The Climate and the Debt

This chapter examines two major impulses of transnational incidence that have action blotters extending back decades: climate change and long-run deficit. Current evidence shows how it is not clear that peer countries are actually digging their teeth much deeper into climate change than the Americans. In a 2014 Organization for Economic Cooperation and Development (OECD) report, the U.S. ranked fifteenth in climate-control progress. Meanwhile, American remedial action regarding debt/deficit has apparently stood up well as compared to others. As of 2011, the United States ranked thirteenth in public debt as a percentage of GDP in a comparison set of thirty-one peer countries. Given the trends, this American near-averageness does not point to a carefree future.

Although anthropogenic climate change has contributed to warmer ocean temperatures that are seemingly more favorable for Atlantic hurricane development, no major hurricanes made landfall in the United States between 2006 and 2016. The U.S., therefore, experienced a major hurricane landfall drought during those years. Using the high-resolution Geophysical Fluid Dynamics Laboratory 25 km grid High-Resolution Forecast-Oriented Low Ocean Resolution (HiFLOR) global climate model, the present study shows that increases in anthropogenic forcing, due to increases in greenhouse gasses, are associated with fewer long-duration major hurricane landfall droughts in the U.S., which implies an increase in major hurricane landfall frequency. We create six different fixed-distance ‘buffers’ that artificially circle the United States coastline in 100 km radial increments and can compensate for the bias in hurricane landfall calculations with six-hourly datasets. Major hurricane landfall frequencies are computed by applying the buffer zones to the six-hourly observed and simulated storm track datasets, which are then compared with the observed recorded major hurricane frequencies. We found that the major hurricane landfall frequencies generated with the 200 km buffer using the six-hourly observed best-track dataset are most correlated with the observed recorded major hurricane landfall frequencies. Using HiFLOR with an implemented buffer system, we found less frequent projections of long-duration major hurricane landfall drought events in controlled scenarios with greater anthropogenic global warming, which is independent on the radius of the coastal buffer. These results indicate an increase in U.S. major hurricane landfall frequencies with an increase in anthropogenic warming, which could pose a substantial threat to coastal communities in the U.S.

Previous research concerning climate change in the United States clearly illustrates the necessity for observing how ecological systems are influenced by natural disasters (Staudinger et. al. 2013; Nelson et. al. 2013). Traditionally, ecology is concerned with the relationships between organisms (human and other living beings) and their environment (Tyler & Spoolman, 2013). Human understanding of how organisms are affected by, how they adapt to, and how they work to sustain their environment has become even more diverse in recent years (Staudinger et. al. 2013). This may be due to a number of environmental factors that have occurred in recent years. However, this paper seeks to examine the ecological effects of the wind factor. In particular, we address the ecological effects of hurricanes as it relates to (1) environmental outcomes and alterations among organisms in the United States, (2) the well-being and adaptation of human and organismic life (i.e. animals, plants, etc.) post Hurricane Katrina and Camille (3) and how hurricanes alter and transform health and restoration patterns in the U.S.

More than 50 years after the U.S. Surgeon General's first report on cigarette smoking and mortality, smoking remains the leading cause of preventable death in the United States. The first report established a causal association between smoking and lung cancer, and subsequent reports expanded the list of smoking-attributable causes of death to include other cancers, cardiovascular diseases, stroke, and respiratory diseases. For a second level of causes of death, the current evidence is suggestive but not sufficient to infer a causal relationship with smoking. This study draws on 1980–2004 U.S. vital statistics data and applies a cause-specific version of the Preston-Glei-Wilmoth indirect method, which uses the association between lung cancer death rates and death rates for other causes of death to estimate the fraction and number of deaths attributable to smoking overall and by cause. Nearly all of the established and additional causes of death are positively associated with lung cancer mortality, suggesting that the additional causes are in fact attributable to smoking. I find 420,284 annual smoking-attributable deaths at ages 50+ for years 2000–2004, 14% of which are due to the additional causes. Results corroborate recent estimates of cause-specific smoking-attributable mortality using prospective cohort data that directly measure smoking status. The U.S. Surgeon General should reevaluate the evidence for the additional causes and consider reclassifying them as causally attributable to smoking.

The United States emerged as the most powerful country after World War II and as such found itself in an influential position to be involved in the future and destinies of many countries across the globe. The U.S. played a major role in the post War economic reconstruction in Europe and rendered assistance to many European states. American power at this time was seen to have extended to other parts of the globe, including the Middle East, which has been a region of interest to outside powers. This short paper tries to look at U.S. ambitions in the region and how far the U.S. has gone in achieving these ambitions. The paper argues that U.S. policies in the Middle East were in the long run, a failure, despite whatever successes achieved, following certain developments in the region, beginning with the 1979 revolution in Iran.

The Paris Agreement made a breakthrough amid the deadlock in climate negotiations, yet concerns are raised regarding how much impact the new voluntary climate regime can make. This paper investigates the socialization mechanism that the Paris Agreement sets up and explores the prospects of “institutional transformation” for it to make a dent. It examines the factors that can facilitate voluntary climate action by using the cases of the most recalcitrant emitters, the United States and China. It argues that the US and China cases suggest that the socialization from the bottom-up by domestic actors may be one of the critical elements that determine states’ position on climate change.

Subject. The article addresses the tax reform of 2017, initiated by D. Trump. Objectives. The aim is to determine the relationship between the total volume of tax revenues to the budget of the U.S. Government and the growth of U.S. GDP in the long run. Methods. To identify the impact of the tax reform on the investment climate in the country and the subsequent GDP growth, we formulate a hypothesis and propose a regression model. The quarterly data from 04.01.1960 to 07.01.2019 serve as a statistical sampling, published by financial departments of the U.S. Office of Management and Budget and the U.S. Bureau of Economic Analysis. The study rests on the econometric analysis enabling to identify the impact of the volume of tax revenues from the corporate income tax and individual income taxes on the level of the GDP of the United States. Results. In the short term, we observe a decrease in tax revenues and a subsequent increase in the budget deficit, in the long term – an increase in business activity of the country, a growth in foreign direct investment, and, consequently, an increase in the GDP. The paper offers a model for assessing the economic growth of the GDP of the United States, in which tax predictors were used in combination with macroeconomic indicators. Conclusions. The experience of the United States and the results of this study may be used by the governments of developing countries and experts in the field of taxation for tax policy development.

President Trump’s decision to withdraw the United States from the Paris Agreement on Climate Change is both a major reversal of the Obama administration’s climate policy and a huge blow to global climate governance. The comprehensive regression of President Trump’s climate policy manifests mainly in three aspects: abolition of the clean energy plan, exit from the Paris Agreement, and a return to traditional energy policies, which reflect the cyclical and volatile nature of the U.S. climate policy. With its lasting negative impact, the China-U.S. cooperative leadership in global climate governance is stranded. In this light, China should strive for a bigger role in leading global efforts to address climate change and enhance cooperation through various mechanisms. Under the current U.S. policy environment, China can still strengthen cooperation with the United States in such fields as traditional energy, infrastructure investment, global energy market, and green finance.

The United States and China have recently been called upon to exercise more leadership in developing an effective international policy response to climate change, but without giving attention to either the risks inherent in taking on such a role or the mechanism by which leading can mobilize others to act in response. Here, I understand leadership as action by a sufficiently powerful actor in a cooperative scheme that is capable of triggering reciprocal actions by followers on behalf of that scheme, and argue that such leadership can be coaxed by potential followers through pledges of reciprocal action that are made conditional upon prior action undertaken by a leader. In the context of the current international impasse over post-Kyoto climate change mitigation commitments, I identify means by which leadership by the U.S. or China might be induced by such conditional pledges, potentially allowing some obstacles to international collective action on climate change mitigation to be overcome.
