Policymakers often seek to integrate markets as a way to maximize social welfare. In this article, the authors consider the spectrum of all possible integration policies, from full isolation to complete integration, and characterize the socially optimal market integration, under general demands. They identify market conditions under which social surplus is indeed maximized at partial market integration. For the linear price-responsive demand model that is used extensively in the operations management literature, these conditions are identified as thresholds on (i) the relative size of the markets being integrated, and (ii) the relative price sensitivity of consumers in these markets. The authors then apply the model to the commercial seed market in the European Union (EU). Their analysis shows that socially optimal market integration for these countries provides a further improvement in the social surplus for the EU by 2.80%, relative to complete integration. Results show that policymakers should exercise caution in determining the extent to which markets are integrated.

This paper reports our experience with developing a Business-2-Social (B2S) platform that provides necessary support to all this platform’s constituents, namely business processes, social media (e.g., social network), and Internet of Things (IoT). This platform is exemplified with smart cities whose successful management requires a complete integration of IoT and social media capabilities into the business processes implementing user services. To ensure a successful integration, social actions, that a smart city would allow citizens execute, are analyzed in terms of impact of these smart city’s business processes. Reactions to these actions are tracked and then analyzed to improve user services.

Fiber-optic sensors, which use light instead of electricity, are an attractive alternative to classical sensor due to their small size and robustness. Progress in the manufacturing process of the sensors and new developments in the production of integrated photonic circuits, will allow a complete integration of all components, while having little costs. This article covers current developments and show the potentials of fiber-optic sensors.

Among the problems touched upon by the President's Committee on Administrative Management is that of the role of administrative discretion in the governmental process. Both Professor Hart and Professor Cushman have contributed to the statement of, and have suggested solutions for, this problem.1 Professor Hart is concerned with the exercise of a rule-making discretion at the administrative level, and has ably defended the exercise of this type of decision-making by personnel under the control of the Executive rather than Congress. In other words, the mere fact that administrative action takes the form of general rules does not relate it functionally to the legislative department, and once the notion that rule-making is “legislation” in a separation-of-powers sense is got out of the way, the case for a complete integration of such powers under the control of the President can be pushed through to unqualified conclusion.

The complete integration of piezoceramic sensor/actuator-modules into metal components using high pressure die casting is a promising approach for the fabrication of multifunctional structural elements with enhanced properties. A technique providing stabilization and protection of the module during the highly dynamic mould filling is presented. Demonstration parts are produced which are fully capable to detect vibrations. An approach to characterize this sensory functionality of the adaptronic system is presented.
