The article considers the concept of startups and ecosystems of startup development. It investigates the innovativeness ratings of countries and regional ecosystems of startups and the factors influencing the successful development of startups. The article considers the ranking of the best regional startup ecosystems in the world. It covers the experience of the leading regions, whose effectiveness is driven by attention to financing, networking, expanding access to markets, attracting and nurturing talents, accumulating experience and scientific development. Particular attention is given to the impact of the specialization and effectiveness of the regional focus strategy. Based on the methodology and results of the Global Startup Ecosystem Ranking 2019, authors have empirically investigated the startup ecosystem of the Lviv city. Authors described and systemized the startups operating in the city, the elements, and dynamics of the urban startup infrastructure. The preconditions for successful development of startups - financing, talents, experience, connectedness, access to markets - have been identified. The effectiveness of the activity of city authorities, the local policy of promoting the startup environment development - documents, measures and results – have been investigated. The main factors of Lviv’s regional leadership in the development of digital startups in Ukraine are: the dynamic development of the IT industry, the development of digital competencies and the concentration of talent in leading universities, the development of corporate universities and innovative infrastructure, the development of infrastructure and comfort in the city. For the development of the Lviv startup ecosystem, it is recommended to focus the efforts on further accumulation and transfer of experience, retention of talents, improvement of technology transfer systems, focusing on areas of exclusive competence while expanding access to finance and the global market.

The article sheds light on the power struggles at the heart of the Italian Resistance movement. From June 1944, as the movement grew rapidly, the leadership positions, both at national and local level, became ever more important and contested. The most significant roles in the Resistance, such as the national and regional leadership, but also the provincial commands, depended on the military strength of the various formations and on the power of the anti-Fascist parties. The re-formed political parties attempted to occupy important positions in the Resistance movement, hoping that these roles would help them out in any future settlement. In fact the rules of the game turned out to be far more complex and the political role played by any particular party did not determine its future success. The Anglo-Americans' influence over the power balance within the Resistance movement was to be decisive. The Allies managed to orchestrate the appointment of Raffaele Cadorna, who was not looked on favourably by the parties of the left and the Action Party, as military commander. In this way the Allies fostered the growth of moderate military formations frequently linked to Christian Democracy. In order to understand the Resistance in all its complexity, it is therefore necessary to return to the concept of internal conflict. The power struggles were better managed at national rather than local level, where they frequently led to violence.

The article examines the struggle of the Qatari- Turkish alliance for regional leadership in the Federal Republic of Somalia. The analysis revealed that the foreign policy activity of Turkey and Qatar in Somalia began during the events of the Arab Spring. Ankara and Doha used diplomatic, military and fi nancial instruments to strengthen their infl uence in the country. Moreover, Qatari money played an important role in promoting pro-qatari candidates to power during the 2012 and 2017 presidential elections. However, the eff orts of the Turkish- Qatari alliance to strengthen its position in Somalia have clashed with the interests of the Saudi- Emirati bloc seeking regional dominance. On the other hand, the inability to close the main cooperation with the central government in Somalia forced the UAE to support such autonomous regions as Somaliland, thereby intensifying the destabilization processes in the country.

El artículo analiza la estructuración de la política de ciberseguridad de Brasil entre los años de 2003 y 2016 como componente de su estrategia de inserción internacional y proyección de liderazgo en el Sul Global. El campo de la gobernanza de la Internet, de lo cual la ciberseguridad es parte, ofrece al país una oportunidad de relativo bajo costo de protagonismo en la elaboración de normas internacionales. Analizase documentos principales de esa política y argumentase que ella es parte de los esfuerzos de proyección del soft power del país en el campo de la seguridad internacional, pero que sus incoherencias pueden afectar y hasta mismo comprometer esta estrategia. Por fin, trazase breves proyecciones para esta política ante los cambios políticos en Brasil.AbstractThe article analyzes the structuration of Brazil’s cybersecurity policy between the years of 2003 and 2016 as a component of its strategy of international insertion and projection of leadership in the Global South. The Internet governance field, of which cybersecurity is a part, offers the country a relatively low-cost opportunity of protagonism in the elaboration of international norms. It analyzes cornerstone documents of this policy and argues that it is a part of the country’s efforts to project its soft power in the field of international security, but that its incoherencies can affect and even compromise the strategy. Finally, it draws brief projections to this policy in face of political changes in Brazil.
