Almost half of the world’s states provide bilateral development assistance. While previous research takes the set of donor countries as exogenous, this article introduces a new dataset on aid giving that covers all countries in the world, both rich and poor, and explores the determinants of aid donorship. It argues and shows empirically that democratic institutions support the setup of an aid program in richer countries but undermine its establishment in poorer countries. The findings hold in instrumental-variable regressions and the pattern is similar for the amount of aid. (JEL D72, F35, H87, O17, O19)

Are international organizations autonomous actors in global politics? This paper investigates whether and how major powers influence the World Bank’s official development assistance policies. Despite the World Bank’s attempts to maintain independence from its member states, we argue that major powers are still influential. Testing this expectation with the data of official development assistance provisions between 1981 and 2017, we find that the World Bank provides a higher amount of official development assistance to the recipient countries that receive a higher amount of such assistance from the major powers such as the United States, the United Kingdom, France, Germany and Japan. In addition, the World Bank is prone to provide a higher amount of official development assistance to the recipients that have a similar preference to the major powers. This study sheds light on the relations between major powers and international organizations.

Political parties have long thrived on systematic grassroots mobilization of support. But does traditional partisan bottom-up mobilization still matter in an interconnected digital age turning the world into a `global village'? We address this question by studying the impact of the populist Movimento Cinque Stelle (M5S) on the rejection of the 2016 constitutional referendum in Italy. The movement's unusual practice to coordinate activities on a public event platform provides a unique opportunity to collect the complete event history of a modern political party. We merge this data consisting of over 200'000 geo-coded meetings by 1'000 local chapters with referendum results and individual panel data. Relying on regression, matching, and instrumental variable models, we find a small but consistent effect of M5S activity on the referendum outcome. Our findings demonstrate the continued relevance of bottom-up mobilization and highlight direct democratic means as an influential channel for populist movements.

This article looks broadly at the intersection of education, development, and international cooperation. It discusses trends in international cooperation in education for developing countries as well as ongoing challenges. Education has expanded rapidly throughout the world. Even so, the industrialized nations are decades if not generations ahead of parts of the developing world in terms of enrollment and learning attainment. For reasons of equity and economic development alone, it is imperative that all efforts be put to the task of achieving universal school enrollment and learning. To achieve such a goal in the context of what some researchers have termed a 100-year gap requires efforts on the part of national governments and international cooperation on the part of all nations of the world. International cooperation in education includes: (1) the institutions and architecture of international organizations; (2) development assistance, which is closely related; and (3) international agreements to promote education and other development goals. In a broad sense, these initiatives can be seen as moving toward increasingly cooperative relationships between wealthier nations and developing countries. International institutions involved in education include various agencies of the United Nations (UNESCO, UNICEF, ILO, UNHCR) as well as multilateral development banks (the World Bank, IMF, IDA, etc.); regional development banks (Asian Development Bank, Inter-American Development Bank, etc.); and bilateral development agencies. Development assistance is provided in the form of technical and financial assistance to national governments by bilateral development agencies, the multilateral development agencies, UN agencies, as well as an increasing number of non-governmental agencies (NGOs). The UN Declaration on Human Rights and the Convention on the Rights of the Child are foundational documents laying out the rights of all children to education and the obligation of governments to ensure children have access to quality education. Several global initiatives have led the way toward increasing educational participation in developing countries, including Education for All, the Millennium Development Goals, the UN Global Education First Initiative, and the Sustainable Development Goals. The article concludes with a listing of trends in educational development.

Most of us feel that our democratic lives have eroded. We are less civil to one another than at any other time in our history, perhaps short of the Civil War—certainly any period in my lifetime. At the 2020 Democratic National Convention, former President Barack Obama described the nation’s current situation in this way: “Our worst impulses unleashed, our proud reputation around the world badly diminished, and our democratic institutions threatened like never before.” Speakers at both parties’ conventions claimed that the 2020 election is a struggle for the soul of the United States.

In recent years, protests took the streets of cities around the world. Among the mobilizing factors were the perceptions of injustice, democratization demands, and, in the case of liberal democracies, waves of discontentment characterized by a mix of demands for better public services and changes in the discredited democratic institutions. This paper discusses social media usage in mobilization for demonstrations around the world, and how such use configures a paradigmatic example of how communication occurs in network societies. In order to frame the discussion, social media appropriation for the purposes of political participation is examined through a survey applied online in 17 countries. The ways in which social media domestication by a myriad of social actors occurred and institutional responses to demonstrations developed, it is argued that, in the network society, networked people, and no longer the media, are the message.

ESAANZ ESSAY PRIZE WINNERAs the second-largest economy in the world and as the largest provider of development assistance, the EU is a major actor and agenda-setter in international development. This paper seeks to examine the tools used by the EU in providing assistance and the ways in which its approach to development are different to those adopted by other major actors. The EU's use of ODA and market access are distinguished as two major tools employed by the Union to promote its vision for development. Major challenges to the EU's pre-eminence in the field are also outlined, particularly focusing on challenge arising from the emergence of the Chinese model of development assistance. Drawing on reports produced by the European Commission and academic studies, therefore, this paper finds that while there are inherent shortfalls in its approach, with strong normative underpinnings and a long-term oriented approach, the EU remains a successful and prominent actor in international development.

Electoral autocracies – regimes that adopt democratic institutions but subvert them to rule as dictatorships – have become the most widespread, resilient and malignant non-democracies today. They have consistently ruled over a third of the countries in the world, including geopolitically significant states like Russia, Turkey, Venezuela, Egypt, Indonesia, Nigeria and Pakistan. Challenging conventional wisdom, Popular Dictators shows that the success of electoral authoritarianism is not due to these regimes' superior capacity to repress, bribe, brainwash and manipulate their societies into submission, but is actually a product of their genuine popular appeal in countries experiencing deep political, economic and security crises. Promising efficient, strong-armed rule tempered by popular accountability, elected strongmen attract mass support in societies traumatized by turmoil, dysfunction and injustice, allowing them to rule through the ballot box. Popular Dictators argues that this crisis legitimation strategy makes electoral authoritarianism the most significant threat to global peace and democracy.
