Marine fishery is an important part of China’s economic development. Marine fishery is not only related to the development of marine economy, but also the marine ecological environment. It is very important to promote the competitiveness of marine fisheries, protect marine ecology, and explore the sustainable development of marine fisheries. In this regard, this article analyzes the development trend of marine fisheries, analyzes the current problems in marine fishery governance, and explores effective countermeasures for the development of marine fishery governance, hoping to provide some ideas for promoting marine fishery governance and enhancing the benefits of marine fishery development.

Study on the rationality of marine economy and coastal comprehensive competitiveness, is one of the fundamental theoretical problems co-ordination of land and sea. In order to evaluate the comprehensive competitiveness of coastal areas based on gray system model, calculated correlation and trends between economic development and integrated coastal ocean competitiveness. The result shows that there is a strong correlation between marine economy and inland comprehensive competitiveness in China. And the correlation presents an increasing trend. Marine economy is highly depending on inland economy social development. To achieve sustainable development, extended to the advantage of relying on the sea should be given full play to realize interactive development between marine system and inland system. The conclusions could provide a reference for the policies and plans to develop coastal economic development and marine economic.

Marine economy include economic activities taking place on the sea and is directly related to the exploitation of the sea in the coastal strip of land. Vietnam is a maritime country with strategic position advantages for both the region and the world. Therefore, the marine economy has become a part of the national economy and significantly contributed to the national economic development strategy. During the revolutionary leadership process, the Communist Party of Vietnam has been aware of the important role of the marine economy in the overall economy, sovereignty protection, especially during the comprehensive reform period of the country. In order to provide an systematic review of the developing process of the thinking and reasoning of the Party on the marine economic development during the reform period, this article analyzes the Party's view on marine economic development through the congresses from 1986 up to now. On that basis, the article also mentions the Party's viewpoint on some solutions for a sustainable development of the Vietnam’s marine economy during the period of accelerating industrialization, modernization and international integration such as communicating, raising social awareness, constantly improving institutions and policies, planning, and promoting the development of science, technology and marine human resources so as to create a breakthrough for sustainable development of the marine economy.

The development of marine economy has stimulated the need for marine natural products and services, as well as the demand and utilization intensity of marine resources. As a result, the coastal regions start to discharge more and more pollutants, posing a serious threat to marine ecoenvironment. Because of the interactions between marine economy and marine ecology, it is of practical significance to study the marine economic-ecological complex system (MEECS). However, the relevant studies have several common defects: the incomplete data statistics system, the limited attention on development law or action mechanism, and the lack of long-term quantitative and empirical analysis. To overcome these defects, this paper tries to measure the coordinated and coupled development (CCD) and evaluate the sustainable development of MEECS. Specifically, an ecology-dominated coordinated development model was proposed for the complex system, and a differential equation model was established to describe the dynamic coordinated development of the complex system. Through data envelopment analysis (DEA), the sustainable development of the complex system was evaluated based on its input-output efficiency. Through experiments, the outputs of decision-making units (DMUs) of our model were obtained, and the development of the subsystems in MEECS was evaluated comprehensively to verify the effectiveness of our algorithm.

China is a country of vast maritime territory and the gross ocean production (GOP) depended marine resources have accounted for about 10% of the gross domestic product (GDP). However, when the ocean was deeply explored, the pollution and deterioration of marine environment have become a worldwide issue. In order to maintain the growth of marine economy and protect the marine environment, it is necessary to employ the perspective of sustainable development to take the relationship between marine economy and marine environment as a coupling mechanism. In this paper, the data of marine economy and marine environment in China were analyzed and the development of marine economy and marine environment were divided into three steps. Based on this analysis, the symbiotic relationship of marine economy and marine environment was revealed.
