This is the first special issue that JPHE hosts—and could there be a more suitable forum for an issue dedicated to exploring and encouraging a critical dialogue around transformative intercultural communication teaching practices in higher education (HE)? What has led us to engage with the theme of making intercultural education meaningful is a shared observation that there seems to be an increasing disconnect between recent developments in intercultural communication theory and practice. With so much critique published over the years, we are perplexed as to why traditional notions of culture still prevail not only in mainstream intercultural communication research but also in institutional discourses in HE and in popular discourses as articulated by the people who sit—or have once sat—in our classrooms. In this editorial and Special Issue, we approach intercultural communication from a critical angle, akin to the theorization of interculturality as a discursive and contingent, unstable and contradictory, political and ideological construct. We are thrilled to see this approach gain ground in the field of intercultural communication. However, at the same time, we are worried that the terrain of intercultural communication teaching across HE settings has become quite unruly and is characterized by pedagogical solutions that do not have a stable connection to state-of-the-art theory, and that might lead to naive, simplistic, and essentialist understandings of ‘culture’ and ‘the other’.......

The article studies the phenomenon of internationalization of higher education. It turns out that globalization is the background for the development of the internationalization of education. Problems of internationalization of education are analyzed, including the problem of multicultural education, strategies of internationalization of higher education, the problem of intercultural communication. It is emphasized that the phenomena of "encapsulation" and "dissolution" are risks in the way of internationalization of education. It is noted that the student environment is turning into a wide, global space for direct interaction of large masses of representatives of various cultural forms and traditions. The experience of Borys Grinchenko Kyiv University in this direction of scientific and pedagogical activity is studied. The article is based on the program documents of the educational space of the European Union. It is substantiated that the internationalization of higher education contributes to the formation of the "knowledge society". The problems and challenges of the process of internationalization of higher education in Ukrainian society are determined.

Abstract. The article deals with the issue of internationalization of higher education, in particular, in the sphere of language pedagogy. The study is based on the materials of the research conducted within the framework of the academic mobility project exercised 2018-2019 in Saint Petersburg State University and in Harbin Institute of Technology (visited November, 2018). The process of internationalization is viewed through the prism of such intercultural communication concepts as multilingualism and multiculturalism and their influence on teaching and learning practices. In real life English as lingua franca is used by representatives of different linguistic and cultural identities to communicate with representatives of professional and academic communities for whom English is also a foreign language, thus teaching English as lingua franca requires professionals who are not native speakers possessing the experience of professional and intercultural communication in the English language rather than just native speakers’ language experience. The peculiarities of teaching in the above-mentioned universities were revealed with the help of questionnaires for both university teachers and students concerning learners’ practices in the digital environment. The authors set up the hypothesis that the results serve as an authentic manifestation of intercultural communication in students’ virtual activities in social networks and in browsing the Internet for relevant information both in Russia and China.Key words: internationalization of higher education, intercultural communication, multilingualism, multiculturalism, learners’ digital environment

Referring to four strategies of internationalization of higher education, suggested by the Organization for economic cooperation and development, Japan’s strategy is traditionally called mutual understanding approach, aiming mainly at the cultural diplomacy and spreading “soft power” around the globe. However, in modern Japan other strategies may become more important, such as skilled migration approach or capacity building approach. The goal of this paper is to demonstrate the reasons for different strategies in internationalization of higher education in Japan. It is argued that both skilled migration approach and capacity building approach are implemented, while the revenue-generating approach is not.

Internationalization serves the purpose of increasing the world rating of an educational institution, contributes to improving the quality of education in general and is one of the main factors in the competitiveness of a technical university in the modern world. The article describes the main directions of the development of this process in the frame of Nazarbayev University experience, the Canadian and Russian experience of research to establish a framework of capacity building for internationalization. This study is carried out during the implementation of the project "Capacity building for the internationalization of a technical university by means of digital learning technologies" (IRN project АP08052214), approved by the priority "Scientific foundations" Mangilik el "(education of the XXI century, fundamental and applied research in the humanities)" grant funding for young scientists for 2020-2022 by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan. The author considers different approaches in understanding the process of internationalization, investigates the methodology of benchmarking, the process of internationalization of the university, presents the goal, scientific methods and potential of the project. The primary analysis of the studied works on the internationalization of higher education showed that there were problems in the results of international activities of national and foreign practices and the lack of work on capacity building for the internationalization of technical universities.
