The article examines the criteria on the basis of which ratings of international languages are compiled and their future is predicted. Language’s chances of becoming international are not highly dependent on its demographic power, structural advantages or ease of learning. What matters most is the influence that speakers of the language have on other peoples. The criteria of «internationality» of the language actually coincide with the criteria of its influence, communicative value, social prestige, sociolinguistic weight. The ratings of the influence of national languages are based on various criteria: state status, communicative potential, economic power, the number of people studying it as a foreign language. These ratings reveal more essential criteria of an international language: prevalence on several continents, the status of an official language in international organizations, value as a source of modern knowledge, a large number of its speakers as a second. A specific feature that brings the international language to the class of world languages should be recognized as its worldwide prevalence. This language is used all over the world, it is spoken (as the first or second) by the majority of the world’s population, its world status is recognized in all countries. The composition of the club of leading languages is constantly changing: some languages come to it, others decrease — depending on the military-political, demographic, economic and cultural success of their speakers. Although the number of speakers of English as a second language is growing steadily, its dominance should be considered as temporary. A new hierarchy of languages may emerge in the middle of 21st century, with other major languages — Chinese, Spanish, Arabic, Hindi/Urdu, competing equally with English in their respective regions. Although state status of the Ukrainian language creates favorable preconditions for its development, it could spread much faster due to its informational value, intellectual power, cultural attractiveness and economic success of Ukraine.

The problem of determining an accurate assessment of the actor’s ability to solve a problem of a certain degree of difficulty is considered in this work. The assessment is determined by a group of actors in the process of solving local problems, while the tasks are included in the competence of this group. Actors can be carriers of both natural and artificial intelligence. Condorcet Jury Theorem, Georg Rasсh Model, method of the evolutionary decision reconciliation (EDR) are used in the process of solving the problem posed. Related Experiences Assessment Scale is given. The measure of academic success is better predicted not by those experiences that are manifested during study activities, but those that arise along on the way to university. There is a slight effect of the influence of time on the measure of effort.

The failure to advance our understanding of intellectual rhetoric prevents opening up new avenues for rewriting the future through rhetorical technology. Rhetorical technology is the intellectual ability to use the power of empathy for human evolution through imagination and rhetorical data analysis. It draws attention to the fact that human beings can avoid repeating the same catastrophic events that their ancestors experienced with rhetorical data analysis. Within the context of this study, rhetorical technology has indeed a magical and intellectual power, and teaching empathy through writing and world languages can offer more sophisticated worldviews for humanity to evolve. For this purpose, it is quite futuristic and technological to treat writing as a resource for guiding the next generation to rewrite the future through empathy and technology.

This book analyzes the social and intellectual power of religious leaders who created a shared culture that integrated Central Asia, Iran, and India from the mid-eighteenth century through to the early twentieth century. The book demonstrates that Islamic scholars were simultaneously mystics and administrators, judges and occultists, physicians and poets. This integrated understanding of the world of Islamic scholarship unlocks a different way of thinking about transregional exchange networks. The book reveals a Persian-language cultural sphere that transcended state boundaries and integrated a spectacularly vibrant Eurasia that is invisible from published sources alone. Through a high-cultural complex that the book terms the “Persian cosmopolis” or “Persianate sphere,” it argues, an intersection of diverse disciplines shaped geographical trajectories across and between political states. The book paints a comprehensive, colorful, and often contradictory portrait of mosque and state in the age of empire.
