The analysis of features related to implementation of "Intellectual Power System of Russia" technological platform development program is presented in this paper. Possibilities for adaptation of program approach for technological platform development have been investigated. Specific conditions of context and relationship inside the program have been considered. Recommendations on program implementation directions have been offered.

Abstract This paper reports the findings of a case study in which a curriculum-based positive youth development program (Project P.A.T.H.S.) was implemented by the class teachers in a school. School-related factors which contributed to the success of program implementation were identified in the study. Results showed that factors facilitating the program implementation were closely related to the “5Ps” model (i.e., program, people, process, policy and place). While all the above factors contributed to the success of program implementation, the “people” factor was identified as the most crucial factor. Overall, both the students and program implementers perceived the program to be effective in promoting holistic development in the program participants.

This study aims to generate key strategies of sector development community empowerment to reduction poverty in Banjar. The analysis uses SWOT presented in three parts: SAP (Strategic Advantages Profile), ETOP (Environmental Threats and Opportunity Profile), and SWOT Matrix. The analysis showed the government’s attention to the program that was launched (district development program and the urban poverty program) where is by provision of Counterpart Funds from APBD has been increasing steadily every year. The mechanism has been implemented according to some regulations. The urban empowerment program should further focus and involve on the interests and needs of urban communities. The obstacles faced on the research to determine the program are, the execution (based onmain interest), the lack of human resources who understand and the plan ownership in preparing programs of community development and the lack of human resources with reliability in manufacturing reporting on the program implementation.

During the five-year period of the Vojvodina Economic Development Program implementation, €350 million has been invested in the target area. The aim of the present research is to review the process and achievements of farmer training and to introduce a model of successful knowledge transfer. The success of online farmer training was analyzed using statistical methods. A general model introducing a concrete practice example was developed using structural analysis and modeling. As a result of the research, we point out that improving the level of knowledge of farmers through training is a key issue in the operation of successful integration systems, in the production of crops of the right quality and quantity. Due to the fact that the design was made to be user-friendly, and requires a low-level technical equipment and IT skills, the knowledge base is equally accessible to farmers regardless of age, education and place of residence. The program expands the level of knowledge and digital competencies of the farmers, and provides useful information for further developments. The flowchart presented in the article is a suitable tool to increase the efficiency of the training today and can serve as a reference for other institutions engaged in similar activities.

This study aimed to evaluate the effectiveness of the implementation of the boarding Teacher Professional Development Program (PPG SM-3T) in State University of Padang (SUP). This research was an evaluation study using a part of the CIPP model, namely the process evaluation. The research questions for this study were 1) how is the effectiveness of the implementation of PPG SM-3T boarding program? 2) what are the weaknesses in implementing the PPG SM-3T boarding program in SUP? Data in this study were collecting using questionnaires and interview techniques. Informants of this study were the participants of the PPG SM-3T PSU and managers program. The data were analyzed using descriptive statistic techniques. The results of this study revealed that all over management of program implementation was considered less effective by the participants. The weaknesses of the program implementation are as follows. 1) The boarding education programs was less-organized, causing some programs were not function properly and often the schedule were not followed strictly; (2) Lack of coordination between the management and weakness supervision/controlling manager on the boarding activities resulted in less well executed program. (3) Meals service agent were less professional, resulting in the low quality and less variation food being served to the participants.

Abstrak Penelitian tentang “Peningkatan Kompetensi dan Kinerja Tenaga Pendidik PAUD melalui Komunikasi Efektif di Kota Bandung dilatarbelakangi oleh kenyataan menjamurnya lembaga PAUD yang didirikan oleh masyarakat dalam upaya menyukseskan program pemerintah yang disebut PAUDISASI. Oleh karena itu penelitian ini disusun untuk mengetahui gambaran tentang peningkatan kompetensi dan kinerja pendidik melalui komunikasi efektif di lembaga PAUD meliputi perencanaan, pelaksanaan, evaluasi serta faktor pendukung dan penghambatnya. Adapun metode yang digunakan adalah analisis deskriptif kualitatif. Hasil observasi, wawancara dan studi dokumentasi terhadap program pengembangan kompetensi dan kinerja tenaga pendidik di PAUD Al-Jannah dan Psy Center Kota Bandung menunjukkan: 1) Perencanaan program disusun dengan baik; 2) Pelaksanaan program dilakukan oleh semua stakeholder disertai sosialisasi, pengarahan, pencatatan dan pengawasan dari kepala lembaga; 3) Evaluasi program dilakukan oleh yayasan, kepala lembaga secara komunikatif 4) Faktor pendukung berupa tersedianya sarana berbasis IT serta buku-buku panduan kurikulum, adanya alokasi anggaran (walau relatif terbatas), serta mayoritas guru berkualifikasi pendidikan S1. Adapun faktor penghambatnya adalah masih adanya guru yang belum memahami pentingnya pengembangan kompetensi dan kinerja, serta belum terbiasanya guru menghadapi rambu-rambu regulasi yang dilakukan. Kata kunci: kompetensi, kinerja, tenaga pendidik PAUD, komunikasi efektif Abstract The research on "Improving Competency and Performance of PAUD Educators through Effective Communication in Bandung is motivated by the reality of the proliferation of PAUD institutions established by the community in an effort to succeed a government program called PAUDISASI. Therefore this research is structured to find a picture of increasing the competence and performance of educators through effective communication in PAUD institutions including planning, implementation, evaluation and supporting and inhibiting factors. The method used is descriptive qualitative analysis. The results of observations, interviews and documentation studies on the competency development program and the performance of educators in Al-Jannah PAUD and the Bandung City Psy Center show: 1) Program planning is well structured; 2) Program implementation is carried out by all stakeholders accompanied by socialization, direction, recording and supervision from the head of the institution; 3) Program evaluation is carried out by the foundation, the head of the institution communicatively 4) Supporting factors such as the availability of IT-based facilities and curriculum guide books, the existence of budget allocations (although relatively limited), and the majority of teachers qualified with S1 education. Background A recent stream of literature recognizes the impact of good/poor implementation on the effectiveness of programs. However, implementation is often disregarded in randomized controlled trials (RCTs) because they are run on a small scale. Replicated RCTs, although rare, provide a unique opportunity to study the relevance of implementation for program effectiveness. Objectives Evaluating the effectiveness of an at-scale professional development program for lower secondary school math teachers through two repeated RCTs. Research Design The program lasts a full school year and provides innovative methods for teaching math. The evaluation was conducted on two cohorts of teachers in the 2009/10 and 2010/11 school years. The program and RCTs were held at scale. Participating teachers and their classes were followed for 3 years. Impact is estimated by comparing the math scores of treatment and control students. Subjects The evaluation involved 195 teachers and their 3940 students (first cohort) and 146 teachers and their 2858 students (second cohort). Measures The key outcome is students’ math achievement, measured through standardized assessment. Results In the first wave, the program did not impact on students’ achievement, while in the second wave, a positive, persistent, and not insignificant effect was found. After excluding other sources of change, different findings across waves are interpreted in the light of improvements in the program implementation, such as enrollment procedure, teacher collaboration, and integration of innovation in daily teaching. Conclusions Repeated assessment of interventions already at-scale provides the opportunity to better identify and correct sources of weak implementation, potentially improving effectiveness.

The impact study assessment aims to evaluate policies and monitor the achievement of targets and the results of a development program such as DMP. The output obtained is information that is an evaluation of how the policy was planned, initiated, and implemented. Participatory monitoring and evaluation analyze the outcome and impact of the DMP Program. PPA seeks to answer the question of whether or not the policy or program is working properly. A participatory approach may improve the outcomes in the form of a new policy model for the future. The output of the PPA process from this study is the agricultural policy formulated in terms of practical ways of approaching poverty problems from a local perspective. The success of alternative policy options applied by local government such as physical, human resources, and institution development at the grassroots level should be adopted at the national level. It should represent the best example of a case of successful program implementation at the grassroots level which can then be used in formulating national policies and strategies.

Abstract There is scant literature about identifying factors contributing to the success of the implementation of programs to help understand the interrelationships among multiple facets of implementation. In this paper, a front-line implementer reviewed the execution practice of Project P.A.T.H.S. (Positive Adolescent Training through Holistic Social Programmes) in her former school in terms of program, people, process, policy and place (5Ps). By examining the factors contributing to the success of the implementation, the authors intend to fill the gap between the research and the practical school-based front-line implementation. Although the program implementation process was examined in researchers’ “expert” perspective, it would be helpful if more research employed front-line workers as collaborators and participants in the implementation process to understand what actually happen in the program implementation process.
