The article deals with the most relevant international standards created to promote the developmentand increase the efficiency of local government structures. The works of domestic and foreign authors isanalyzed, defining the role of the local government potential in ensuring sustainable development of theregions. The link between UN global goals and the standards adopted by the International Organizationfor Standardization for sustainable development is analysed. Were taken into consideration the standardsconnected with work of local government authorities: ISO 9001:2015 «Quality management systems –Requirements», ISO 18091:2019 «Quality management systems – Guidelines for the application of ISO9001 in local government», ISO 37120:2018 «Sustainable cities and communities – Indicators for cityservices and quality of life», ISO 31000 «Risk Management – Guidelines», IEC 31010 «Risk Management– Risk Assessment Techniques», ISO 22301:2012 «Societal security – Business continuity managementsystems – Requirements», ISO 20121:2012 «Event sustainability management systems – Requirementswith guidance for use». Presented opinion about relevance of the seven quality management principles to local government and degree of their implementation in local government in Ukraine. The key features ofthese standards and their role in improving the quality of life of the population and the efficiency of thework of local government bodies are considered. Examples of quality management systems implementationexperience in local government abroad (based on Italian research) and feedback on the results are provided.Provided examples and explanation of city indicators according to ISO 37120. And how standards canhelp prepare and respond properly in the most unpredictable situations, contribute to effective disaster riskmanagement through the provision of universal tools and mechanisms at the city, state and regional levels ofgovernment. The possibilities of applying international practice in Ukraine are considered and importanceof international standards’ implementation in local government as a key to sustainable development wereexamined.

In recent years, the security and defense sector of Ukraine has been undergoing reforms aimed at gaining the country's membership in the NATO North Atlantic Treaty Organization. One of the many aspects of these reforms is the introduction of some specific standards, in particular, the AQAP 2000 series standards in the quality management systems of military equipment enterprises. In the case of implementation of several international standards at the enterprise, there is a need to create integrated quality management systems. The article presents options for implementing two or more standards in the QMS of the enterprise, analyzes their disadvantages and advantages. The main requirements of the AQAP 2110 standard, which should be integrated with the requirements of the ISO 9001 standard in the context of the PDCA cycle ("Plan-Do-Check-Act"), are considered. The stages of the implementation of integrated QMS are described. The scheme of deliveries of products to the customer in which there is a certification of the quality management system of the manufacturer (supplier) by the external body on conformity assessment, control over the quality of production by military representation, and the government quality assurance GQA has resulted. Government quality assurance GQA means that the authorized national body carries out the process of assessing the conformity of the quality management system of the manufacturer (supplier) to the requirements of ISO 9001 and NATO standards AQAP 2000, which allows the customer to gain confidence in the quality of defense products. A special requirement is to draw up a Quality Plan, which defines the activities, processes, resources, responsibilities of the manufacturer, etc., to convince the customer and the GQA representative that the company can manufacture and supply products of appropriate quality and on time, because in case of defective products or failure to deliver is lost time for a replacement or waiting, and this is a constant risk to the country's combat readiness. Requirements for the content and design of the Quality Plan are given in the standard AQAP 2105. In addition to the above, the following specific requirements of AQAP 2110 are analyzed as the operation of the metrological support system at the enterprise according to DSTU ISO 10012, product configuration management with software according to ACMP 2100, risk management, etc.

The article examines the scientific issues of quality improvement through further the quality management systems improvement that are formed at the service sector enterprises in Ukraine. It is proved that Ukraine's integration into the European community requires focusing on the competitiveness issues. According to this thesis, the achievement of the high competitiveness has a paramount importance and becomes a decisive factor in the service sector commercial success provided that the proper quality of services. It was considered the quality of products and services production concepts changes and quality management over a long historical period from the total quality management to the enterprise level management. It is shown that historical trends have led to the emergence of first theoretical research, and then to the practical implementation of the creating quality management systems idea. It’s broken down about those that, in order to preserve the high quality of the product, and the services, it’s necessary to read the control system for the quality, as it would win the scientific and technical achievements, stimulate the good practice of all efforts. It is indicated that the creation of new dimensions of quality is stimulated by the modern high pace of life, the steady growth of production of products and services, the need for a constant search for new, more effective, concepts, methods and tools for organizing quality systems and managing them that meet the requirements of today. Organizational and methodological, practical and conceptual ambushes have been established, which, in essence, allow the virtual science problem of formulating effective management systems in the field of services. The article also investigates the issues of the formation of qualitymanagement systems at the enterprises of the service sector through the prism of modern directions of standardization and certification, the experience of standardization in general and, in particular, in the EU countries and in Ukraine. The reasons and purposes of creating standards are investigated. In the services quality management, the direct objects of management are the processesthat determine the quality of each service. The development of management decisions regarding the determination of indicators that determine the provision of a quality product is considered as an important component of the quality management program in service enterprises. The concept of qualitymanagement at service enterprises is analyzed, presented in the ISO 9000 series: «quality assurance», «quality management», «quality improvement». The coordination of the management function with the general tasks of quality management in the service sector has been determined. It is emphasized that it is extremely necessary to study and develop new international standards, which would take into account the modern scientific and technical level, world practical experience, and outlined ways to eliminate technical barriers in cooperation between different countries and to ensure the multiplier effect of economic development, the inclusion of national actors in international production chains.

The role of international standards is analysed in accordance with the quality management of organisations by the requirements of sustainable development. Organisations and companies become increasingly dependent on each other and foreign partners in business, prosperity, socio‐economic change and environment responsibility. There is an essential necessity for using International Standards under these changing conditions. The management systems standards ISO 9001 (quality) and ISO 14001 (environment) have gained recognition in Lithuania. ISO 9001:2000 is approaching 750 and ISO 14001 is approaching 140 certifications across a diverse range of organisations in the manufacturing, service and government areas. The narrow view of quality management has now been swept aside by ISO 9000:2000 quality management principles that aim to help organisations achieve sustained success. But there are some difficulties in implementing these principles. Auditors are responsible for correct implementation of standards. For the auditors they represent a key for transforming the way quality system audits, as recognised by the International Accreditation Forum (IAF). Too many auditors lack real interpersonal skills or experience to engage effectively both main board directors and the shop floor workers. It is very important that auditors must have sufficient preparation, training and gravitas and will be reluctant to engage top management and have capability to interface at this level. The main topics of how to manage quality audit according to the requirements and new quality management principles of ISO 9000:2000 standards are presented in this article. It also provides recommendations on the management of audit programmes, the conduct of internal or external audits of quality management systems, as well as on the competence and evaluation of auditors. This article provides auditors with effective questioning techniques that will enable them to establish that an organisation is managing its processes effectively. Santrauka Straipsnyje analizuojamas tarptautinius standartus atitinkančių kokybės vadybos sistemų vaidmuo darniam organizacijų vystymui. Įmonės ir organizacijos vis daugiau tampa priklausomos viena nuo kitos ir užsienio partnerių verslo, socialinėse, ekonominėse bei aplinkosaugos srityse. Šiomis sąlygomis labai naudinga pasinaudoti tarptautiniais standartais, nes jie padeda vienodai suprasti ir suderinti daugelį kriterijų. Lietuvoje pastaraisiais metais didžiausio populiarumo sulaukė tarptautiniai standartai ISO 9000:2000 (kokybė) ir ISO 14000 (aplinkosauga). Lietuvos gamybiniame, paslaugų ir viešajame sektoriuose jau yra apie 750 organizacijų, įdiegusių kokybės vadybos sistemas pagal ISO 9001:2000 standartą, ir apie 140 organizacijų, įdiegusių aplinkos vadybos sistemas pagal ISO 14001 standartą. ISO 9000:2000 standartai reikalauja esminių organizacijos požiūrių į vadybą pokyčių. Vadybos sistemos turi padėti kurti pridedamąją organizacijos vertę. Standartuose išreikštas požiūris, kad organizacijos tikslai turi būti pasiekiami efektyviai ir rezultatyviai valdant procesus ir jų sąveiką, iš esmės keičia auditų atlikimo būdą, nes auditoriai yra atsakingi už teisingą standartų nuostatų traktavimą ir įgyvendinimą. Auditoriai turi išmokti naujos audito atlikimo technikos, kuri leistų auditoriams nustatyti, ar organizacija efektyviai valdo procesus ir pasiekia užsibrėžtų tikslų. Tai nėra lengvas uždavinys ir susiduriama su nemažais sunkumais. Straipsnyje nagrinėjamas šių sunkumų pobūdis ir pateikiami kai kurie jų įveikimo būdai, analizuojama audito metodologija, tinkamo klausimyno sudarymas bei audito atlikimo technika, kaip to reikalauja ISO 9000:2000 standartų kokybės vadybos principai.

Service quality has been a major preoccupation of the hospitality industry throughout the 1980s and the early 1990s. Quality management systems have been clearly identified as a means of increasing the professionalism and social competence of staff, while developments such as customer care programs and quality teams have produced notable improvements in the effectiveness and efficiency. Starting from the main economic goal of making profit in each enterprise, it is necessary to measure and to evaluate effectiveness and efficiency. The aim of this paper is to emphasize the importance and necessity of measuring two aspects of the quality of business success: effectiveness (hotel market success) and efficiency (hotel economy). The paper defines effectiveness and efficiency as well as key ratios for measuring and evaluating those two aspects of quality of business success.

A fundamental principle of project quality management is that quality is planned into project and not inspected through project. In the context of host communities in developing countries with mineral exploration activities construction projects and contracts generally is a key provider of employment in both short, medium and long term and particularly for the locals, therefore the incorporation of quality management systems in project life cycle is paramount for sustainable development. Ensuring project quality plays an important role in socio-economic development of people as it provides the most basic infrastructure that promotes economic activities. Quality management systems (QMS) has significant value relating to project quality and cost reduction and a comprehensive quality management culture can promote project success, mutual beneficial relationship and organisational sustainability. This study provides empirical findings emanating from local vendor(s) understanding, compliance and implementation of quality management systems in a multinational oil company (MNOC) community assisted projects. The study utilised SPSS version 22 for the statistical data analysis and Goodness-of-fit-test interrogated the assumption that contractors are not complying with quality management systems in project execution. The study found inter alia that 65% of the vendors are registered as closed corporation (sole proprietorship), 15% were limited liability companies, while 20% belong to other category such as subcontractors. Furthermore, 98% of the 222 respondent are yet to develop a quality manual and a conceptual nominated vendor system (NVS) project quality model was developed to improve the contract award and project management status quo, with emphasis on the need for integration of quality management systems in project life cycle for the oil and gas host communities.

The object of research is the state regulation of the turnover of cosmetic products and some aspects of their implementation in Ukraine. Investigated problem. The issue of import substitution of Ukrainian cosmetic products and the increase in their production and sales in the Ukrainian and foreign markets is an urgent reason for the dynamic development of the cosmetic industry and the diversification of its traditional forms and directions of application. The solution to these problems mainly depends on the level of technical regulation by the state and requires proper legislative support in accordance with the requirements of international standards and EU directives. The main scientific results. The foreign experience of regulatory support and state regulation of the turnover of cosmetic products (CP) is summarized. The problems of technical regulation of cosmetic and medicinal cosmetics in Ukraine are identified. An addition to the draft national technical regulation for cosmetic products is proposed and recommendations for its rational use are given. The prospects of introducing quality management systems at enterprises engaged in activities at all stages of the CP life cycle are determined. Innovative technological product. A model has been developed to improve the current regulatory and technical framework governing the CP turnover in Ukraine, and an algorithm for its implementation is presented. The relevance of methods and means of ensuring the quality, safety and effectiveness of CP by introducing quality management systems at all stages of its life cycle is determined. The scope of the innovative technological product. The developed proposals are recommended for implementation in the system of state regulation of the CP turnover in order to ensure its quality, effectiveness and safety for the health of consumers.

Since the early 1970’s, the pipeline construction and operation industry has supported the development and implementation of various material standards and specifications. The emphases within the pipeline energy industry was to standardize manufacturing and performance testing processes in the provision of a product which would ensure public safety and reliability of service. The pipeline segment of the energy industry has succeeded in incorporating minimum quality levels by way of industry standards, codes, regulatory requirements and propriety company standards. In addition to these minimum product requirements quality assurance programs have been introduced to enhance the likelihood of conformance to the applicable requirements. In 1975, Canada became the first country to prepare and publish quality system standards for commercial use (Z299 standards). International quality system standards development proliferated in the following years, leading to the establishment of the ISO/TC 176 work team which subsequently led to the issue of the internationally accepted ISO 9000 series of standards. This paper will review both the concept and stages of development of CSA pipe and coating standards. It will also analyze the impact that international standards for Quality Management Systems are having in establishing systematic approaches to assessing levels of quality during material manufacture. Finally, a vision of the possible road to the future will be drawn and the positive impacts for the pipeline industry will be projected from a full life cycle cost perspective.

High rates of the development of market relations and international integration processes imply an increase in the level of competition in leading sectors of the economy, which include energy, construction, industry enterprises and others. The purpose of this paper is to develop a universal methodology for assessing and improving the competitiveness of enterprises in the real sector of the economy. The paper analyzes the structure of cost for quality of products, examines the life cycle of the object in order to determine the approaches to the development and implementation of quality management systems. Using various methods of research, recommendations on the formation and implementation of quality management systems in enterprises of the real sector of the economy were developed in order to increase their competitiveness.
