With ‘Advanced Development Zones (TORs)’ formed in the Russian Far East in the mid-2010s, now it is a good time to overview the first five years of this policy development. Here, in contrast to the mostly qualitative prior studies, we assess the initial growth of the Far East TORs quantitatively. In order to achieve this, we set up a novel financial database which we use to trace the dynamics of zonal economic activities, compare their fiscal performances, and capture their structural differences. Our analysis, based on the database composing resident registers and financial accounting reports, reveals the following. First, a few TORs successfully attract new residents, leading to regional heterogeneity of the resident distribution and zone development dynamics. Second, there is one or a few companies in each TOR that dominate in the zone and determine total TOR revenue. Thus, their presences sway the TORs’ economic performance. Curiously, these ‘dominant’ firms do not necessarily act as ‘anchor residents’ originally supposed to initiate foundations of clusters in their industries. Third, small businesses, on the contrast, show rather low profitability; however, there is variation among companies in different TORs. SMEs are hoped to play a key role in creating local labor market stability and adding to the regional economy what centralized big business cannot. In this regard, the TOR’s institutional improvement is vital to ensure local SME profitability. Summing up, we bid to label TORs as having ‘rich’ or ‘poor’ development potential to attract and stimulate SME in the zones

The gold mining industry of the Russian Far East has a great development potential, whose economic growth largely depends on the efficiency of developing a unique mineral resource base. To do this, it is necessary to solve a number of tasks, including the management and organization of economic activities of enterprises engaged in the extraction of placer gold in medium and small volumes. Gold mining companies themselves positively assess the prospects for the development of the industry, despite the preservation of external restrictions imposed by Western countries. At the same time, the current position of the modern gold mining industry is determined not only by the state of the Russian economy, but also by a number of branch features related to the management of gold mining at the enterprise level. At the present time, there are increasing questions about the feasibility of consolidation of small and medium mining enterprises, which will allow them to overcome current trends in the economic development of the industry, by combining their own resources. At the same time, in practice, reverse phenomena are observed, indicating that the industry is segmented and the number of mining companies developing placer deposits is gradually increasing. However, consolidation processes, in the form of integration associations, represent one of the directions of development and effective functioning of Russian gold mining enterprises, therefore they require comprehensive research and remain relevant.

Subject. This article examines the transformations in regional labor markets, causing changes in labor mobility, redistribution of employment between sectors of the economy, economic activities, jobs in the resettlement system of the region. Objectives. The article aims to define regional particularities of worker mobility. Methods. For the study, we used logical, comparative, and statistical analyses, and classification. Results. The article describes adaptive strategies of population behavior in the labor market in the context of crisis processes in the region's economy. It also identifies trends in employment patterns at the municipal level and assesses the characteristics of the development of human settlements in terms of spatial labor mobility. Conclusions. Changes in migration processes, redistribution of employment by line of business, and the development of small business and informal employment have significant regional specificity that must be taken into account when making management decisions.

The article explores Vladimir Arsen’ev’s rationalization of the economic activities that he observed during expeditions in the Russian Far East, predominantly in the Ussuri region. It analyzes his categorization of the local population, which was derived from nonmatching taxonomies and included concepts such as nationality, religion, race, and subjecthood. Disentangling this categorization helps to outline the main contexts that influenced Arsen’ev, such as postwar political and military concerns, challenges of settler colonialism, and nationalizing empire. The article shows how Arsen’ev’s intertwined life experiences as a military officer and geographer, colonization official, ethnographer, and resource-conscious naturalist outlined the limits of his imagination and provided the ground for his intellectual innovations.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

The paper summarizes information on chromosome numbers (CNs) of the Grass species (Poaceae) in the flora of Russian Federation, obtained on the original material, most part - from the Russian Far East (RFE). In some species the CNs are known in Russia or in the world only from RFE, in some – from one locality or few, or from one subregion of RFE. The grass species in RFE often occur in mountain regions and near seacoasts; some species are endemics, some were studied near the limits of their geographical distribution areas. The diversity of CNs, the special features of the CNs distribution in some grass groups are discussed. The alien species are abundant in RFE, and their CNs are also involved in the study. For karyologically polymorphous species further studies are needed.

Geniuses for breeding of high-productive variety samples of root crops with rather high resistance to diseases in the conditions of the South of the Russian Far East are revealed.
