Abstrak Penelitian tentang “Peningkatan Kompetensi dan Kinerja Tenaga Pendidik PAUD melalui Komunikasi Efektif di Kota Bandung dilatarbelakangi oleh kenyataan menjamurnya lembaga PAUD yang didirikan oleh masyarakat dalam upaya menyukseskan program pemerintah yang disebut PAUDISASI. Oleh karena itu penelitian ini disusun untuk mengetahui gambaran tentang peningkatan kompetensi dan kinerja pendidik melalui komunikasi efektif di lembaga PAUD meliputi perencanaan, pelaksanaan, evaluasi serta faktor pendukung dan penghambatnya. Adapun metode yang digunakan adalah analisis deskriptif kualitatif. Hasil observasi, wawancara dan studi dokumentasi terhadap program pengembangan kompetensi dan kinerja tenaga pendidik di PAUD Al-Jannah dan Psy Center Kota Bandung menunjukkan: 1) Perencanaan program disusun dengan baik; 2) Pelaksanaan program dilakukan oleh semua stakeholder disertai sosialisasi, pengarahan, pencatatan dan pengawasan dari kepala lembaga; 3) Evaluasi program dilakukan oleh yayasan, kepala lembaga secara komunikatif 4) Faktor pendukung berupa tersedianya sarana berbasis IT serta buku-buku panduan kurikulum, adanya alokasi anggaran (walau relatif terbatas), serta mayoritas guru berkualifikasi pendidikan S1. Adapun faktor penghambatnya adalah masih adanya guru yang belum memahami pentingnya pengembangan kompetensi dan kinerja, serta belum terbiasanya guru menghadapi rambu-rambu regulasi yang dilakukan. Kata kunci: kompetensi, kinerja, tenaga pendidik PAUD, komunikasi efektif Abstract The research on "Improving Competency and Performance of PAUD Educators through Effective Communication in Bandung is motivated by the reality of the proliferation of PAUD institutions established by the community in an effort to succeed a government program called PAUDISASI. Therefore this research is structured to find a picture of increasing the competence and performance of educators through effective communication in PAUD institutions including planning, implementation, evaluation and supporting and inhibiting factors. The method used is descriptive qualitative analysis. The results of observations, interviews and documentation studies on the competency development program and the performance of educators in Al-Jannah PAUD and the Bandung City Psy Center show: 1) Program planning is well structured; 2) Program implementation is carried out by all stakeholders accompanied by socialization, direction, recording and supervision from the head of the institution; 3) Program evaluation is carried out by the foundation, the head of the institution communicatively 4) Supporting factors such as the availability of IT-based facilities and curriculum guide books, the existence of budget allocations (although relatively limited), and the majority of teachers qualified with S1 education. The purpose of this study is to obtain the level of achievement of the evaluation of the implementation of blended learning at Universitas Negeri Medan in terms of the evaluation components, namely system assessment, program planning, program implementation, program improvement, and program certification. Also, get a description of the application of Blended Learning at Universitas Negeri Medan. The sample in this study were representatives of lecturers and students from faculties who carry out learning using the Blended Learning model at Universitas Negeri Medan. The results of the study show that for the evaluation component of the system assessment, it was obtained an average percentage of achievement of 84.03% so that it was included in the good achievement category. For the evaluation component of the Planning program, it is obtained an average percentage of achievements of 86.9% so that it is included in the good achievement category. For the Program Implementation evaluation component, the percentage of achievement was an average of 87.3%, so that it was included in the good achievement category. For the evaluation component, the Improvement Program obtained an average percentage of achievement of 91.3% so that it was included in the very good achievement category. The evaluation component of the Program Certification obtained an average percentage of achievement of 88% so that it was included in the good achievement category. The implementation of Blended Learning, in general, went well, from the sample taken from the lecturer representatives of each faculty it was found that there had been an adjustment in the RPS with the KKNI assignments in the implementation of blended learning. The most common obstacle is the wifi facilities that have not been maximized. Suggestions are given to make a standard policy for uniformity in the implementation of blended learning at Universitas Negeri Medan.

Work target for Regional Coordinating Bodies (Badan Koordinasi Wilayah/Bakorwil) is not generally realized as it targeted. As an institution with main duties in government development program in the area, there is a strong need to increase Bakorwil Pamekasan personal competence. This article analyzes to what extent officer competence development in Bakorwil Pamekasan and to review factors that influence officer competence development. This research method used was descriptive qualitative. The sample was collected by purposive sampling technique. In this research, Head of Bakorwil Pamekasan, Secretary of Bakorwil, and all the head division in Bakorwil were choosen as informant. Findings show that competency development in Bakorwil had not yet entirely implemented. There are several factors that hinder the competency development, namely: trust and value, skill/expertness, experiences, personal characteristics, motivation, emotional issues and intellectual capacity. This research concludes that the competency development program was still limited to work meeting, technical meeting, congress, seminar, technical guidance, and workshop. Officer's knowledge about their responsibility and work programs were limited. Moreover, further understanding for work program implementation was not yet fully understood.

The pandemic has caused an economic downturn in the Sekaran Gunung Pati area, Semarang. The Banaran Community Center as a Christian institution seeks to internalize the attitude of Jesus who cares for people who suffer and need help, has facilitated by providing empowerment in the form of catfish farming in buckets (budikdamber). The method of implementation is through the stages of preparation, assessment, program planning, formulation of action plans, program implementation, evaluation and termination. The results of the budikdamber show that the assisted groups experience additional insight into catfish cultivation in buckets, an increase in the economy in the family and gain insight into effective marketing strategies. This paper contributes to the context of a mission strategy through community empowerment.Pandemik menyebabkan kelesuan ekonomi di wilayah Sekaran Gunung Pati Semarang. Pusat Komunitas Banaran selaku Lembaga kristen berupaya menginternalisasi sikap Yesus yang peduli kepada orang-orang yang menderita dan membutuhkan pertolongan, telah menfasilitasi dengan memberikan pemberdayaan berupa budidaya ikan lele dalam ember (budikdamber). Metode pelaksanaan melalui tahapan persiapan, pengkajian, perencanaan program, formulasi rencana aksi, implementasi program, evaluasi dan terminasi. Hasil budikdamber didapati bahwa kelompok dampingan mengalami penambahan wawasan dalam budidaya lele dalam ember, adanya peningkatan ekonomi dalam keluarga dan bertambahnya wawasan dalam strategi pemasaran yang efektif. Tulisan ini memberi kontribusi dalam konteks strategi misi melalui pemberdayaan masyarakat.

The advancement towards gender equality had been made clear through the insertion of Gender and Development among the UNDP Goals. At the school level, certain measures had been implemented to answer the call for gender and development. This case study will examine the status of implementation of Gender and Development among private Higher Education Institutions (HEIs) in Tacloban City, Philippines, based on the mandated CHED Memorandum No. 1 s. 2015 on the Implementation of GAD among Higher Learning Institutions. With GAD focal persons as the primary participants, exhaustive data was gathered and analyzed. GAD programs, activities, and projects, program planning, implementation, and evaluation, problems encountered in the implementation, differing school policies were the emerging themes from the data. The study concluded that private HEIs must recognize a sustainable and meaningful GAD program, activities, and projects to be implemented in their respective schools. This study aims to obtain a description of the supporting and inhibiting factors in the process of organizational change of education based on management perspective that occurs in the scope of higher health education of the Ministry of Health of the Republic of Indonesia. This study used a qualitative approach by conducting case study at Palangka Raya Health Polytechnic. The research results are as follows: (a) Supporting factor that must be there is the existence of a manual or technical guidance in organizing the organization; (b) Whereas the inhibiting factor is the old habits, the mindset, the mental model is still inhibiting from the organizers and members of the organization; (c) The inhibiting factor is the existence of selfishness of each highly visible party; (d) Inhibitors may also occur if there are still "little kings" and selfishness from each of the former institutions; (e) Other issues that support in this process of change are in terms of facilities and infrastructure, namely the availability of buildings and land; (f) Another inhibiting factor is that in terms of educational qualifications, there are departments that do not meet, for example in the midwifery department there are still many average teachers with Diploma IV education background and non-linear education; (g) Inhibiting factors may also occur if the reason of seniority is always carried around; (h) The inhibiting factor is lack of human resources in using modern health equipment, including the use of teaching aids in accordance with the progress of science and teaching and learning technology.   Penelitian ini bertujuan untuk memperolah gambaran mengenai faktor pendukung dan penghambat dalam proses perubahan organisasi pendidikan yang ditinjau dari perspektif manajemen yang terjadi di lingkup organisasi pendidikan tinggi kesehatan Kementerian Kesehatan Republik Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan studi kasus pada institusi Politeknik Kesehatan Kemenkes Palangka Raya. Hasil penelitian adalah sebagai berikut: (a) Faktor pendukung yang harus ada yaitu adanya buku pedoman atau petunjuk teknis dalam penyelenggaraan organisasi; (b) Sedangkan yang menjadi faktor penghambat itu adalah kebiasaan lama, mindset-nya, mental model-nya masih bersifat menghambat dari para pengelola dan anggota organisasi; (c) Faktor penghambat yaitu adanya keegoisan masing-masing pihak yang sangat tampak; (d) Penghambat juga dapat terjadi apabila masih ada “raja-raja kecil” dan keegoisan dari masing-masing institusi yang dulu; (e) Perihal lain yang mendukung dalam proses perubahan ini adalah dari sisi sarana dan prasarana, yaitu tersedianya gedung dan tanah; (f) Faktor penghambat lain yaitu dari sisi kualifikasi pendidikan ternyata ada jurusan yang tidak memenuhi, misalnya di jurusan kebidanan masih banyak rata-rata tenaga pengajar dengan latar pendidikan Diploma IV dan pendidikannya tidak linear; (g) Faktor penghambat juga dapat terjadi apabila alasan senioritas selalu dibawa-bawa; (h) Faktor penghambat yaitu masih kurang kesiapan sumber daya manusia dalam menggunakan alat-alat kesehatan modern termasuk penggunaan alat bantu belajar mengajar yang sesuai dengan kemajuan ilmu pengetahuan dan teknologi pengajaran dan pembelajaran.

Abstract This paper reports the findings of a case study in which a curriculum-based positive youth development program (Project P.A.T.H.S.) was implemented by the class teachers in a school. School-related factors which contributed to the success of program implementation were identified in the study. Results showed that factors facilitating the program implementation were closely related to the “5Ps” model (i.e., program, people, process, policy and place). While all the above factors contributed to the success of program implementation, the “people” factor was identified as the most crucial factor. Overall, both the students and program implementers perceived the program to be effective in promoting holistic development in the program participants.

Experiential learning links knowledge to real practice through seasoned mentor support, professional reflection, and hands-on experience in authentic work environments. While academic public health programs seek to train the future workforce, the current workforce has a critical need for training as well. The Region IV Public Health Training Center’s Pathways to Practice Scholar program gives public health students the opportunity to apply knowledge to competency-based experiences while fulfilling the current workforce’s short- and long-term human resource needs. Placements are offered in all eight states of the region to broaden opportunities for both agencies and student scholars. On completion of the program, scholars are required to submit an executive summary, reflection statement, photos of the experience, and a draft abstract suitable for submission to a professional conference. Since 2015, 36 scholars have been placed in positions across Region IV, 11 in states other than those of their home universities. Students were placed at state, local, and tribal health departments; area health education centers (AHECs); and other agencies (e.g., primary care settings), and the most common work plan domains selected by scholars were analytic/assessment, policy development/program planning, and leadership/systems thinking skills. Scholars’ perceived confidence increased across all domains with the highest increases in financial planning/management and cultural competency. Program implementation and evaluation findings are described, including types of projects, differences in confidence in performing competency domains, and confidence and interest in working with underserved populations. Evaluation findings indicate that the Region IV Public Health Training Center scholars increased their confidence in performing practice competencies while providing support for public health agencies serving underserved populations.

Penelitian ini bertujuan untuk mengetahui masalah Partisipasi dalam Program Pemberdayaan Masyarakat yang ada di RW 20 Kelurahan Citrodiwangsan. Peneliti menggunakan metode riset kualitatif . Responden dalam penelitian ini yaitu kader dan warga RW 20 Kelurahan Citrodiwangsan. Data dikumpulkan dengan wawancara dan observasi. Penelitian ini menghasilkan tiga temuan. Pertama, partisipasi perencanaan masih tergolong kurang pro aktif dalam mengedukasi warga dikarenakan masih banyak RT yang tidak bisa mewadahi dan mengedukasi masyarakat untuk aktif dalam kegiatan Posyandu Gerbangmas. Kedua, terkait partisipasi pelaksanaan kegiatan masih banyak masyarakat yang memandang sebelah mata kegiatan ini meskipun seluruh warga telah diikutkan secara menyeluruh, hal ini karena kurangnya sosialisasi dari pengurus kader. Ketiga, faktor penghambat yaitu kurangnya memahami arti partisipasi yang rendah dimana masyarakat masih sibuk dengan kesibukannya sendiri serta kurangnya peran RT untuk mendorong masyarakatnya dalam memberikan pengertian akan pentingnya kegiatan posyandu. Oleh karena itu, dari beberapa masalah-masalah yang telah peneliti temukan maka peneliti memiliki saran yang bertujuan untuk memaksimalkan kader maupun RT dalam mengajak masyarakat. Saran tersebut diantaranya adalah pelaksanaan posyandu dilaksanakan pada hari libur, kegiatan posyandu tidak hanya ditempatkan pada satu titik tetapi dijadwalkan untuk berpindah ketempat kawasan lainnya dan memanfaatkan fasilitas media sosial untuk memberikan sosialisasi dan informasi kesehatan balita dan lansia. Kata kunci: masalah partisipasi, program pemberdayaan masyarakat, partisipasi perencanaan, partisipasi pelaksanaan, faktor penghambat partisipasi   This study aims to determine the problem of participation in the Community Empowerment Program in RW 20 Citrodiwangsan Village. Respondents in this study were cadres and residents of RW 20 Citrodiwangsan Village. Data were collected by interview and observation. This study resulted in three findings. First, planning participation is still classified as less proactive in educating residents because there are still many RTs that cannot accommodate and educate the public to be active in Gerbangmas Posyandu activities. Second, with regard to participation in the implementation of activities, there are still many people who underestimate this activity even though all residents have been included as a whole, this is due to the lack of socialization from the cadre management. Third, the inhibiting factor is the lack of understanding of the meaning of low participation where the community is still busy with their own activities and the lack of the role of the RT in encouraging the community to provide an understanding of the importance of posyandu activities. Therefore, from some of the problems that researchers have found, the researcher has suggestions that aim to maximize cadres and RTs in inviting the community. These suggestions include that the implementation of posyandu is carried out on holidays, posyandu activities are not only placed at one point but are scheduled to move to another area and utilizing social media facilities to provide socilization and health information for toddlers and the elderly. The purpose of this study is to know 1) the values of religious character education developed, 2) the process of internalizing the values of religious character education, and 3) the supporting and inhibiting factors of the process of internalizing the values of religious character education in RA Persis 39 Jamanis Tasikmalaya Regency . This research uses descriptive analytic method with a qualitative approach. The data collection techniques are carried out through interviews, observations, and documentation The research subjects are the Principal, Teachers, and students. Data analysis is done by selecting and sorting the answers of the data obtained then collected for analysis and conclusions drawn. This study found that 1) The values of religious characters developed were divine values and insyaniyah 2) The process of internalizing religious character education values was first, the stage of giving knowledge and understanding both inside the classroom and outside, Second, the habituation stage. Third, the stage of trans-internalization, and 3) Supporting and inhibiting factors of the internalization process of religious character education values, namely factors that support and inhibit the role and policies of the principal, the cooperation of the school and parents. As for the inhibiting factor, the environment outside the school is so rapid with the presence of sophisticated technology and does not get a good example from parents in his home
