship, and used the social network analysis method and the emotion mining analysis technology to study the interaction and evolution mechanism between the subject and the environment in the public opinion propagation, and it studied the role of users in the emotional propagation of social networks. This paper proposed a sentiment analysis method on the micro-blog platform, which expanded the emotional dictionary and took sentence and emoticon and sentence patterns into account, which improved the accuracy of positive and negative classifications and emotional polarity analysis of the micro-blog.

Teaching fiction is closely related to science because any sphere of science involves theoretical and applied practical meaning. While forming a fiction-reading student by teaching literature we should take into account both theoretical and applied systems of the literature and pay attention to its artistic nature. When the meaning of the word, a concept, or an idea influence the student, he/she starts to think deeply and attentively. Moreover, reading fiction affects consciousness differently. On one hand, it may encourage an individual to act, on the other hand, it may invoke his interest in the subject (literature) and encourage him/her to read fiction. Teaching is a bilateral process, hence, its quality is directly related to the attitudes of the student and the level of cognitive activity and didactic improvement of the teacher’s work. Improving critical thinking improves students’ cognitive activity. The literature of any nation develops in a close relationship with its history. Any scientific sphere is also closely related to history. There is no life beyond history as well as literature. Therefore, teaching fiction is an extremely effective way of forming historical consciousness. The public opinion in Kazakhstan is formed through the history and literature of the Kazakh nation.

This paper, built from a bibliographic review, using the hypothetical deductive method, deals with the growing problem related to the dissemination of false information, which in its turn interferes directly in the formation of public opinion and, consequently, in democracy and the fundamental civic rights exercise. Throughout the text, it is observed how this phenomenon is present and takes power in different media, particularly in electronic media, reaching many people and blurring the right to information. In this way the Brazilian political scenario was observed, especially in the 2018 electoral process, in which fake news marked the campaigns, bringing to the public a series of distorted values rather than cohesive proposals and well-defined strategies. From this analysis we understand the need for an education on the subject, so that the practices of disinformation can be gradually combated preserving and praising reliable information committed to the citizen's rights and democracy.

The subject of this text is integration with the West in Ukrainian public debate in the period between the Orange Revolution and the Euromaidan (2004–2014). The author suggests that the gradual shift in public opinion after 2006, from an EU orientation toward Ukraine’s integration with the Eurasian Customs Union (since 2014 the Eurasian Union, the EAU), was connected with the passivity of pro-Western intellectuals. Having allowed themselves to be pushed out of the newspapers and national television channels, which belong to oligarchs, they found a communications niche in new media forums, where contact with the public is much more limited in terms of numbers. The author also points out the manipulation of public opinion by state services during Janukovych’s presidency for the purpose of marginalizing the national-democratic camp. The author analyzes the changes in opinions expressed by Jurii Andruchovych: from articulating openness to the European project and a civil concept of the Ukrainian nation, through doubting in the possibility of integration with the EU, to accenting the ethnic qualities of Ukrainianness and an elite exclusiveness. In the author’s opinion, another cause of the lack of stability in public opinion on EU integration was EU policy, which was devoid of a long-term strategy in regard to Ukraine.
