Introduction: new economies North and South – sharing the transition to a just and sustainable future

This chapter sets the scene for the edited collection which follows it, recounting the findings of an international conversation on the social and solidarity economies between participants from Europe and Latin America. It discusses problems and possibilities for learning and policy transference between different places, acknowledging the power relations involved between global north and south, centre and periphery. It introduces a four part conceptualisation of the social and solidarity economy sector between Social Enterprise and Social Entrepreneurship; the inclusive Social Economy; the Solidarity Economy, working on conceptions of how we want to live in a climate constrained world, and the Antagonistic Economy, challenging pathological aspects of contemporary neoliberalism.

This concluding chapter draws together lessons learned from the encounters between social economy activists and academics from Latin America and Europe which were brought together in this collection. It discusses the role of antagonism in social economies, especially in the light of austerity in Europe – and Latin America’s experiences of a lost decade. It discusses tensions between the benefits of top down, centralised, state delivered welfare, and grassroots creativity, arguing for the development of 45 degree politics that maintains the best of both conceptions, with the state maintaining universal access and sufficient resources, while grassroots actors ensure that initiatives are tailored to local needs. Finally it brings together arguments for the need for the SSE sector to develop conceptions of prosperous livelihoods providing dignity and inclusion for those currently denied a livelihood with dignity in the concept of the Anthropocene. It concludes by arguing that these conceptions can best be developed though continued dialogue between actors in the global North and South.

Building on the diverse economies perspective of JK Gibson-Graham, this chapter discusses how conceptions of just and sustainable economies in the context of the Anthropocene can be generated and, more importantly, performed through social and solidarity economies in the global North. It reviews concepts of the SSE in the global North, and discusses the extent that the UK social economy sector has been tamed and neoliberalised as more antagonistic conceptions of co-operative and grassroots economies created by green and socialist activists in the 1970s and 1980s have been transformed into neoliberal conceptions of social enterprise, with an inbuilt assumption that the private sector is more effective than the public. It discusses how in conditions of austerity social enterprise can legitimate the abandonment of socially excluded communities, and that to counter this, the social economy sector in the UK should develop more antagonistic perspectives, learning from Latin Americans. Finally, it discusses the contribution of Transition Initiatives in rekindling conceptions of grassroots sustainable economies.

Dominant conceptions of solidarity economy, social enterprise, and innovation (SSEI) remain poorly positioned for understanding the diverse models emerging across the global South. The purpose of this paper is to examine the power relations between the global North and South in the production and dissemination of SSEI knowledge, highlighting the importance of recognizing alternative discourses in the global South. This contextual analysis is developed through consideration of the construction of the hybrid SSEI model in Colombia, drawing upon postcolonial theory and using Nicholls’ framework on the legitimacy of SSEI discourses. This paper offers the first application of postcolonial theory to the analysis of SSEI in the global South. This research has demonstrated that the construction of the SSEI sector in Colombia is a reflection of the dynamic interplay of the hybrids, as it incorporates the hero entrepreneur and business-like discourses within the traditional community discourse, which indeed is a combination of domestic (indigenous collective practices) and colonizer influences (e.g., cooperatives, associations). This paper also identifies the current tensions that have emerged from such hybridity within the country.

The social economy sector in Croatia has been neglected for a long time and has not been recognized as a space for sustainable jobs and the development of a more inclusive and cohesive society, as is the case in many Eastern and Central European countries. On the other hand, social entrepreneurship is a relatively new phenomenon established in this century. The aim of this paper is to assess the trends and challenges of social economy development in Croatia as the newest, last EU member state. On the basis of a secondary data analysis, the paper scrutinizes trends in social economy development. Social entrepreneurship is analysed as a part of the social economy that is strengthening, as well as the economic activity of associations that tends to turn into a social economy or a solidarity economy. The paper will also give an overview of the instances of the institutional context of the development of cooperatives and social enterprises, such as the recent legislative and policy changes, as well as the institutional framework with some insights into recommendations how to promote the development of the social economy sector in Croatia. In the last decade the concept of development and promotion of social economy and social entrepreneurship are part of EU policy to tackle the social exclusion of persons in a vulnerable position. Also, the model of social economy is one of the key instruments for achieving social objectives within the framework of the sustainable and inclusive growth. Social benefits are measured by integration and employment of disadvantaged people, the contribution to the process of social inclusion of other vulnerable people, and the economic indicator is expressed by saved public funds for social welfare, on the one hand, and the additional funds compensating the social costs of long-term unemployment. What is important to happen is to create suitable conditions for the development of social enterprises with the widest possible range - vulnerable groups themselves and their problems are diverse and different, and the "answer" to their needs must be flexible in order to be efficient and effective; "way to solutions" is not important (the path may be different, as are diverse and vast opportunities for economic initiatives) that leads to the result itself, the result is important - better integration and sustainable tackling of social exclusion.The Economic and Social Council of the Republic of Bulgaria (ESC) believes that social enterprises in Bulgaria are still an untapped business model. Current social enterprises are mainly non-governmental organizations by applying the relevant legislation creating social enterprises whose business is focused on the realization of the social purpose and mission of the organization. Social enterprises in Bulgaria operate in various sectors, the most serious part are in: the delivery of social services; providing jobs for people with disabilities; mediation in finding employment of unemployed persons; provision of health services; аctivities in the field of education and others.In realizing these activities the leading is not the end product but the achieved social effect on individuals themselves expressed in obtaining the necessary support to integrate into society. In this sense, there are three basic models of social enterprises: The most common model is the one that creates jobs and develops the workforce. By business jobs are created primarily for people with disabilities. Most often the social enterprise is the employer of people with disabilities in order to achieve the integration of persons with disabilities in the labor market and create conditions for a better life. Another popular model of a social enterprise is the one in which the enterprise produces goods and seeks markets, also engaging with their distribution. Most often social enterprises involve persons with disabilities in the form of occupational therapy involved in the production of certain goods. Existing social enterprises in Bulgaria within this model are engaged in the manufacture of certain products by persons who are unemployed or socially excluded. The aim is to enable them to work and improve their social inclusion. The third existing model in Bulgaria is related to the provision of social services generally through payment of external customers, while social enterprise provides social services to its members. Payment is under contract with the state or a municipality. Within this model, services are provided to different users paid directly to social enterprise for direct service.

Social entrepreneurship has to be perceived in the context of social economy. It is the production, supply and / or organization of consumption of goods with a socially significant effect. The objectives of the paper are: to define the essence of the social entrepreneurship, its relation to the other business models and the social enterprise as an organizational subject of social entrepreneursh. The institutional framework and the legal foundations of these processes in the EU and Bulgaria have been outlined. Some specific problems - institutional, legal, economic are concerned and directions are given for solving them.

This paper aims to examine the motivations, values, and job satisfaction among the people employed in the sector of social entrepreneurship that were obtained through a qualitative study of ten Croatian social cooperatives. In our analysis, we interpreted the experiences of working in a social enterprise from the employee perspective. Our findings suggest that the participants/employees of social enterprises favour intrinsic motivation and values related to their jobs, that they describe their working conditions in social enterprises positively, and that they share a perceived increase in the quality of life since having started working at a social enterprise. The described relations between motivation, job experiences, and participatory management allowed us to build upon and extend the existing body of research on motivation and job satisfaction in the social economy sector.

PurposeThis paper critically assesses Western views on the social economy in contrast to everyday realities in a low-income country, and challenges ethnocentric epistemologies in the discourse of social enterprise and social entrepreneurship that is prevalent in international development. It charts the changing trajectory of the social economy and different influences.Design/methodology/approachQualitative data is used to explore views of members of social enterprises in Northern Cambodia. Three enterprises with different characteristics were selected. Semi-structured interviews and a group discussion took place in each case, exploring motivation, values, empowerment, participation, equity, innovation and risk appetite.FindingsThe important roles social enterprises play in rural community development are sometimes at odds with the reasoning of Western development agencies. The social economy in Cambodia is undergoing change with the advancement of capitalist market forces. This suits formal businesses but could exacerbate the exclusion of various community actors.Research limitations/implicationsThree case studies are in close proximity in Northern Cambodia, and the situated dynamics may not transfer well to other contexts. Some limitations are offset by the selection of different types of social enterprises.Practical implicationsThe study gives insights of value to the designers of programmes or projects to support social enterprise who work within international development agencies and non-government organisations. For academics, it offers critical insight into assumptions about social enterprise that emanate from Western management literature.Originality/valueThis paper meets the need for close-up inter-disciplinary work on social enterprise development in under-represented contexts.

Abstract: The aim of this article is to present and discuss the perspectives of social entrepreneurship conveyed by third sector organizations in Portugal in the context of the main international theoretical approaches. As part of a research project on social entrepreneurship in Portugal, the article analyses the content of 20 semi-structured interviews with key actors within the Portuguese third sector. It is assumed that the roles these actors play are a clear indicator of the importance their views can hold in defining the social entrepreneurship field in Portugal. This analysis enables us to conclude that heterogeneous views and blurred defined boundaries frame the debate on social entrepreneurship’s processes and definitions, with some actors even rejecting it in favour of other concepts such as “social economy” or “solidarity economy”. Nevertheless, the central issues that arose are associated with the individual qualities of the entrepreneur, as well as the sustainability of the initiatives.

Abstract This article explores the European Parliament's July 2018 non-legislative resolution proposing to the European Commission a directive for facilitating social enterprise companies’ cross-border activities. The proposal is first situated within the context of the social economy and how the sector has grown in importance to European integration. The proposal and the European Commission's response are then examined. Although the European Commission was not convinced that Member States would be amenable to the proposal, a consensus may already exist that is sufficient to garner their support. Even if this prediction is wrong, however, it is argued that there are reasons to surmise that the proposal will likely be reassessed and ultimately successful at some future point. Finally, the proposal is viewed with a reflexive harmonisation lens. Through the analysis, regulatory issues are identified, and a solution is then suggested.
