Planning and the Assessment of Housing Need and Demand

The land use planning system in Britain is frequently seen as a key constraint on increasing housing supply and this is the topic for Chapter 9 in conjunction with an analysis of the development and use of household projections in determining housing requirements. Household projections had, and continue to have, very real impacts on how land supply and prices are determined and therefore on how many new homes are provided. The chapter discusses the development of the regulatory system starting from the 1947 Town and Country Planning Act and the role of the public sector in overcoming post-war shortages. The chapter then moves on to examine the development of concerns about the negative impacts of planning from the 1970s. The question arises whether this approach remains relevant in a market-led economy. The chapter also considers alternatives to the English land use planning model, notably the use of zoning systems in many countries with comparable pressures.

This article investigates the performative role of accountancy in embedding market mechanisms in public services. Drawing on the work of Karl Polanyi, it argues that marketisation can be understood as a work of calculative modelling in which the fiction of a self-regulating market is propagated through the concealment of the social and political practices on which it depends. Exploring this thesis in the marketisation of housing land supply, the article provides a forensic study of an accountancy procedure called the Housing Delivery Test that modelled an ideal housing market in the English land-use planning system. The study points to the importance of Polanyi's analysis in theorising the performativity of calculative practices in the project of marketisation, not as creating the economy they describe but in fashioning a fictional market.

In the last decade access for disabled people to public buildings has become an important part of the political agenda. Yet, one of the main forms of discrimination which still persists against disabled people is an inaccessible built environment. In particular, statutory authorities have been slow to acknowledge the mobility and access needs of disabled people, and the legislative base to back up local authority policies remains largely ineffectual and weak. In this paper, the interrelationships between disability and the built environment are considered by focusing on the role of the UK land-use planning system in securing access provision for disabled people.

Encountering cities as complex systems has been pictured as both an intellectual challenge and an urge to reconceptualise planning practices accordingly. Statutory planning in Finland, like in many other European countries, is built on the principles of hierarchical three-level zoning and area reservation codes. The zoning system reflects two historical tasks: the industrialising society’s need to separate uses and the post-war desire for hierarchical administrative structures. Both these demands are rapidly losing their importance. The article focuses on current urban planning practices and planning rules, discussing their limitations to cope with urban complexity and self-organised dynamics, and aiming to develop new rules that could potentially turn complexity into an asset. Evolving digital technologies provide completely new opportunities for developing urban planning into a more transparent and interactive tool. In this framework, we set out to study the development potentials of planning rules in Finland, where the drafting of a new Land Use and Building Act is currently underway calling for a reassessment of the operative role of the planning system.

The purpose of the article is to evaluate role of land use planning project (hereinafter - LUPP) specified in the legislation of Latvia in sustainable development of territory. In Land Use Planning Law adopted in 2006, LUPP is project for arrangement of territory and measures of improvement of land use conditions, for part of an administrative territory of local government, separate immovable property or land parcel, which is developed for exchange of land parcels or elimination of inter-areas, for reorganisation of land parcel boundaries, as well as for subdivision of land parcels. In Latvia for sustainable development of the territory, legislative acts of spatial development planning system have been adopted at several levels, from which for detailed arrangement of territory detailed plan should be developed. The detailed plan often includes reorganisation of land parcel boundaries, but legislation determines that detailed plan should be developed in territories specified in spatial plan, mainly before commencing new construction. The LUPP is not planning instrument for territory development and may be developed in territories in which regulatory framework do not provide development of detailed plan. However, in local governments it is relatively common that for areas intended, for example, for individual building, for subdivision of land parcels, LUPP rather than detailed plan has been choosen to develop. In order to clarify these concerns, the study carried out survey of specialists of local governments and the article summarises analysis of results about development of LUPP in relevant local governments, as well as, on the basis of relevant regulatory enactments, compared the objectives and conditions for development of LUPP and detailed plan.

There are clearly significant social benefits to land-use planning, but there may also be significant private and social costs which need to be taken into account. In this paper we explore the relationship between land-use planning, the supply of housing land, and the supply and price of housing. It is based on two pieces of empirical research. In the first study, an investigation was conducted of the extent to which land supply, and particularly the operation of the planning system, had affected house prices in Britain during the 1980s, and how far planning had placed a constraint on land supply or simply reorganised that supply. In the follow-up study a single planning area was looked at to examine the extent to which increased land allocations in one area can compensate for constraints on land supply in another. We conclude that the planning system imposes significant costs, which include the exacerbation of price increases in periods of economic growth, but without being able to generate higher housing output during recession. In addition the planning system tends to foster a narrower range of housing types and densities than would be expected in its absence, and so restricts the choice available to consumers.

ABSTRACTBacteria rely on a range of extracellular metabolites to suppress competitors, gain access to resources, and exploit plant or animal hosts. The GacS/GacA two-component regulatory system positively controls the expression of many of these beneficial external products in pseudomonad bacteria. Natural populations often contain variants with defective Gac systems that do not produce most external products. These mutants benefit from a decreased metabolic load but do not appear to displace the wild type in nature. How could natural selection maintain the wild type in the presence of a mutant with enhanced growth? One hypothesis is that Gac mutants are “cheaters” that do not contribute to the public good, favored within groups but selected against between groups, as groups containing more mutants lose access to ecologically important external products. An alternative hypothesis is that Gac mutants have a mutualistic interaction with the wild type, so that each variant benefits by the presence of the other. In the biocontrol bacteriumPseudomonas chlororaphisstrain 30-84, Gac mutants do not produce phenazines, which suppress competitor growth and are critical for biofilm formation. Here, we test the predictions of these alternative hypotheses by quantifying interactions between the wild type and the phenazine- and biofilm-deficient Gac mutant within growing biofilms. We find evidence that the wild type and Gac mutants interact mutualistically in the biofilm context, whereas a phenazine-defective structural mutant does not. Our results suggest that the persistence of alternative Gac phenotypes may be due to the stabilizing role of local mutualistic interactions.

This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.
