The article examines credit risk of a commercial bank, ways of minimizing it, focusing on credit risk control for loan products in banks. It is noted that the Central Bank of the Russian Federation regulates managing credit risks for credit organization and forming a reserve for these risks. The Central Bank of the Russian Federation had four stages in regulating the creation by credit organizations of a reserve for risk control for loan products since 1990, while credit organizations have not been required to establish such reserves even today. At each of the steps identified, credit risk management practices are described and evaluated. The authors noted that there had been a shift from administrative methods of credit risk management to market-based methods that allowed a credit organization to develop its own methods of assessing a borrowers financial situation. As part of the further development of the practice of reserve for risk control for loan products, dynamic reserve methods are identified to ensure the reliability of credit institutions in an unstable economy.

Th e paper deals with current trends in the development of the credit institutions’ fi nancial statements audit in the Russian Federation. Th e authors deal with the issues of vesting the Central Bank of Russia with powers in the fi nancial institutions auditing field, as well as dwell on the analysis of the provisions defi ning the features of the credit institutions’ fi nancial statements audit at each stage of the audit assignment included in the “Methodical recommendations on credit institutions’ financial statements audit” approved by the Audit Council under the Ministry of Finance of Russia. The article pays special attention to institutions’ internal control testing.

Subject. The article explores indicators for budget risk management in the subjects of the Russian Federation. Objectives. The aim is to develop a system of indicators to assess the quality of budget risk management, to create a methodology for quality management assessment and test it on the case of 85 subjects, to build a rating for the quality of budget risk management in 2020. Methods. The study rests on creating a model for assessing the quality of budget risk management on the basis of 18 mathematical and statistical criteria and their testing on budget data from 85 federal subjects for 2020, and the deductive approach. Results. I formulated and justified indicators of analysis that demonstrate the level of readiness of the budget of Russian subjects to accept budget risks. The proposed indicators are logically structured into groups and detailed by data source for evaluation. The system of indicators is incorporated into the existing methodology created by the Ministry of Finance of the Russian Federation. The results of the analysis are presented as a rating of subjects of the Russian Federation based on the aggregate assessment of the quality of budget risk management. Conclusions. The offered methodology may serve as a supplement to the methodology for assessing the quality of regional finance management created by the Ministry of Finance of the Russian Federation. It may also help evaluate decisions on proactive risk management and mitigation of consequences of risk events in regional budget utilization.

Abstract Banking regulation in the twenty-first century is at the crossroads. The article discusses the question whether the supervisory review of bank risk management systems is superior to the minimum capital requirements in traditional style. It points out the serious problems of both ways - especially the first one, which was preferred by the Basle Committee of Banking Supervision in its proposal ,,A new capital adequacy framework`` (June 1999).

The paper features some sociocultural and legal aspects of social activity executed by various subjects of the credit relations in the Russian Federation. The focus is made on the banking sector. The authors use culturological and activity approaches to legal and illegal actions of credit institutions and demonstrate some specific traits of administrative offenses in this sector. The paper also describes the culture of credit loans, in particular, that of microfinance institutions. The authors believe that this kind of activity is aimed at gaining and can be characterized as immoral. They studied behavioral stereotypes of borrowers and credit institutions to classify the social activities of the credit relations subjects. A high level of social activity of borrowers is directed to satisfaction of physiological requirements and security needs. The social activity of credit institutions is mostly limited by its respect for legal standards and improving the level of culture of loan granting. Hence, if the social activity of credit relations subjects that meets cultural and legal standards, it contributes to the development of national economy.
