This chapter focuses on the negotiations that preceded the 1961 Vienna Conference (which led to the conclusion of the VCDR). The author challenges the view that the successful codification was an obvious step and refers in this regard to a history of intense negotiation which spanned fifteen years. With particular reference to the International Law Commission (ILC), the chapter explores the difficult task faced by ILC members to strike a balance between the codification of existing practice and progressive development of diplomatic law. It reaches the finding that the ILC negotiations were crucial for the success of the Conference, but notes also that certain States supported a less-binding form of codification. The chapter also underlines the fact that many issues that had caused friction between the Cold War parties were settled during the preparatory meetings and remained largely untouched during the 1961 negotiations.

The toxin fluoroacetate occurs naturally in many southwestern Australian species of the legume genera Gastrolobium and Oxylobium. No fluoroacetate-bearing species are known from southeastern Australia. Herbivores have evolved a high level of genetic tolerance to this toxin; this has persisted in some mammalian herbivores whose range now extends beyond the range of the toxic plants. Other species of mammals have acquired tolerance since extending their range into south-western Australia. This tolerance can be used as a genetic marker to identify the geographic origin and trace the subsequent spread of herbivorous mammals in southern Australia. In this paper, this marker has been used to clarify the recent evolutionary history of the western grey kangaroo, the tammar wallaby and the bush rat.

The article discusses the history of the development of state support for the agrarian producers sector in Russia and, in particular, the federal system of subsidizing agrarian insurance. It is shown that the main problems that violate the further progressive development of the agrarian insurance market are the destabilization of subsidies, the prevalence of compulsory insurance elements, the imperfection of legal support of insurance business and taxation of insurance activities, the decrease in the solvency of the population, the lack of clarity of state policy, and insufficient insurance culture of agrarian producers. The main directions of the development of agrarian insurance are proposed, one of which is the development of pilot projects for agrarian income insurance. It was analyzed on the experience of agrarian producers insurance in the USA and Canada, which led to the identification of the most critical factors that must be taken into account when developing the structure of income insurance. It is concluded that the essential factors in the development of agrarian insurance are the availability of the necessary volume of data on prices and the level of productivity in the region and sufficient support from the state.

AbstractThe multiphase Strath Ossian Pluton was intruded into metasedimentary rocks of the Neoproterozoic Grampian and Appin groups (Grampian Highlands, Scotland) during Silurian or early Devonian times. Emplacementfollowed the main ductile tectono-thermal history of the area and took place during post-orogenic regional uplift and cooling. Early emplacement of dioritic magma in the northern part of the pluton resulted in migmatization of its immediate country rocks with the generation of new ductile structures. The main granodiorite was then emplaced with magma migrating towards the southeast where wall-rock stoping took place. Elsewhere the pluton created its own space with little stoping or veining. Thermal metamorphism caused by granodiorite emplacement resulted in the progressive development of the assemblage quartz+ plagioclase + biotite+ cordierite +andalusite ± K-feldspar in the metapelitic country rocks. Six prograde mineral assemblage zones are identified in the aureole. Final emplacement of a marginal porphyritic microgranite was accompanied by the release of alkaline fluids into the thermal aureole. This produced sillimanite (fibrolite) in association with hydrous phases such as chlorite and white mica. The development of andalusite and cordierite-bearing assemblages is estimated to have occurred at temperatures of 650±50 °C at an estimated pressure of 3.2±0.5 kbars. An approximately isobaric temperature change of 300±50 °C across the width of the main aureole is deduced. The migmatization close to the plutons margins took place at temperatures of about 700 °C. An estimated depth of emplacement of about 11 km is obtained for the Strath Ossian Pluton. This implies considerable regional uplift both prior to, andimmediately after its emplacement. Thus it has been estimated that at the peak of regional metamorphism, probably during the Ordovician Period, the country rocks were at a depth of 15 to 18.5 km, whereas the early Devonian dykes of the Etive dyke swarm, which cut the Strath Ossian Pluton, were emplaced at, or near surface.

At the present stage, Netherlands for Russia is one of the key suppliers of high-tech goods, services, competencies and management technologies mostly in all sectors of national economy, a transit country and a logistics hub for Russian exports, as well as an important partner in the field of cross-border investments. The article also analyzes the features of the Kingdom's economy, its place in global trade and key competitiveness rankings. In recent decades, Netherlands has confidently occupied one of the leading positions in European and world trade, ahead of many major economic partners and competitors. The author concludes that the importance of the progressive development of trade and economic relations with countries such as the Netherlands, cooperation with which has a generally positive impact on the transformation of the Russian economy, contributes to the diversification of exports, investments, attracting advanced competencies and innovations.

This chapter highlights Wilson's consistent, progressive development during the second part of his career that encompassed various phases and explorations, including active work in media and education. From the early 1970s, Wilson's musical culture and impact have diversified. During this time, his role expanded well beyond that of bandleader, arranger, and composer, as he entered the realms of symphonic composition, radio, and education while all the time maintaining his principal vocation of composing, arranging, recording, concertizing, and keeping his orchestra together. During the early years of the decade of the 1970s, Wilson was offered an opportunity for a commission to compose a piece for the Los Angeles Philharmonic. He also began to teach courses on the history of jazz at a number of different universities in the Los Angeles area.

Subject. The article addresses the cryptocurrency market that originates from the creation of the world's first cryptocurrency, i.e. Bitcoin. It overviews the blockchain technology and mining procedures for the digital currency. Objectives. The purpose of the study is to evaluate trends in the cryptocurrency market within the historical aspects, perform a profound analysis of digital assets terminology, including the concept of forks, tokens and altcoins, investigate changes in the Bitcoin and alternative cryptocurrency market by analyzing the Bitcoin Dominance Index, which has suffered significant fluctuations over the past five years. Methods. The study rests on the systems analysis of conceptual framework, the design of classification criteria, the functional, structural, statistical, graphical, and economic analysis. Results. The findings enabled to identify growth drivers for world’s cryptocurrency trading platforms. The growth primarily relates to the progressive development of the cryptocurrency market infrastructure. Other factors include the extended usage of stablecoins on the world’s biggest crypto exchanges. Conclusions. The paper provides a detailed consideration of changes in the cryptocurrency market development, which are divided into three main stages. The cryptocurrency community appreciates blockchain projects that have introduced new technologies. The most popular projects are implemented in the banking sector or used in the interaction between the cryptocurrency industry and traditional fiat currencies.

AbstractMembers of the New Academy presented their sceptical position as the culmination of a progressive development in the history of philosophy, which began when certain Presocratics started to reflect on the epistemic status of their theoretical claims concerning the natures of things. The Academics' dogmatic opponents accused them of misrepresenting the early philosophers in an illegitimate attempt to claim respectable precedents for their dangerous position. The ensuing debate over the extent to which some form of scepticism might properly be attributed to the Presocratics is reflected in various passages in Cicero's Academica. In this essay, we try to get clearer about the precise nature of the Academics' historical claim and their view of the general lesson to be learned from reflection on the history of philosophy down to their own time. The Academics saw the Presocratics as providing some kind of support for the thesis that things are non-cognitive, or, more specifically, that neither the senses nor reason furnishes a criterion of truth. As this view is susceptible to both 'dialectical' and non-dialectical readings, we consider the prospects for each. We also examine the evidence for the varied functions both of the Academics' specific appeals to individual Presocratics and of their collections of the Presocratics' divergent opinions. What emerges is a better understanding of why the Academics were concerned with claiming the Presocratics as sceptical ancestors and of the precise manner in which they advanced this claim.
