The article deals with the problems of the ecological system in Russia and the directions of their solution on the basis of economic and social development programs. Consumer attitudes of people to the environment is the main cause of the deterioration of its condition, which leads to a decrease in stocks of non-renewable natural resources. In addition, it threatens the existence of humanity. The environmental problems of our time require not only the introduction of resource-saving technologies in all sectors of production, the use of alternative energy sources, but also ensuring the restoration of the already damaged ecosystem resilience and their preservation in the future.

Problem setting. Transformation of social relations, as well as the state of the natural environment necessitate the study of the origins of development and the formation of Ukrainian legislation in this area. Rapid rates of man-made load, depletion of natural resources, impossibility (or slow) recovery of natural resources - all these are factors that encourage rapid further steps towards innovative solutions to the use and protection of the environment. Alternative energy sources, the so-called renewable energy sources, are becoming increasingly popular due to their potential and environmental and economic characteristics of use. The object of the origins of the development of legal relations on the use and protection of the environment in the field of innovation. The subject of the study is the historical aspects of the regulation of legal relations on the use and protection of the environment in the field of innovation. The state of research of the problem. The origins of scientific research on the relationship between the use and protection of the environment have repeatedly attracted the attention of researchers. In particular, in this area there were publications of legal scholars: A.P. Hetman, H.V. Anisimova, V.L. Bredikhina, M.V. Krasnova, Y.S. Shemshuchenko, N.R. Malysheva, G.N. Polyanskaya, V.G. Emelyanova, V.V. Nosik and others. However, the study that would be aimed at analyzing the normative regulation of legal relations on the use and protection of the environment in the field of innovation has not yet been, which prompted us to choose this topic of research. The target of this research is to identify and analyze the origins of legislation and scientific achievements in this area. Scientific novelty is the search for and further development of an effective mechanism for regulating the legal relationship between the use and protection of the environment in the field of innovation. Article’s main body. The historical continuity and recurrence of the main legal forms, as emphasized in the literature, make it possible to predict the direction of further development of legislation taking into account the maximum use of valuable historical experience, on the one hand, and avoid future use of legal forms that have failed. Conclusions. Today we can conclude that nature management is irrational, leads to depletion (or disappearance) of natural resources, there is a violation of the ecological balance of natural systems - as a result of rising Earth temperature, destruction of ecosystems, deteriorating human health. Rapid population growth has been observed with great progress, and industrial development has contributed to the increase in energy consumption and the use of non-renewable energy resources, the mass consumption of which has had negative consequences for the environment. Unlike countries with more developed economies, Ukraine is only at the beginning of its path of saving the environment, but instead continues to operate an extensive type of economic development. Natural resources are not used efficiently enough, and if we do not take decisive action, we can already have irreversible consequences. The answer to this should be alternative energy sources - renewable, resource-saving, waste-free (low-waste).

The development of scientific and technological progress in architecture gave the rise to a new phenomenon – the bionic architecture. Bionic architecture is based on already established methods of design in the framework of the "green standards"; it contributes to the improvement of the ecological balance of the environment and preservation of natural resources. The use of new technologies of construction, fabrication, design, alternative energy sources allowed to create this innovative style, which is essentially a branch of the ecological approach. The article reveals main achievements in the field of application of technical devices to increase the efficiency of resource use in architectural objects and their impact on morphogenesis.

Energy that is not popularly used and is usually environmentally sound like wind, solar, geothermal is simply regarded as renewable energy. The renewable energy made available through established sources and technology is considered as non-conventional one, if otherwise, conventional. Speaking strictly the forms of alternative energy or renewable energy are environmentally favorable and no negative impacts and economically viable. Alternative energy sources are necessary to explored in context to solve the present problem of energy crisis in Nepal. Being rich in natural resources Nepal posses' high potential of development of energy generation station. Subject. The article discusses limited sources of energy nowadays and an ongoing survey of new ones. I focus on fuel and energy complexes worldwide and in Russia. Objectives. The study is to analyze the future use of alternative energy sources in the fuel and energy complex nationwide and worldwide. I review the existing energy sources of the fuel and energy complex in the global and regional markets, specifically the alternative ones. Methods. The study relies upon methods of statistics, analysis and systems approach. Results. The article demonstrates that the fuel and energy complex strongly depends on the current situation in the energy resource market, which is difficult to forecast. If we continue relying on traditional energy resources, we get exposed to some risks affecting the sustainable development of the economy. Russia should diversify the power engineering sector by developing alternative energy sources. The article sets forth the economic rationale for alternative sources and key steps Russia shall make. Conclusions and Relevance. Considering the current situation in the energy balance, alternative energy is what any advanced society seeks for, being supported by manufacturers, governmental institutions, and researchers, though low profitability and high infrastructure costs impede its development. In Russia, these challenges are even more palpable. However, even now Russia is able to find alternative energy solutions. In addition to advantages of alternative energy, which is globally proclaimed, they will also help Russia diversify and update the economic system.
