In recent years, industrial conflicts have reached alarming proportions, especially in Ghana’s public sector. In some instances, workers resort to strike actions and marches when employers use lockout and other methods not approved by the Labour Act or set out in a collective agreement. In Ghana, several heads of institutions and the management of most public institutions make unilateral decisions without consulting collective bargaining agreements. Many structures have been thrown into disarray; thus, resulting in industrial tensions at one point or another. This study aims to assess how effective collective bargaining agreements are at resolving labour disputes. A descriptive survey design was used, and the study participants included members of the Public Service Workers’ Union (PSWU) with a sample size of 240 unionised staff members. Poor coordination, lack of shared respect and consultation, and an unfavourable attitude toward union leaders and members were discovered to be the key causes of industrial conflict in the public sector. Furthermore, problems relating to salaries and wages, redundancies and layoffs, gratuities and pensions, and bad working conditions were the other causes of industrial unrest in Ghana’s public sector.   It was suggested that employers establish a constructive collective bargaining procedural and substantive rule to react swiftly to economic changes that impact workers’ terms and conditions of service.

This study sought to examine the interplay between market rewards and sustainability of private nursing and midwifery colleges in a competitive market environment. Over the last two decades, there has been a proliferation of Private Nursing and Midwifery Colleges in Ghana. These colleges are increasingly competing with their counterparts in the public sector that receive incentives from government. Therefore, increasing market rewards of private nursing colleges is imperative for sustainability of the colleges. The study adopted a descriptive survey design using quantitative approach. Total number of respondent for this study was 142. The study uncovered that equal employment opportunities for graduates, tax holidays, subventions or support from government were the key market rewards that could lead to sustainability of private institutions. These rewards were found to have a significant relationship with sustainability of institutions. The study also discovered that, effective market rewards can lead to improvement in enrolment and attraction of local or external investors in management of private nursing and midwifery colleges to enable them compete with those in the public sector.

Strikes are a key tool for workers to achieve their demands against their counterparties. The right to strike for workers in the private sector was incorporated in law in 1938. The situation was different for public sector employees in the 20th century regarding the right to strike, salaries were decided by law. According to law from 1915 public sector employees were not allowed to go on strike. In 1976 civil servants were granted the right to strike regarding the main collective agreement and majority of public sector employees were authorized by law the right to strikes in 1986. This study presents strikes of the public sector employees i.e. employees of the state and local government from the year 1977 and shed light on the main reasons for the strike activities in the public sector. Since 1977 there have been 1.974.699 days lost due to industrial conflict in Iceland, whereof 932.102 or 47,7% are because of public sector strikes. Therefore public sector employees in Iceland, who are only 20% of the active labour market constitutes for almost half of all days lost due to strikes in Iceland. To get a comparison between strike frequency between the public and private sector strike volume was calculated. The strike volume shows the number of lost working days per 1,000 employees. The paper brings into light the main explanatory factors of the high strike frequency among public sector employees and discusses ways that can reduce the industrial conflict in the public sector. Some relate to the laws and regulations, other concern the industrial relations between the parties as well as collective bargaining arrangements.

This paper develops and illustrates the use of two methodologies to analyze the effect of unions on productivity in the public sector. Although the methodologies are applicable to a wide variety of public sector functions, the focus of the paper is on municipal libraries because of the availability of relevant data. The empirical analysis, which uses 1977 cross-section data on 260 libraries, suggests that collective bargaining coverage has not significantly affected productivity in municipal libraries.

This study investigates the influence of devolution and politics on the expansion strategies in public training institutions with reference to the Kenya Medical Training College. The specific objectives of the study are to: establish the influence of devolution of health services on the success of expansion strategies in the public training institutions and; determine the influence of politics on the success of expansion strategies in the public training institutions. This study is based on the contingency theory. It adopts the descriptive survey design. The study focuses on 2393 KMTC officers from the 73 KMTC campuses in Kenya, 42 ministries of health officials in the 42 counties that have KMTC campuses, and 42 local leaders from those counties that have KMTC campuses. The total targeted study participants were thus 2477. From these, 10% (248 persons) were sampled. The study used purposive and stratified random sampling techniques to obtain the study sample. Primary data was collected using structured questionnaires and interviews. Data from questionnaires were analysed using the Statistical Package for the Social Sciences (SPSS) version 24. Descriptive statistics (frequencies, percentages, and means) were used to describe the central tendencies of the data. In addition, inferential statistics (Pearson Correlation and Multiple Regression Analysis) were also used.  Data from key informants were analysed using content analysis techniques. The findings show that the two study variables influenced the uptake of expansion strategies at KMTC campuses. In this regard, Pearson correlation shows that there was statistical significant relationship between devolution of health services (r=0.322, p<0.001) and; politics (r=0.478, p<0.001) and success of expansion strategies. These findings show that politics was the strongest factor influencing the success of expansion strategies followed by devolution of health services. As such, avoiding the negative influences of the devolution of health services and politics can enhance the success of expansion strategies at KMTC. In this regard, efforts aimed at reducing political patronage as well as interferences of devolved governments in the running of KMTC campuses would enhance the performance of new campuses.

<p>This is a study of the lexical effects on New Zealand English of the legal, social and economic changes brought about by the fourth Labour government and its successor during the decade from 1984 - 1994, during which period the New Zealand public sector was radically reformed. In order to carry out this study a corpus of approximately five million written words was compiled, consisting of three parallel sets of documents from four domains of use in the public sector. Chapter One provides the rationale for scoping the study both to this particular ten-year period and to the lexis of four particular government departments, namely The Treasury and the Ministries of Social Welfare, Health and Education. A review of previous related work in the field of lexicography, and the aims and specific research questions which motivated the study, are located at the end of this first chapter. Chapter Two explains the reasons behind the selection of three particular documents for use as data sources: the Annual Reports, the annual Corporate Plans, and the triennial Briefings to the Incoming Government. This chapter also describes the methodology used to determine words for inclusion in the glossary which is located in Appendix I. The advantages and pitfalls of the Google search method are discussed, as are the approaches taken to dealing with multiword units, proper nouns, abbreviations and words of Maori origin. The construction and arrangement of the glossary are explained here, including the basis for selection of citations. In Chapter Three an overview of each ministry's dataset is given in terms of its linguistic characteristics, and the results of the study are described. The penultimate chapter catalogues the discovery of a rich vein of figurative language throughout the documents of the New Zealand Treasury, as evidenced by varied and extended metaphors used to express economic concepts. This chapter gives a brief account of metaphor theory and discusses the methodology used for identification of metaphors in the dataset. The fifth and final chapter of this study sums up the overall findings and points the way towards useful future research in this field. A major part of this study consists of the aforementioned lexicon in Appendix I of New Zealand-specific words from these domains and their illustrative citations. This lexicon is a record of the NZE words used in a particular dataset in the public sector of New Zealand. It amounts to approximately 260 entries supported by 660 citations, which were collected via an exhaustive data search of three types of government document over one decade. These terms are not new in the sense that they first appeared in NZE during the decade of this study, but approximately two-thirds of them are new in the sense that they do not appear in any dictionary of English. This collection of terms constitutes a cultural and historical archive, which records the distinctive identity of New Zealand's public sector as it underwent a revolutionary era of profound political and economic change.</p>

The right to strike has been recognised in France, even as a right guaranteed by the Constitution, since 1946. Strikes in the public sector are subject to specific legal regulation, including requirements for minimum notice periods and, in some circumstances, minimum service requirements. This contribution examines these special legal features of public-sector strikes. It is necessary to clarify the respective roles and responsibilities of the management of public enterprises (or administrative authorities) and the government. The article also considers alternative (and new) forms of collective action and agreements. In the future there may well be even greater scope for the regulation of strikes to be covered by collective bargaining.

Public employees in Florida have been permitted by law since 1974 to engage in collective bargaining with their employers. Along with the right to engage in collective bargaining, the law established a dispute resolution process for resolving bargaining impasses in lieu of the strike, which was strictly prohibited. This law also established the Public Employees Relations Commission (PERC), which was created to oversee the process. The present study was designed to evaluate the effectiveness of the present impasse procedure as perceived by the concerned parties. This study was exploratory in nature and designed to provide PERC and thus the Florida Legislature with the documentation required for review of the present law. A total of 1,150 questionnaires were mailed to union representatives and public employers. A 45 percent return rate was achieved. The return was approximately equally divided between the unions and the employers. Frequency distributions of these responses and regression analyses are presented and conclusions are drawn as to the perceived effectiveness of the process.
