Locations for industrial development in Indonesia often determined by spatial allocation policies than the needs of industrial players. This creates a gap between the industrial spatial allocation stated in regulation and location needs of industrial actors. That indicated by the rejection of offerings location by industrial actors. The industry is a business activity and its location chosen in the most favourable place and influenced by the location factors. However, industrial location decisions not only emphasizes to the preferences of the perpetrators but also influenced by strategies and policies within the larger organizational environment of central and local governments. A quantitative approach used in this study to assess the location preferences of local-based industries (IBPL) in Banyumas Regency, Central Java Province, Indonesia. The objective is to evaluate the local spatial regulation of industrial allocation zones so that the gap can be reduced. The study findings revealed that IBPL site preferences related to the local content of industrial characteristics and industrial scales. Medium and large IBPLs indicated to clustered; their location preferences tend to close to the supplier industries and located in the main of roads. The spatial distribution of small-scales IBPL sites show the symptoms of spontaneous location. It influenced by factor of local potential accessibility of labor. There are ten location factors affecting IBPL site selection and lean to show the dependence element of traditional industry characteristics. The most influential location factors are accessibility to the local potencies and accessibility to the business networks.

A framework for studying the ownership structure of industry in Israel's development towns is outlined, putting special emphasis on defining factors influencing entrepreneurship among residents of these towns, and relating these factors to theories of entrepreneurship in space, and to those of entrepreneurship among immigrant groups. Factors affecting external ownership of single-plant firms and location decisions of multiplant firms are considered in light of theories of industrial organization. Firms of different types are shown to react differently to the incentives of the Israeli spatial economic policy. Thus, whereas residents of the development towns benefit little from these capital incentives, nonlocally owned single-plant firms are most attracted by them. However, externally owned small single-plant firms have been shown to suffer from the greatest instability and to form very few local linkages. Another policy failure was the inability to attract government-owned military industries to the development towns.

This paper presents a quantitative study in measuring the perception of Malaysian SME towards ecommerce as an innovation and factors affecting the adoption of it. It is concerned with initiatives that are intended to help SME in Malaysia to adopt E-commerce as an innovation. The research has two main emphases: First, it presents some preliminary findings on the perception of Malaysian SME towards E-commerce as an innovation; and the level of confidence towards E-commerce as an innovation. Second, it streamlines various initiatives by Ministry of International Trade and Industry (MITI), Small and Medium Industries Development Corporation (SMIDEC), BankNegara Malaysia and local governments in accelerating the acceptance of E-commerce by Malaysian SME. The study engaged 38 SME participants through a survey using a self-administered questionnaire. 32% of the surveyed SME are from the Type 1 Industry; comprising manufacturing, manufacturing related services, and agro-based services and about 68% are from Type 2 Industry comprising services, primary agriculture, and ICT. The self administered questionnaire consists of two sections. Section I contains demographic information and SME specification while Section II contains 37 items: 31 items utilised Likert Scales items ranging from 1 (strongly disagree) to 5(strongly agree), and six items utilised defined interval scales. Rogers' attributes of innovations (2003): relative advantage, compatibility, complexity, trial ability and observability were used in the construct of the research instrument. This research emphasizes on Rogers'framework, as it was found useful where the study sought to understand the diffusion and use of Ecommerce by Malaysian SME in the investigation. Descriptive statistics were used to analyse and present empirical data of the 38 SME. The results from the quantitative data provided information on addressing barriers to SME, and confirmed the characteristics of Rogers' adoption categories. The study shows that the instrument which was designed with seven constructs lacked internal consistency in two determinants: relative advantage and observability. Findings interpreted through Rogers' theory suggest that an action plan should include initiatives to help SME towards E-commerce as an innovation.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

Рассмотрен комплекс действующих нормативно-правовых актов. Предложены управленческие алгоритмы решения проблем стратегического планирования. The features of the resource approach in the formation of industrial policy are characterized, the main tasks of the industrial development of Russian enterprises are formulated. The resource approach allows you to have a variety of modifications of the considered criteria, depending on factors affecting the development of the industrial potential of enterprises and organizations. A set of existing legal acts is considered. Management algorithms for solving strategic planning problems are proposed.

The process of urbanization is taking place fast and vigorously in large urban and peri-urban areas in Vietnam. According to national forecasts, the rate of urbanization nationwide will reach 39.3% by 2020 and 50-55% by 2035. Thai Nguyen is a province in the midland and mountainous region. The province is located at the northern gateway and bordered with Hanoi capital. In recent years, the agricultural land area of Thai Nguyen province has narrowed due to the urban-industrial development. Urban agriculture development is an inevitable direction, creating safe and high quality food products, protecting the ecological environment, and increasing people's income. Thai Nguyen is one of the provinces promoting sustainable urban agricultural development. Secondary and primary data sources are analyzed and synthesized by descriptive statistical methods. The article will analyze five groups of factors affecting urban agricultural development in Thai Nguyen province in the period 2015-2018, including Socio-economic; Natural conditions and infrastructure; Policy factors; Planning factors; Links and integration.

This study examines factors affecting the interest of state civil servants to undertake whistle-blowing action on local governments of Papua Province. The population in this study is the State Civil Servants (ASN) on local governments of Papua Province, with 120 number of people as sample in this research. Multiple regression analysis techniques is used to analysis, discuss and testing the hypothesis from the data collection. This research find that variabel of organization commitment has a significant and negative effect on the interest of state civil servants to undertake Whistle Blowing action. Thus it can be explained that, in high and low commitment of organzation environment which dominated by employees at SKPDs in government of Jayapura city that have lowered interest to undertake Whistle Blowing action. Then, varibale of Attitude has a significant effect on the Interest of Whistle Blowing action, which the attitude of the existing employees will increase the interest to Blow the Whistle at the SKPDs’ employees in the government of Jayapura city. Similarly, Personal Cost variabel has a significant affect on the interest of state civil servants to attempt a Whistle Blowing action, it can be seen that when there is a sufficient personal cost in the employees of SKPD in the government of Jayapura city, it will increase the interest in Blowing the Whistle. While, the degree of seriousness also has a significant influence on the employees to attempt a Whistle Blowing interest. This means that the increasing interest in Blowing Whistle among employees are required to enhance the degree of seriousness in conducting Interest of Blowing a Whistle at SKPD in the government of Jayapura city.
