The rapid evolution of numerous contemporary threats and the development of multilateralism constitute two significant driving forces for the intensified cooperation between the European Union and the United Nations as regards crisis management. Responding to crises (threats), both natural and man-induced, in an efficient manner requires effective crisis management in order to take steps as early as possible when a threat emerges. Given the increasing external expectations in this field addressed at the EU, it has gradually been developing relevant civil as well as military instruments of crisis management and response. The EU has also been developing collaboration with the UN which calls for increased commitment of regional organizations in bearing the costs of maintaining international peace and security. Although this cooperation is mutually beneficial, it is not free from weaknesses and limitations on various levels of operation.

<p>It is a rough time for the European Union (EU). A way of consolidating its leadership as a global actor would be through the implementation of its values and founding principles that it aims to export in its relations with another States. The EU has to be coherent with its Treaties and use the capabilities that it already has. The responsibility to protect is a possible solution for strengthening the role of the EU as a normative power while maintaining the international peace and security through the prevention of conflicts. This chapter addresses the European Union (EU) as a preeminent example of a regional organization and its role in international environmental law. It first examines the progressive affirmation of EU competence in the environmental field and its development of a distinctive environmental policy. The chapter then turns to the external dimension of EU environmental competence, discussing the EU's participation in and enforcement of international environmental law, as well as the general question of whether the EU can be said to have an external environmental policy. The EU internal environmental policy expands on the international stage. Even if it lacks the internal structures and resources fully and effectively to assume a role as a global environmental leader, the EU participates in environmental negotiations, concludes and implements international treaties, and exercises its ‘soft power’ to promote the development and implementation of international environmental law. The chapter concludes with some brief reflections on other regional organizations and their distinctions from the largely sui generis EU example.

This article explores how European Union (EU) peacebuilding is being reconfigured. Whereas the EU was once a bulwark of liberal peacebuilding, promoting a rule of law–based international order, it is now downplaying the goal of good governance and placing military capacity as central for international peace and security. Several works have analysed these changes but have not theorised militarism, despite war-waging and war-preparation have marked EU peacebuilding’s direction. The article argues that EU peacebuilding continues to expose elements of liberal militarism since its origins but is now changing from what Mabee and Vucetic call a nation-statist to an exceptionalist militarism. This shift implies that peace has ceased to be served by the intervention of sovereignty with a discourse based on the link between order, good governance, and human rights and is now premised on the upholding of sovereignty, even if that means the suspension of rights. The research draws on thematic analysis of EU documents and interviews undertaken with EU and G5 Sahel officials and managers of EU-funded peacebuilding programmes. It also briefly analyses the case of the Sahel as an example of how the build-up of states’ military capacity is strengthening states’ capacity to override human rights and repressing dissent.

In recent years, both the European Union (EU) and the People's Republic of China (PRC) have considerably stepped up their presence in Africa, including in the field of peace and security. This article discusses how the EU's and China's understanding of governance and sovereignty affects their respective security strategies in Africa. It argues that although European and Chinese rhetoric significantly differs in terms of the doctrines of sovereignty and governance, the conventional wisdom of two competing security models is inaccurate. As a matter of fact, Brussels and Beijing pursue converging security interests in Africa, a fact that can open the door for coordinated Sino-European crisis management efforts.

The European Union's development path as a supranational organisation in which a single political, economic, and security space on the European continent prevails was not simple and easy. For many years, the European community's ideological creators have been looking for a supranational model that would simultaneously meet the times' challenges and ensure economic prosperity, internal stability, peace, and security in Europe. Such an organisation should have had a role in the international order. In European politics and science, there have been differences of opinion on whether the EU should develop a crisis management system or not. The need for the EU to develop its capabilities in foreign and security policy has influenced the establishment of the crisis management system as we know it today. Thanks to that, the European Union is an important player in world security, especially through military and civilian operations.

June 2016 was marked by a landmark event - the so-called Brexit (literally from Britain’s exit ) – a referendum in which 52% of the population voted for the withdrawal of the United Kingdom from the European Union and only 48% - against. The significant changes that took place in the UK in the summer of 2016, finally split British society into those who are for and against leaving the European Union. The British media acted as a platform for political debates and discussions on the key issue of Britain’s stay in the EU. The most powerful media conglomerate, of course, had a decisive influence on the mood of those who voted, intensifying social polarization, which was reflected in the results of the fateful referendum. Elements of the British media played a key role in the debate over the referendum on the country’s membership in the European Union. The exit vote was influenced by a long campaign against the EU and against migration from EU countries. Throughout the campaign, virtually all media are in flagrant violation of journalistic standards of objectivity, fairness, and accuracy, becoming essentially propaganda bodies. The relevance of the study is due to the fundamental changes in British society related to the Brexit process, as well as the importance for politicians and the public of understanding public opinion and the media about Brexit. In addition, it is important to see how the view of Brexit has changed. It is necessary to find out the benefits, priorities and understanding of different scenarios, the driving forces behind these attitudes, and whether they change in response to statements and remarks by politicians and public figures. Britain’s withdrawal from the European Union is important for the whole world, as it affects the changing geopolitics of the whole of Europe. This topic is important for understanding the study of the political preferences of British society and the British media during the Brexit process. It can be stated unequivocally that both Brexit and the subsequent US election campaign in 2016 showed another example of skillful speculation in facts and figures, the successful creation and dissemination of unverified “viral information” through the media, which in the era of telecommunications has become a particularly effective tool for manipulation of public sentiment. The example of Brexit has demonstrated how to take the success of such campaigns to a new level, using all types of media (from traditional to electronic, including social networks), through which you can introduce into society binary oppositions that divide it, to introduce into the information space certain political figures, to popularize the necessary moods and slogans, to simplify the political process to the level of a show.

The European Union (EU) is increasingly aspiring to be a global peace and security actor. Using the Democratic Republic of the Congo (DRC) as a test case to analyse such ambitions, this article reveals that the EU's attempts to build peace and security are severely compromised by its bureaucratic and organizational complexity as well as by its ineffective policies. In fact, the EU's state-centred approach in the DRC has resulted in the EU's inability to deal with 1) the realities of governance in the DRC and 2) the strong trans-border dimensions of the conflict. As a result, the EU continues to lack a coherent strategy for the DRC, despite a large budget. The analysis concludes that the EU is more concerned with establishing a symbolic presence and a form of representation than with achieving specific goals.

AbstractIntroductionEducation and training are key elements of disaster management. Despite national and international educational programs in disaster management, there is no standardized curriculum available to guide the European Union (EU) member states. European- based Disaster Training Curriculum (DITAC), a multiple university-based project financially supported by the EU, is charged with developing a holistic and highly-structured curriculum and courses for responders and crisis managers at a strategic and tactical level. The purpose of this study is to qualitatively assess the prevailing preferences and characteristics of disaster management educational and training initiatives (ETIs) at a postgraduate level that currently exist in the EU countries.MethodsAn Internet-based qualitative search was conducted in 2012 to identify and analyze the current training programs in disaster management. The course characteristics were evaluated for curriculum, teaching methods, modality of delivery, target groups, and funding.ResultsThe literature search identified 140 ETIs, the majority (78%) located in United Kingdom, France, and Germany. Master level degrees were the primary certificates granted to graduates. Face-to-face education was the most common teaching method (84%). Approximately 80% of the training initiatives offered multi- and cross-disciplinary disaster management content. A competency-based approach to curriculum content was present in 61% of the programs. Emergency responders at the tactical level were the main target group. Almost all programs were self-funded.ConclusionAlthough ETIs currently exist, they are not broadly available in all 27 EU countries. Also, the curricula do not cover all key elements of disaster management in a standardized and competency-based structure.
