According to standards of ISO set 9000 version 2015 as before a process approach remains a basic concept in the formation of quality management systems (QMS) of an organization, but its matter changes considerably. Thereupon an organization must ensure not only a systematic definition and control of processes and a system, in particular, with a general orientation to the thought based of the assessment of risks and potentialities with the purpose of the prevention of undesirable result obtaining. Organization colleagues should be taught to the methods to solve problems, searches and possibility realizations to update processes. At the same time it is worth changing the attitude toward arising problems and consider their detection as an occurrence of new possibilities to increase effectiveness in organization activities. The methodological approaches to the consideration of risks and potentialities in the QMS and its processes are developed not enough. Therefore the approaches to the consideration of risks ion technological systems could be applied quite reasonably. The paper reports a thorough consideration of stages in the process of a risk management and stages in the cycle of the potentialities use the application of which, no doubt, will promote the effectiveness in-crease in organization activities including educational ones.

Recently the issues of quality management are becoming urgent in Lithuania. They are discussed and aspiration greatly improve the quality of activity in institutions of education are declared. But in the sphere of education the tendency to speak more than really work still remains. Many education organizations define quality as the major priority of their activity. But to declare or define is one thing and seek for that quality is another thing. The application of ISO standards in institutions of education still remains problematic. It is often tried to create own distinctive standards while ISO standards are acknowledged and applied on an international scale. It is understandable that institutions of education are specific and they rather differ from, let`s say, business organizations. Nevertheless, international ISO standards can and must be applied. Considering the process approach which is fixed in the ISO standards, every organization should effectively manage all occurring processes. Everything what happens in the processes later reflects in production or service in one way or another. According to this approach, the management of processes is rather complicated in organizations of education. The management of such processes, if it exists at all, is divided and fragmental. The application of statistical methods analyzing quality management issues in organizations of education is also problematic. It is undoubtedly that implement of quality management systems in organizations of education is especially urgent because it is a grave tool to basically improve the activity in all organizations of education. The article deals with the development and application of software (software) «Solomka» for risk management of quality management systems (QMS). The problems and prospects of its application from the standpoint of management systems are highlighted. This topic will be of interest to specialists in the field of standardization and certification. The characteristic features of the application of the process and risk-oriented approaches in the construction and maintenance of management systems are highlighted and described. This article provides an analysis of user requirements for QMS risk management software, as well as a market research of proposals for similar software with a description of the advantages and disadvantages of each. Purpose – The purpose of this paper is to highlight changes in ISO 15189:2012 and ISO 15189:2007 concerning management review requirements and to present a management review checklist, which includes all the revised ISO 15189’s requirements. Design/methodology/approach – The recent revised and updated ISO 15189:2012 standard recommends a management review using a process approach and includes some additional topics. Findings – The management review is a key element in many quality management systems, including medical laboratory management systems in accordance with ISO 15189. The process approach enables laboratory top managers and personnel to achieve all the quality management system’s important inputs and outputs. Originality/value – As laboratory staff often encounter difficulties fully exploiting the management review process, this checklist helps laboratory staff carry out an effective management review covering all the quality management system’s important aspects.

The article deals with the most relevant international standards created to promote the developmentand increase the efficiency of local government structures. The works of domestic and foreign authors isanalyzed, defining the role of the local government potential in ensuring sustainable development of theregions. The link between UN global goals and the standards adopted by the International Organizationfor Standardization for sustainable development is analysed. Were taken into consideration the standardsconnected with work of local government authorities: ISO 9001:2015 «Quality management systems –Requirements», ISO 18091:2019 «Quality management systems – Guidelines for the application of ISO9001 in local government», ISO 37120:2018 «Sustainable cities and communities – Indicators for cityservices and quality of life», ISO 31000 «Risk Management – Guidelines», IEC 31010 «Risk Management– Risk Assessment Techniques», ISO 22301:2012 «Societal security – Business continuity managementsystems – Requirements», ISO 20121:2012 «Event sustainability management systems – Requirementswith guidance for use». Presented opinion about relevance of the seven quality management principles to local government and degree of their implementation in local government in Ukraine. The key features ofthese standards and their role in improving the quality of life of the population and the efficiency of thework of local government bodies are considered. Examples of quality management systems implementationexperience in local government abroad (based on Italian research) and feedback on the results are provided.Provided examples and explanation of city indicators according to ISO 37120. And how standards canhelp prepare and respond properly in the most unpredictable situations, contribute to effective disaster riskmanagement through the provision of universal tools and mechanisms at the city, state and regional levels ofgovernment. The possibilities of applying international practice in Ukraine are considered and importanceof international standards’ implementation in local government as a key to sustainable development wereexamined.

The relevance of the study is associated with the problem of introducing a risk-based approach in the quality management systems (QMS) of organizations from various sectors according to the requirements of ISO 9001:2015. It hereby offers a new feature of risk classification based on their application in management systems concerning various aspects of organizations activity, in particular, risk in QMS (quality risk). The authors’ definition of the term “quality risk” is presented, and the concept of the “risk-based approach in QMS” is clarified. Methodical approaches to the choice of the complexity of the risk-based approachdepending on the QMS maturity in an organization and the factors of its environment are developed and tested in 46 organizations from various industries.

The purpose of the study is to identify the matching and differing features of the concepts of “activity”, “algorithm”, “process”, “procedure”, “process approach” introduced into the theory of forensic examination by national and international standards of quality management systems and general requirements to testing and calibration labs for their subsequent adaptation to expert practice. The issue of the content of the term “process” in the theory of forensic examination, the basic principles and provisions of the process approach under the provisions of the standards: GOST R ISO IEC 17025- 2019 “General requirements for the competence of testing and calibration laboratories” and ISO 9001: 2015 “Quality management systems. Requirements” are addressed. The possibilities and advantages of introducing a process approach into forensic activity and forensic standard operating procedures are analyzed. The author concludes that forensic activity can be presented as a system of processes.

In modern farming, pest control on agricultural crops is becoming increasingly important to ensure that all stakeholder requirements are met. This report examines the specifics of the management of plant protection activities by applying the cycle Plan-Do-Check-Act (PDCA) set as a basic principle in the international standard BDS EN ISO 9001: 2015, containing the requirements for quality management systems. The opportunities for application of scientific approaches and methods in a system for quality management of plant protection activities through the application of a process approach in the identification and management of processes and their interrelations are presented.
