The focus of the article is on the normative and institutional approach to optimizing the further functioning of industrial parks in Ukraine, namely: the need for systemic changes in the innovation and investment sphere to increase GDP growth per capita. The analysis of influence of industrial parks on macroeconomic indicators of a number of countries, and also, stimuli and dynamics of development of industrial parks in national economies of the world is carried out. Automation and maximum normative and institutional simplification of procedures in the creation and operation of industrial parks of foreign countries are stated. Emphasis is placed on the effectiveness of policies to prevent financial abuse in the procedures of state support for industrial parks, as well as the relevant factors enshrined in the legislation of some countries. The analysis of indicators of deindustrialization of the Ukrainian industry simultaneously with sharp "investment hunger" of economy of Ukraine which provokes unemployment, preserves poverty of the population, slows down industrial reconstruction is executed. The list of factors that complicate the implementation of industrial parks is systematized. The state of the regulatory framework for the functioning of industrial parks is analyzed, the presence of a number of draft laws aimed at restarting the idea of ​​creating and maintaining industrial parks is stated. Arguments of significant influence of industrial parks on the development of regional infrastructure and economy are given. It is stated that for many regions the development of industrial parks can be a salvation from repression. The criteria of expediency of their creation and efficiency of work in the regions are systematized. Emphasis is placed on the need to pay attention to regions in need of economic diversification, in particular the old coal regions, which fall under the government's mine closure program. As a concrete example, the analysis of the prospects of economic development of Donetsk region in the framework of the implementation of the Concept of economic development of Donetsk and Luhansk regions, approved by the Cabinet of Ministers in December 2020. An analysis of the latest strategic documents, in particular, the approved Development Strategy of Donetsk and Luhansk regions for the period up to 2030, given the comprehensive analysis, provided proposals for optimizing the regulatory and institutional framework for the formation and effective operation of industrial parks in Ukraine.

<p>What are the most important factors related to economic development? This paper explores the essential variables necessary for destination development and inward direct investment. These variables include: quality of living, quality of infrastructure, and quality of workforce. Quality of living is considered the most important of these to spur on economic development. Many business operators would rather live where they invest making quality of place an equally important variable that is intrinsically linked to quality of living. Destination development through place-building techniques, informed by the concept of <em>baukultur,</em>is assessed using quality of living, economic development and economic diversification as markers. Quality of living and quality of place are inherently connected when attracting business and growing employment, therefore, these two terms will be referred to as QLP throughout this paper..  Intended to help program and policy planners understand these concepts, this paper will explore cases of successful exercises of destination development that involve recreation and culture-oriented place building. Introduction. The influence of political factors on economic processes in Ukraine is extremely important. Changes in political elites, their use of certain social and economic instruments, types and models, affect the state of social and economic development of the country in the short, medium and long term. That is why research and analysis of the economic situation in political cycles is an important issue that needs to be studied. Methods. The theoretical and methodological basis of the research are the fundamental positions of modern economic theory, scientific works of scientists on the problems of economic cycles. The general development of the Ukrainian economy under the influence of political factors is analyzed in the course of the research on the basis of the historical approach, as well as the method of analysis and synthesis used to determine the influence of political cycles on the development of the country's economy, abstraction and synthesis, comparison and analogy when comparing the results obtained by researchers and establishing the possibility of their use for carrying out tasks for the prevention of economic imbalances. Results. The article deals with the influence of political cycles on the economic situation, the dynamics of macroeconomic indicators and economic development in Ukraine. The main problems of economic policy are outlined and recommendations on elimination of economic imbalances and increase of welfare of citizens, increase of efficiency of fiscal measures in Ukraine are developed. It has been determined that in order to overcome the above-mentioned problems in the economic sphere in the process of elaboration of the economic development strategy for the long-term perspective, it is necessary to involve experts from among the scholars, business circles, expert analytical organizations in forming the directions of implementation of fiscal policy in the long-term perspective, as well as to ensure transparent and open relations. between state authorities and other actors in the social and economic sphere. Discussion. The study of political transformations and the analysis of their impact on economic fluctuations will enable future researchers to use better the results of their work to prevent economic imbalances in Ukraine. В статье рассматриваются основные экономические аспекты государственного регулирования Казахстана в условиях кризиса мировой экономической системы и пандемии. Дается анализ структуры валовой добавленной стоимости по отраслям Казахстана, основных показателей по основным целевым индикаторам развития экономики. Определена роль современного состояния банковского сектора в развитии экономики страны: участие в формировании ВВП, динамика и структура совокупных активов и обязательств за последние годы. Авторы показывают влияния банковского сектора на развитие экономики Казахстана и выявлены его проблемы и факторы, которые оказывают влияние на текущую ситуацию, и сделан прогноз на будущее развитие. Приведены показатели инвестиционной активности экономики. Обращено внимание на уязвимость национальных экономик от влияния мировых финансовых кризисов, показано, что в условиях трансформационных преобразований целесообразным является активизация кредитования, стимулирования хозяйственной деятельности с целью восстановления и оживления экономического роста. Определено, что важным инструментом государственного регулирования экономического развития должен быть финансовый мониторинг совокупности макроэкономических показателей, способствующий повышению результативности дальнейших финансовых преобразований Результаты проведенной работы могут способствовать расширению границ исследований вопросов по развитию экономики Казахстана, а также выступать аналитической основой для дальнейших разработок. The article examines the main economic aspects of state regulation of Kazakhstan in the context of the crisis of the world economic system and pandemic. The analysis of the structure of gross value added by industry in Kazakhstan, the main indicators for the main target indicators of economic development. The role of the current state of the banking sector in the development of the country's economy is determined: participation in the formation of GDP, dynamics and structure of total assets and liabilities in recent years. The authors show the influence of the banking sector on the development of the economy of Kazakhstan and identify its problems and factors that affect the current situation, and make a forecast for future development. Indicators of investment activity of the economy are given. Attention is drawn to the vulnerability of national economies to the impact of global financial crises, it is shown that in the context of transformations, it is advisable to activate lending, stimulate economic activity in order to restore and revive economic growth. It has been determined that an important instrument of state regulation of economic development should be financial monitoring of a set of macroeconomic indicators, contributing to an increase in the effectiveness of further financial transformations. The results of this work can contribute to expanding the boundaries of research on the development of the economy of Kazakhstan, as well as serve as an analytical basis for further developments.

Economic development has been associated with structural changes in the national economies. On the path of its economic development, India has reached a level where there is predominance of service sector and it has become the mainstay of the growth process especially over the last ten years. Uniqueness and sudden growthpattern of service sector of India needs to be recognised, understood and analysed with its implications for long term development strategy and policy. It is against this backdrop, that the present study has been designed. It is an attempt to study the trends and implications of sectoral growth with special reference to service sector in India. The analysis brings out the fact that in comparison to the world scenario, growth of service sector in India is not so pronounced. The study has found that except for the service sector hardly any significant change can be identified in the growth performances of the other two sectors in the post-reforms period. A striking feature of India's development is that growth in Indian service sector is not accompanied by additional employment opportunities, which have brought structural imbalances. The results reveal trade hotel, transport and communication as one of the most contributing sector of service sector to GDP. The study emphasised that the services sector is one of the areas, where India needs to focus on sharply to increase its share in the global services trade. However, it is imperative that the industrial and agricultural sectors also grow rapidly but unfortunately till now; the relatively jobless nature of growth in India's services sector underscores this need.

This paper 1 analyzed and compared the main macroeconomic indicators of Xinjiang Uygur Autonomous Region (XUAR) of China and the other provinces in China, by using the macroeconomic data of China and 12 western provinces from 1999 to 2011 and considering the indicators of average developing level and economic development. Results from this study shows that the main problems existing in the process of economic development include several aspects in XUAR, such as lacking scale of fixed and foreign investment, and existed big gap of people's income between XUAR and the whole country and the other western provinces, and also, the industrial structure is not reasonable. Therefore, XUAR should fully use the golden opportunity for a new round of western development strategy including national policy on counterpart support, and makes effort in improving investment environment and expanding the ways to attract foreign investment as well as increasing the resident’s income to reduce the gap in income. Currently, the most urgent task of XUAR is to adjust local industrial structure and speed up the social economy so as to catch up with the average developing level of China.

Lending capital, credit and debt financing have been around and used to fuel economic development since the time immemorial. There are innumerable studies by international and Russian scholars that look into the evolution of these notions and lending instruments employed. The collective monograph edited by A. Porokhovsky and published by the MSU in 2014 intends to provide an all-around political and economic as well as applied review of the current debt issues faced by the global economy, national economies of Russia, U.S.A. and countries of the European Union. The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.
