The crisis in the dimension of the quality of human resources and the crisis in the field of the identity and morality of Indonesian people is a troubling education problem in Indonesia. This paper seeks to convey views about managerial efforts in curriculum development for leading programs in the context of Muhammadiyah Elementary schools. This study uses a qualitative field research approach at SD Muhammadiyah Kleco. The results of the study show: The implementation of the management of Leading Program Development at the Muhammadiyah Elementary School in Kleco, Kotagede, Yogyakarta is not much different from the management of PAI curriculum in other schools which includes planning, organizing, implementing, and evaluating curriculum activities. The results achieved from the implementation of the Featured Program at SD Muhammadiyah Kleco Kotagede are the increasing knowledge and abilities of students, especially in the aspects of the Qur'an. In addition, the implementation of the Featured Program also had a positive impact on student achievement in the religious field and besides that it was also a branding force for the Muhammadiyah Kleco Elementary School in Yogyakarta to compete in the education market especially in the city of Yogyakarta. Abstrak Krisis dalam dimensi kualitas sumber daya manusia maupun krisis dalam bidang identitas dan moralitas manusia Indonesia merupakan problematika pendidikan yang meresahkan di Indonesia. Tulisan ini berupaya untuk menyampaikan pandangan tentang upaya manajerial pengembangan kurikulum untuk program-program unggulan dalam konteks sekolah Dasar Muhammadiyah. Penelitian ini menggunakan pendekatan kualitatif field research di SD Muhammadiyah Kleco. Hasil penelitian menunjukkan: Implementasi manajemen Pengembangan Program Unggulan di SD Muhammadiyah Kleco Kotagede Yogyakarta tidak jauh berbeda dengan manajemen kurikulum PAI di sekolah lain yang meliputi kegiatan perencanaan, penggorganisasian, pelaksanaan, dan evaluasi kurikulum. Hasil yang dicapai dari pelaksanaan Program Unggulan di SD Muhammadiyah Kleco Kotagede adalah semakin bertambahnya pengetahuan dan kemampuan siswa terutama pada aspek Al Qur’an. Selain itu, pelaksanaan Program Unggulan juga memberikan dampak positif kepada prestasi siswa di bidang keagamaan dan selain itu juga sebagai daya jual (branding) SD Muhammadiyah Kleco Kotagede Yogyakarta untuk bersaing dalam pasar pendidikan khususnya di kota Yogyakarta.

This paper examines the application of the zonation system in the City of Pasuruan. Based on preliminary observations of the zoning system in Pasuruan through the Education and Culture Office of Pasuruan City, it showed that; (a) the zoning system has been implemented in Pasuruan City, (b) there are written regulations regarding the implementation of zoning system policies in Pasuruan City, (c) there are technical guidelines regarding zoning system policies in Pasuruan City, (d) there is socialization regarding the requirements and flow of registration admission of new students (PPDB), (e) there is a schedule and time for registration, (f) there is a score for PPDB supporting values, (g) there is a school capacity, and (h) there is a division of zoning area designations. The purpose of this study was to explain parents' perceptions, equal access and improve the quality of education. The research method in this study used field research methods, namely direct observation of the research subject (parents of students) and combined with literature study. The research approach wass a qualitative approach. The qualitative research procedure produced descriptive data in the form of sentences or writings from other researchers as reinforcement of explanations in the articles and field data that the authors refer to. From the results of the study, most of the parents of students assumed that the zoning system policy was a process of admitting new students based on distance, namely the distance between the house to the school. The positive impact was that parents of students did not bother thinking children's transportation costs. The students’ parents found that it was easier to monitor their children's interactions at school and in their neighborhood.Keywords: Sistem Zonasi, Akses dan Peningkatan Mutu Pendidikan, Kota Pasuruan.

The purpose of this research is to multiply the innovation related to civil case administration carried out by E-court by the Religious Court of the City of Banjar and the suitability of case administration based on Regulation No.1 of 2019. This research method is included in the category of field research, with a research approach. qualitative, with data collection techniques carried out through observation, interviews, and documentation. Meanwhile, the data analysis technique is done by analyzing the data inductively. The results show that 1) Civil case administration innovation in PA Banjar City in implementing simple, fast and low cost court principles is by implementing E-court, while still monitoring to avoid extortion and brokering perpetrators who charge fees outside the provisions that apply to people who are looking for justice. 2) The suitability of electronic civil case administration carried out in PA Banjar City refers to Perma No. 1 of 2019 can be said to be appropriate, which is evidenced by the existence of communication and socialization to employees, and ecourt services in PA Banjar City are adjusted to SOP which applies to the Banjar City Religious Court. The down payment fee of the case is adjusted to the radius of each area (plaintiff and defendant). 3) Constraints in using E-court in PA Banjar include Server Errors, Human Resources, excessive time saving, unable to explore the information that must be conveyed by both the plaintiff, defendant, and witnesses due to the limited time available the judge.

AbstractThe purpose of this study was to determine the distribution of productive zakat in the form of venture capital carried out by BAZNAS (National Zakat Agency) as an effort to alleviate poverty in the city of Yogyakarta. The type of research is field research. The research method is qualitative descriptive. The results of the study revealed that the implementation of productive zakat capital had a positive impact on alleviating poverty, increasing income and bring forth new entrepreneurs. Therefore, the program of distributing productive zakat by BAZNAS in the city of Yogyakarta needs to be carried out continuously while improving the quality of the management and the resources.AbstrakTujuan penelitian ini adalah untuk mengetahui distribusi zakat produktif dalam bentuk modal usaha yang dilakukan oleh BAZNAS (Badan Amil Zakat Nasional) dalam upaya pengentasan kemiskinan di kota Yogyakarta. Jenis penelitian yang dilakukan ini adalah penelitian lapangan. Adapun metode penelitian ini bersifat kualitatif deskriptif. Hasil penelitian mengungkapkan bahwa pengimplementasian modal zakat produktif berdampak positif dalam pengentasan kemiskinan, peningkatan pendapatan serta melahirkan wirausahawan baru. Oleh sebab itu, program penyaluran zakat produktif oleh BAZNAS kota Yogyakarta perlu terus dilakukan sembari meningkatkan kualitas pengelolaanya serta sumber dayanya.

Yogyakarta is a city and the capital of Yogyakarta Special Region in Java, Indonesia. It is renowned as a center of tourism, education and culture. Yogyakarta is one of the foremost cultural centers of Java. This region is located at the foot of the active merapi vulcano. Yogyakarta is often called the main gateway to the Central Java as where it is geographically located. It stretches from Mount Merapi to the Indian Ocean. This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. This will lead to establish an accountable enterprise both for the micro enterprise and customers which at the end will strengthen the development of the micro enterprise in Yogyakarta.Keyword: micro entreprise, human resources, government roles, capital, partnership and autonomous.

The learning process in madrasas (Islamic-based elementary schools) is seen as being able to contribute to instilling values and norms in students following Islamic teachings. The issue of organizational culture and teacher performance also becomes a determining factor in creating a quality learning process. In this research, the aim is to determine: 1) the effect of organizational culture on the quality of the learn-ing process; 2) the effect of teacher performance on the quality of the learning process; and 3) the influ-ence of organizational culture on teacher performance. Respondents in this study were all class teachers from three madrasas as a sample representing all public madrasas in the city of Bandar Lampung, Indo-nesia. The results obtained indicate that the variables of organizational culture and the quality of the learning process have an influence, with R squared of 0.67 or 67%, which is classified as moderate. This shows that madrassas have implemented predetermined work culture values, namely: a) integrity, the harmony between correct thoughts, words, and deeds; b) professionalism, working in a disciplined, competent, and timely manner with the best results; c) innovation, perfecting existing and creating new and improved techniques and ideas; d) responsibility, working thoroughly and with thought for the con-sequences; and e) being exemplary, setting a good example for others.

The quality of human resources, work professionalism, communication has an influence on the performance of education and employment center employees in airlines both partially and simultaneously. The research approach used in this study is a quantitative approach. The aviation training center population was 79 employees and 75 people were taken as respondents with the sampling method used was simple random sampling or simple random samples. The method of data analysis uses multiple linear regression analysis. The results of testing and analysis conducted stated that the quality of human resources has a positive and significant effect on employee performance, work professionalism has a positive and significant effect on employee performance and communication has a positive and significant effect on employee performance. Simultaneously the quality of human resources, work professionalism, and communication support employee performance.

Abstract The results of the conducted pilot research indicated the basic local problems of the residents of Zabrze city. The purpose of the next research was to answer the question: how to improve the quality of life of residents in a city with significant air pollution. Activities aimed at this goal are inscribed in the idea of "smart city". The article presents the results of pilot measurements of air pollution with toxic gases in the Zabrze city in the Silesian agglomeration (Poland). Field studies at selected locations in the city concerned measurements of nitrogen dioxide, sulphur dioxide and carbon dioxide. The aim of these studies was to identify areas of the city with significant air pollution with toxic gases in order to plan further detailed research. Made measurements showed the appearance of the local problem of accumulation of pollutants in several areas of the city. The results obtained were compared with surveys conducted among residents of the Zabrze city. The aim of the survey was to examine the respondents' awareness of: the location of areas with noticeable air pollution and health problems resulting from air pollution in the place of residence. The article also presents a plan of possible actions for the city of Zabrze within the framework of the "smart city" idea to improve the quality of life of the local city community in conditions of increased emission of gas pollution in the city.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

This study aims to determine how the role of principal In Improving Teacher Quality in Private MTs Nurul Falah Talok Kresek Tangerang District. This research is qualitative with Field Research approach (Field Research). In this research, it is found that the head of madrasah in improving the quality of teachers in private MTs Nurul Falah Talok Kresek Tangerang Regency can be achieved. Achievement and success are based on a number of findings in the research that took place, namely 1). The Head of Madrasah has empowered the effort to improve the quality of teachers by covering various practical and logical work such as teacher competence test, guidance of teaching program and improvement of teacher professionalism, Increase of income and teacher welfare. 2). Madrasah principals undertake various development and fulfillment efforts related to infrastructure and madrasah infrastructure facilities. Another result of this research is that the success of the madrasah head that can support the process of teacher quality improvement can occur due to several factors, among others 1). Madrasah principal can play an important role as a leader with its central power to always move the artery of madrasah life, 2). The head of Madrasah is also able to understand SOP, their duties and functions for the success of madrasah accompanied by a strong attitude towards the subordinates who lead in this case the teacher in his madrasah. Human resources are the biggest strength in the management of Islamic educational institutions. The quality of human resources is crucial right now, because competence of human resources who have knowledge and skills will be able to cope environmental changes. Teachers and employees are the key of success in educational institutions. Good or bad performance of teachers and employees will support the competitiveness of schools. Based on this phenomenon, this research reveals the development of educators and education staff in enhancing competitiveness in the Excellent Islamic Elementary School in Bukittinggi City. This research uses descriptive qualitative. Located in Excellent Islamic Elementary School Bukittinggi City. The source of data in this study is the board of trustees, principals, teachers and employees. The techniques of data collection are participant observation, in-depth interviews and documentation. Later on the collected data is analyzed using data reduction techniques, data presentation, and conclusion. All data are approved by validity through a credibility test, transferability test, dependability test and conformability test. The results showed that the development of teachers and employees is done through 1) on the job training, that is, development that takes place during working hours takes place both formally and informally. 2) Off the job training, that is development that has done specifically outside of work. As for the development carried out: a) training in the form of quantum teaching training, workshops for making learning media and parenting seminars, b) rotation position, c) Religious Development, d) Teacher working groups (KKG) and comparative studies. This development aims to improve the competencies of teachers and employees in the school environment so that they can improve the quality of Islamic educational institutions in accordance with the increasingly stringent times.
