Croatia is becoming the 28th member of the European Union on July1st, 2013. Croatia has gone a long way from a socialist republic to an independentcountry recognized as one of the economic tigers of the Western Balkans in thefirst decade of the 21st century.Croatia has been hit by the global crisis, which turned out to be a huge externalshock for the region of the Western Balkans. Although it does not enter theeconomy through the direct channels, as local banks have not been engaged intoxic assets trade, but indirect channels, like the decrease of FDI, which deepensforeign trade deficits, slow credit growth or decrease of remittance which lead toeconomic disturbances during the last phase of the European integration process.Small economies, like Croatia, are exposed much more to the effects of any disturbanceson the international scene. They are dependent on foreign trade and the inflow of FDI, while their demand and inflation rate are affected by the pace of changes in big economies.The article addresses the problem of economic development in the countrywhich needs to deal with a problem of the economic crisis infection and the EUintegration process. The article studies the economic situation in Croatia which is the consequence of a recovery plan undertaken by the Croatian government.

The article examines the state of the Western Balkans’ economies in the pre-2020 period (before the COVID-XNUMX pandemic), highlights the key problems that impede more dynamic development of the region, assesses the role of the European Union at the pre-integration stage of the Balkan countries’ inclusion into the common European space. The author pays special attention to considering the issues of economic development of Serbia through the prism of European integration processes, which the country is actively involved in. Based on the European Commission reports, an analysis of the compliance of the achieved indi-cators with the Copenhagen criteria and the articles of the negotiation dossier is carried out.

Traditionally the phenomenon of the European integration towards South East Europe is regarded starting from the XXI century. The explanation for such a periodization are resolution of the open conflicts on the territory of the former Yugoslavia and implementation of the complex EU strategy for the region. Starting point of the majority of researches is the year of 2003 when the EU Agenda for the Western Balkans was started in Thessaloniki. The topic of EEC-Yugoslavia relations, SFRY having been first socialist country to institutionalize its trade and economic relations with Brussels, are unfairly ignored in domestic and foreign scientific literature. It is regarded solely as a chronological period of trade agreements. Nevertheless, this issue is of fundamental importance for understanding the current neighborhood of the European Union. The main thesis the author proves is that in the 1960s and 1980s as it is the case nowadays, the main imperative of Brussels' policy towards the Balkans was to prevent Moscow from increasing its influence. This led to the formation of a very specific format of relations with Belgrade and was one of the reasons why the economic crisis in Yugoslavia became extreme and its economy irreformable. In addition, at a later and structurally much more complicated stage of relations between the countries of the former Yugoslavia and the European Union the specificity and main components of relations of the Cold War period did not fundamentally change. As for the policy of so-called containment of the external actors one could see that besides Moscow, we can speak about similar attitude of the EU towards China. It makes it possible to consider the EU policy towards the countries of the former Yugoslavia in the paradigm of neoclassical realism, rather than in the paradigm of traditional liberal European integration approaches which allows us to unite neorealists elements with the specifics of internal processes, including the modernization of institutes, relations between society and state, types of political leadership.

The European Union countries and institutions have constantly contributed to the European integration process of the Western Balkan countries. Albania, Serbia, Montenegro and the Republic of North Macedonia are official candidates for EU membership. Chapters and accession negotiations have been opened with Montenegro and Serbia, whereas Kosovo and Bosnia and Herzegovina are potential candidate countries. Poverty, unemployment and corruption are probably the most common problems that Western Balkan citizens face. Corruption, in itself, does not lead to poverty, but it stimulate poverty through indirect channels by affecting economic, social, political and administrative conditions. Both, the enhancement of business climate for private investors, and a higher level of integration with the European Union will decrease unemployment and will boost economic growth. Authorities should follow concrete policies in order to encourage private sector investment, increase regional integration, and create new jobs. The future of the Western Balkans is in the European Union.

Abstract: The most important achievement of cooperation between the European Union and the countries of the Western Balkans is a viable and sustained political dialogue. The institutionalization of the dialogue with the European Union called for better communication between the countries in the region, candidate and potential candidate countries for membership of the disadvantaged in the process of integration. The processes of cooperation facilitated the development of the region through enhanced cross-border regional cooperation and contributed greatly to attracting international support by mediating between those who need help and those who are willing to provide help. Regional initiatives are addition to the European integration process and not a substitute for the inclusion of the Western Balkans into the European Union.

The countries of the Western Balkans have declared their foreign policy priority membership not only in NATO but also in the European Union. Achieving these goals is associated with overcoming many challenges of different nature. Although not directly related to the country's de facto membership of the EU, its infrastructure and the level of its connection with its neighbors raises many of the issues important to society and forms many of its immediate priorities. Difficulties in interconnectedness between countries can have both a political and a geographical basis. In this regard, a serious challenge for the Republic of Northern Macedonia is the level of connection with its eastern and western neighbors. Almost 30 years after the declaration of independence, the infrastructure continues to follow the realities set and realized by Socialist Yugoslavia. This in turn poses many difficulties for the economic development of the whole region. A significant part of the reasons for the lack of progress are also due to purely geographical reasons, but alternative solutions can be sought to overcome the backlog in connectivity.

This chapter examines the Court of Justice of the European Union (CJEU), which consists of three courts: the Court of Justice (or ‘the Court’), the General Court, and the Civil Service Tribunal. It focuses on issues of structure and procedure, the extent of the Courts’ jurisdiction, and their role in the promotion of European integration. The chapter also discusses the criticism directed at the CJEU for the way it exercises its judicial powers, which allegedly involve political considerations normally unacceptable for a judicial body. Lastly, the chapter looks at role of the Courts in the current challenging environment facing the EU as a result inter alia of Brexit, the refugee crisis, the rise of populism, and the continuing impact of the economic crisis.

The economic development is a consequence of the innovation procedure. This paper is about the innovationprocedure in Brazil and in Poland. Both nations were re-democratized in the end of the 20th Century. Thesimilarities of both countries do not reflect the development of IP (Innovation Procedure) since Brazil has gotdifficulties as a consequence of its economic crisis. This crisis didn’t allow the establishment of R&D centers.The paper also analyses the Polish integration in the European Union and how it has enabled the establishmentof R&D centers through franchising.

This introductory chapter provides an overview of how the European Union has been affected by the United Kingdom’s decision to leave, and what this means for the future of European integration. The departure of a large, rich, and influential Member State must prompt a rethink of the EU constitutional settlement. Immediately after the Brexit referendum, the EU and its Member States started a debate on the future of Europe—and this process is now moving from rhetoric to reality with the institution of the Conference on the Future of Europe. The Conference on the Future of Europe can serve as an innovative means to reform the EU, tackling the transitional issues left by the UK’s withdrawal and addressing the more structural, substantive, and institutional weaknesses dramatically exposed by the plurality of other crises the EU has recently weathered. In fact, the Conference on the Future of Europe is made all the more urgent by Covid-19, and the exigencies of the EU post-pandemic recovery plan, which will entail important adjustments to the EU structure of powers and responsibilities. Ultimately, this book utilizes Brexit as a prism to shed light on the necessity and urgency of constitutional reforms in the EU.
