Internationalization of higher education as a factor in the competitiveness of a technical university

Internationalization serves the purpose of increasing the world rating of an educational institution, contributes to improving the quality of education in general and is one of the main factors in the competitiveness of a technical university in the modern world. The article describes the main directions of the development of this process in the frame of Nazarbayev University experience, the Canadian and Russian experience of research to establish a framework of capacity building for internationalization. This study is carried out during the implementation of the project "Capacity building for the internationalization of a technical university by means of digital learning technologies" (IRN project АP08052214), approved by the priority "Scientific foundations" Mangilik el "(education of the XXI century, fundamental and applied research in the humanities)" grant funding for young scientists for 2020-2022 by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan. The author considers different approaches in understanding the process of internationalization, investigates the methodology of benchmarking, the process of internationalization of the university, presents the goal, scientific methods and potential of the project. The primary analysis of the studied works on the internationalization of higher education showed that there were problems in the results of international activities of national and foreign practices and the lack of work on capacity building for the internationalization of technical universities.

The internationalization of education creates new opportunities for higher education institutions, increases the availability and implementation of innovative methods in higher education systems. The article covers the development of the internationalization potential of higher technical education.Current study was carried out as part of the project «Development of the potential of internationalization of a technical university through digital learning technologies», approved by priority «Scientific Foundations of Mingilik El (21st Century Education, Fundamental and Applied Studies in the Humanities)» on grant funding for young scientists in the years 2020 to 2022.The author defined the concept of «internationalization», presented the purpose, scientific methods and potential of the project, examined the main directions of development of this process in the framework of the experience in Nazarbayev University, Canadian and Russian experience in constructing the framework for conceptualizing the development of internationalization.The initial analysis of the studied works on the internationalization of higher education showed problems in the results of the international activity of national and foreign practice and the lack of work to build the capacity of internationalization of technical universities.Much interest had been generated from the research on globalization and the internationalization of higher education through the prism of computer technology, which have proved to be a limited number.

The article deals with the problems and prospects of using benchmarking as a tool for solving quality problems of a technical university educational process. This research is carried out during the implementation of the project «Capacity building for the internationalization of a technical university by means of digital learning technologies» approved by the priority «Scientific foundations» Mangilik el «(education of the XXI century, fundamental and applied research in the humanities)» and funded by the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan (Grant No. АР08052214). Within the framework of the Project, benchmarking was selected as the main tool for the effective implementation of internationalization at Karaganda Technical University. The author discloses the main content of the «benchmarking» concept, presents the goal, scientific methods and potential of the project, considers the main types, principles and phases of benchmarking. Tyumen Industrial University was chosen as a competing institution, due to the similarity of the higher education systems in post-Soviet countries. When comparing and analyzing the possibilities of benchmarking, the following key aspects were considered: the content of educational courses, the way of students’ and teachers’ thinking, the use of available resources and quality control of training offered.

This article discusses the internationalization capacity building project at the Karaganda Technical University (‘KTU’) in Kazakhstan. The project, entitled “Capacity building for the internationalization of a technical university by means of digital learning technologies,” was supported by the fund “Scientific foundations “Mangilik el” (education of the 21st century, fundamental and applied research in the humanities)” for scientists 2020–2022. The project’s primary purpose was to explicate a sustainable strategy for internationalizing a Kazakh technical university, considering the national and international contexts, evaluating internationalization capacity needs, formulating and implementing a capacity-building response for internationalization, and enhancing the qualifications and abilities of students and teachers to an internationally comparable level. In addition, the project delivers a set of strategies for internationalization and a benchmarking methodology for evaluating the effectiveness of internationalization processes. The benchmarking analysis of the internationalization process of a university has been conducted through a classification method, comparative analysis, multi-factor SWOT analysis, and correlation analysis.

The article focuses on the theoretical and methodological aspects of the use of interactive learning and its advantages over traditional learning. The use of interactive learning in both secondary and higher education is analyzed. The research goal is to theoretically substantiate and highlight the introduction of methods of the model of training future Ukrainian language and literature teachers by means of interactive learning technologies, as well as to determine the factors of their choice. The main research methods used were analysis, generalization and modeling, observation, synthesis, systematization. The results of the conducted research allowed the author to reveal the qualities that a future teacher of Ukrainian language and literature should possess; to describe some pedagogical problems of training the future teachers of Ukrainian language and literature by means of interactive learning technologies.The benefit of this study is the defined content of interactive learning, which is believed to be a specially organized comfortable mutual learning of participants of the educational process as equal its subjects, which provides for their continuous active interaction, during which each of the students realizes and reflects all its knowledge and actions, feels successful and intellectually capable. The author identified such interactive learning methods of the model of training future teachers of Ukrainian language and literature in higher education institutions as: trainings, educational discussions; game technologies; interactive lectures: problem lectures, lecture-visualization, binary lecture, lecture-press conference, round table, cases, brainstorming. Moreover, the most used interactive learning methods of training future teachers of Ukrainian language and literature in universities are given and theoretically grounded; they are training, discussion, role playimg, method of «Spoiled phone», method of «remote project work Minecraft», «Сourt hearing», «Augmented reality», use of presentations. The author highlights their introduction into the work of the National Pedagogical Dragomanov University, states the positive aspects of interactive learning compared to classical one, determines seven factors for the choice of methods. As a result the author makes a conclusion that the use of interactive technologies not only contributes to the creation of an atmosphere of cooperation and mutual understanding in the educational institution, but also implements the basic principles of personality-oriented learning.

Referring to four strategies of internationalization of higher education, suggested by the Organization for economic cooperation and development, Japan’s strategy is traditionally called mutual understanding approach, aiming mainly at the cultural diplomacy and spreading “soft power” around the globe. However, in modern Japan other strategies may become more important, such as skilled migration approach or capacity building approach. The goal of this paper is to demonstrate the reasons for different strategies in internationalization of higher education in Japan. It is argued that both skilled migration approach and capacity building approach are implemented, while the revenue-generating approach is not.

A study has been made for the European Parliament on the understanding of internationalization of higher education (IoHE) in the European context, based on two surveys, an analysis of the role of digital learning, ten national reports from Europe and seven from outside Europe. The study results in conclusions and recommendations on the future of internationalization of higher education in Europe, based on the national reports and a Delphi process among experts in international higher education. This is a summary of the key findings of the study, including a redefinition of the meaning of internationalization.

Internationalization of higher education has become an irreversible trend of modern world, where international course is the key link. For Chinese universities, during the transition from traditional ‘Foreign students class’ (for foreign students only) to ‘International class’, in which Chinese students and foreign students will be trained under one roof, they have to face great challenges of teaching transition, including teaching contents, methods, examinations transformations. In this paper, taking materials physics courses for example, we put forward some suggestions on teaching transformation of international education from ‘Foreign students class’ to ‘International class’, basing on the experience of one-year visiting in University of Victoria (UVic), Canada and the differences of teaching between our Northwestern Polytechnical University (NPU) and UVic.

This report identifies some of the problems of higher education in the Republic of Bulgaria related to the demographic crisis in the transition process and measures to overcome them. Emphasis is placed on the legislative framework, the rating system, the financing of higher education institutions and the science in them, the quality of training, the demand for staff from business and the supply of staff from universities, the admission of students and the offered forms of training. The analysis made by the authors is based on summarized data, which has been officially published, on the actual state of higher education in Bulgaria. Measures are proposed to overcome the problems, some of which are based on experience at the Technical University of Gabrovo.

The model of distance learning in the Institute of Economics, Management and Law (Kazan city, Russia) is created on the basis of educational sphere diagnosis taking into account foreign and Russian experience. The specificity of the model is the permanent diagnosis of the components of the educational environment such as teacher qualifications, level of students’ actual knowledge, filling the educational process with information technologies, availability and quality of electronic resources, the correct choice of learning technologies, and policy in the field of the computerization of the professional education process.</p>
