During the five-year period of the Vojvodina Economic Development Program implementation, €350 million has been invested in the target area. The aim of the present research is to review the process and achievements of farmer training and to introduce a model of successful knowledge transfer. The success of online farmer training was analyzed using statistical methods. A general model introducing a concrete practice example was developed using structural analysis and modeling. As a result of the research, we point out that improving the level of knowledge of farmers through training is a key issue in the operation of successful integration systems, in the production of crops of the right quality and quantity. Due to the fact that the design was made to be user-friendly, and requires a low-level technical equipment and IT skills, the knowledge base is equally accessible to farmers regardless of age, education and place of residence. The program expands the level of knowledge and digital competencies of the farmers, and provides useful information for further developments. The flowchart presented in the article is a suitable tool to increase the efficiency of the training today and can serve as a reference for other institutions engaged in similar activities.

<strong>Indonesian</strong><br />Konsep ekonomi sirkuler sebenarnya telah dilakukan sejak lama di Indonesia, khususnya pada industri besar dan menengah, namun belakangan ini perencanaan pembangunan ekonomi kurang memperhatikannya.  Perusahaan-perusahaan pabrik kertas dan perkebunan besar termasuk diantara usaha ekonomi yang melaksanakan konsep ini.  Pada skala ekonomi yang lebih kecil dalam bidang pertanian, kerjasama antara perusahaan besar dengan pertanian rakyat sudah berlangsung dengan baik, memberikan keuntungan ekonomi, memperbaiki kualitas lingkungan dan menjanjikan persaingan yang kompetitif. Masyarakat sebenarnya sudah menerapkan konsep ekonomi sirkuler pada sistem usahatani terintegrasi yang mereka lakukan,  namun  perkembangannya masih kurang memuaskan. Faktor-faktor yang terkait dengan kelembagaan sangat berperan dalam mempromosikan konsep ekonomi sirkuler ini di pedesaan dan menjadi penentu keberhasilan program kemitraan hingga mencapai level tertentu.  Melalui kerjasama model kemitraan sebagai perwujudan konsep ekonomi sirkuler, ketiga pilar ekonomi, yakni lembaga pemerintah, sektor swasta, dan masyarakat harus saling mendukung dan berpartisipasi menurut kapasitasnya masing-masing memberikan sumbangan pada pembangunan ekonomi regional. Pemerintah sebagai fasilitator dan regulator, perusahaan swasta sebagai penghela usaha, dan masyarakat sebagai pemasok bahan baku atau pelaku usaha kecil harus saling berinteraksi, bekerjasama dan berpartisipasi dalam program pembangunan ekonomi.  Makalah ini menjelaskan faktor-faktor yang mempengaruhi konsep ekonomi sirkuler untuk mempercepat bangkitnya ekonomi rakyat melalui kemitraan agribisnis.<br />    <br /><br /><strong>English</strong><br />Circular economy concept has been less considered in the global framework of economic development in Indonesia during the past decade, although the concept has been continually applied in many medium and large industries.  Pulp and paper enterprises and estate crops agro-industries are among the companies included in this economic trend.  To a smaller economic development, the implementation of circular economy movement in especially agricultural fields has been benefiting rural people, enhancing quality of environment, and promising competitive advantage. Small-scale integrated farming systems have been widely adopted this concept but lack of improvement. Institutional factors have played significant role in promoting circular economy in rural areas.  Institutional role, in this context, is very instrumental to gear regional development towards certain level of improvement.  Through circular economy partnership, the three pillars of development: government, private sector, and rural people are each in the right position to lead in every steps of regional economic development program. These institutions are expected to function as regulator agency to facilitate related activities, as enterprise organization to give hand to initiate and develop certain production, and as supporting society to participate in any programs/activities to achieve certain goals.  This paper addresses influencing factors to promote circular economy to accelerate the revival of people’s regional economy through agribusiness partnership.

The advantages of the program-targeted approach in ensuring region economic security are considered. It is noted that regional development programs can be a real tool for accelerating the region’s economy reforming. Directions of increasing the effectiveness of program-target program method as a tool for regional economy regulating and to ensure regional economic security are defined. The necessity of region’s social and economic security ensuring as an integral part of the socio-economic development strategy of the region is substantiated. A list of the main provisions of the regional strategic program for ensuring the socio-economic security of the region is proposed. The main objectives of the program ensuring the region’s socio-economic security are defined. It is proved that the regional socio-economic security program determines the structural restructuring directions of the economic system of the region, taking into account local potential and features of the territory and is made on the basis of economic forecasts for the region development. The conditions for the program effectiveness are stated. The subjects of the regional economic security program implementation and their responsibilities are specified. The sources of state financial support the region’s strategic development program and criteria’s of the regional governance effectiveness are defined.

The creative economic development in city of Palangka Raya is really needed to deal with the challenges of economic growth that is relatively constant or even low after economic crises. High levels of poverty, unemployment and low industrial competitiveness to determine the direction of creative economic development for fulfilling instructions President Number 6 year 2009 is required efforts to develop the Creative Economy Entrepreneurship in the Framework of Enhancing Creative Economic Enterprises in the city of Palangka Raya. The purpose of this ibm is to increase student interest in entrepreneurship and to improve the economy quality and standard of living in the workshop area. Through this ibm activity will be offered a solution to the problems that have been formulated above. The approach is consisting of 1) Preparation Phase, 2) Assessment Phase, 3) Stage Alternative Planning of Programs or Activities, 4) Formulation of Action Plans Phase, 5) Implementation Stage, 6) Evaluation Phase, and 7) Termination Phase. The implementation of the IBM program is indeed carried out as an effort to empower in the field of entrepreneurship through entrepreneurship training activities that focus on business development program. Implementation methods using information technology and social media that will be carried out are (1) business management plate, (2) Production training, (3) administration, and (4) mentoring. All of these methods are an integral part of this IBM program. Workshop entrepreneurship training for vocational schools (mechanical and automotive major) is important to do in preparing students to enter the workforce after completing their education.

The article on the basis of extrapolation of system laws of management of social and economic development illustrates the system reason of the Cobra effect, that is, a situation where, despite the rather attractive goals that managers formulate, the result of the activities of subordinates is opposite to what was intended. The main problem of management is the development of a system of indicators, in which, working on the indicator, employees would change the state in the right direction. The reason for the Cobra effect is the manifestation of systemic patterns of socio-economic development. The main system regularity is the desire of the system for stability and self-preservation. This state of the system is achieved using the least energy-consuming way. It is shown that any worker, realizing system regularities, aspires to stability and self-preservation. Therefore, the employee is always forced to work for achieving the indicator. The article analyzes the manifestation of these laws at the level of enterprises and state. When managers understand these patterns explicitly or covertly, changes in the economic system are moving in the right direction. It is shown that the existing system of target indicators used as indicators to assess the effectiveness of management does not meet the goals and objectives of socio-economic development. At the meso- and macrolevel, absolute, volumetric indicators, such as gross national product and others, reduce the range of benefits to the population. The article defines the vector of change in the system of indicators for assessing the effectiveness of management at the regional and state levels, based on the fact that the key element is the family. At the same time, the targets should be indicators to assess the availability of benefits for households.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

Abstract This paper reports the findings of a case study in which a curriculum-based positive youth development program (Project P.A.T.H.S.) was implemented by the class teachers in a school. School-related factors which contributed to the success of program implementation were identified in the study. Results showed that factors facilitating the program implementation were closely related to the “5Ps” model (i.e., program, people, process, policy and place). While all the above factors contributed to the success of program implementation, the “people” factor was identified as the most crucial factor. Overall, both the students and program implementers perceived the program to be effective in promoting holistic development in the program participants.

The article explores the factors that allow the economies of the countries of the world to achieve sustainable economic growth at different stages of the country's economic development, depending on the level of GDP per capita. Among which are highlighted: basic factors, efficiency factors and innovative factors. For the Ukrainian economy, which is at the stage of focusing on efficiency, the issues of the place, significance and level of economic complexity of the Ukrainian economy and ensuring sustainable economic growth on this basis are considered. Economic diversification and complexity are defined as key drivers of long-term growth. The dynamics of the index of economic complexity in Ukraine is analyzed, modern trends are revealed. Directions and strategic approaches to the diversification of national production are proposed, which could have a significant multiplier effect, increase the complexity and level of knowledge in the economy. It also provides evidence on the relationship between socio-economic development, values of self-expression and democratic institutions. The conclusion is formulated: socio- economic development leads to the spread of the values of self-expression, and they, in turn, to the establishment and strengthening of democratic institutions.
