This article aims to analyse the legal status of regional cooperation among the South Pacific countries and territories, as not every entity in the Pacific Basin possesses International law features of a state. Regionalisation, as well as regionalism, as illustrated by the example of the South Pacific region, is a new topic to examine, especially in the Polish and European literature. Therefore, this topic does need further and deeper analysis. First of all, both regionalism and regionalisation are international phenomena that were set against the process of globalisation only in the last two decades of the 20th century. Secondly, the Pacific Ocean became more dominant in geopolitics than the Atlantic Community at the beginning of 21st century. There are many publications regarding local cooperation mechanisms worldwide. Most of them, though, concern political and/or economic integration, and neglect the legal aspects of regional integration. The outcome of this article is nonetheless to present the contemporary legal statusof the South Pacific cooperation, though it is at the stage of regionalisation, while not yet regionalism – fully formalised and structuralised just as it is on the other continents.

Cooperation in the South Pacific region is unique due to the characteristics of its participants. Following the period of decolonization (1962-1980), countries in Oceania have radically changed. Achieving independence gave those nations international legal personality, yet complete independence from their former colonial powers. The following consequence was gaining an opportunity to draft, adopt and execute own laws in national and foreign policy. PICT (Pacific island countries and territories) have been expanding connections, political and trade ones, within the region since the 1960s when permanent migration of islanders and intra-regional transactions began. Migrations along with foreign aid are considered as the distinctive characteristics of the Pacific Ocean basin. Since the 1980s, the regional integration in Oceania, through establishing regional groupings and increasing the regional trade agreements number, took on pace and scope. The MIRAB synthetic measure (migration, remittances, aid, bureaucracy) has been used in analyzing the Oceania developing microeconomies. Last but not least, migration and foreign aid have been retaining the region from a deeper and more effective stage of regionalism.

Chapters 2–6 survey the political and socioeconomic forces underlying the global sustainability crisis. Understanding the scale and depth of contemporary forces of capitalism and consumerism requires a close look at the consequences of imperialism and colonialism on patterns of violence and exploitation. This chapter begins this process of understanding by sketching the history of ecological imperialism after 1600, seeing this as a reasonable starting date for the beginning of what many scholars are now calling the Anthropocene Epoch (or the age of humans, replacing the geologic epoch of the Holocene beginning 12,000 years ago). It opens with Captain Pedro Fernandes de Queirós’s voyage across the Pacific Ocean in 1605–06 to “discover” modern-day Vanuatu, before turning to look more globally at the devastation of imperialism – and later colonialism – for the South Pacific, the Americas, Africa, and Asia. Over this time conquerors enslaved and murdered large numbers of indigenous people; cataclysmic change came as well, however, from the introduction of European diseases, plants, and animals. This chapter’s survey of imperialism, colonialism, and globalization sets the stage for Chapter 3, which explores the devastating history of the South Pacific island of Nauru after 1798.

<p>As the world’s largest ocean, the Pacific Ocean is intricately linked to major changes in the global climate system. International Ocean Discovery Program (IODP) Expedition 378 is designed to recover Paleogene sedimentary sections in the South Pacific to reconstruct key changes in oceanic and atmospheric circulation. These cores will provide an unparalleled opportunity to add crucial new data and geographic coverage to existing reconstructions of Paleogene climate and as part of a major regional slate of expeditions in the Southern Ocean to fill a critical need for high-latitude climate reconstructions. Appropriate high-latitude records are unobtainable in the Northern Hemisphere of the Pacific Ocean.</p><p>The drilling strategy included a transect of sites strategically positioned in the South Pacific to recover Paleogene carbonates buried under red clay sequences at present latitudes of 40°–52°S in 4650 – 5075 meters of water depth. Due to technical issues we no longer will be able to reach the deeper sites. Therefore, the focus of Expedition 378 will be now to obtain a continuous sedimentary record of a previously single hole, rotary-drilled, spot-cored, classic Cenozoic high-latitude DSDP Site 277 and provide a crucial, multiple hole, mostly APC-cored, continuous record of the intermediate-depth Subantarctic South Pacific Ocean from the Latest Cretaceous to late Oligocene.</p>

The chapter focuses on contemporary globalization and emerging regional cooperation initiatives in the context of economic development. The authors analyze the trends of the current globalization (new protectionism) and conflicts/contradictions between various forces involved in global economic integration. The chapter also investigates the trends, status, issues, and impacts of the de-linking project of the South initiatives (which can be seen in the forms of various regional blocks). It also provides a comprehensive treatment of the subject and recommends new perspectives on the potential developmental effects of regional cooperation and the implications of regional integration for global economic development.

Abstract. Air–sea CO2 fluxes over the Pacific Ocean are known to be characterized by coherent large-scale structures that reflect not only ocean subduction and upwelling patterns, but also the combined effects of wind-driven gas exchange and biology. On the largest scales, a large net CO2 influx into the extratropics is associated with a robust seasonal cycle, and a large net CO2 efflux from the tropics is associated with substantial interannual variability. In this work, we have synthesized estimates of the net air–sea CO2 flux from a variety of products, drawing upon a variety of approaches in three sub-basins of the Pacific Ocean, i.e., the North Pacific extratropics (18–66° N), the tropical Pacific (18° S–18° N), and the South Pacific extratropics (44.5–18° S). These approaches include those based on the measurements of CO2 partial pressure in surface seawater (pCO2sw), inversions of ocean-interior CO2 data, forward ocean biogeochemistry models embedded in the ocean general circulation models (OBGCMs), a model with assimilation of pCO2sw data, and inversions of atmospheric CO2 measurements. Long-term means, interannual variations and mean seasonal variations of the regionally integrated fluxes were compared in each of the sub-basins over the last two decades, spanning the period from 1990 through 2009. A simple average of the long-term mean fluxes obtained with surface water pCO2 diagnostics and those obtained with ocean-interior CO2 inversions are −0.47 ± 0.13 Pg C yr−1 in the North Pacific extratropics, +0.44 ± 0.14 Pg C yr−1 in the tropical Pacific, and −0.37 ± 0.08 Pg C yr−1 in the South Pacific extratropics, where positive fluxes are into the atmosphere. This suggests that approximately half of the CO2 taken up over the North and South Pacific extratropics is released back to the atmosphere from the tropical Pacific. These estimates of the regional fluxes are also supported by the estimates from OBGCMs after adding the riverine CO2 flux, i.e., −0.49 ± 0.02 Pg C yr−1 in the North Pacific extratropics, +0.41 ± 0.05 Pg C yr−1 in the tropical Pacific, and −0.39 ± 0.11 Pg C yr−1 in the South Pacific extratropics. The estimates from the atmospheric CO2 inversions show large variations amongst different inversion systems, but their median fluxes are consistent with the estimates from climatological pCO2sw data and pCO2sw diagnostics. In the South Pacific extratropics, where CO2 variations in the surface and ocean interior are severely undersampled, the difference in the air–sea CO2 flux estimates between the diagnostic models and ocean-interior CO2 inversions is larger (0.18 Pg C yr−1). The range of estimates from forward OBGCMs is also large (−0.19 to −0.72 Pg C yr−1). Regarding interannual variability of air–sea CO2 fluxes, positive and negative anomalies are evident in the tropical Pacific during the cold and warm events of the El Niño–Southern Oscillation in the estimates from pCO2sw diagnostic models and from OBGCMs. They are consistent in phase with the Southern Oscillation Index, but the peak-to-peak amplitudes tend to be higher in OBGCMs (0.40 ± 0.09 Pg C yr−1) than in the diagnostic models (0.27 ± 0.07 Pg C yr−1).

The appropriateness of providing the pertinent context for the analysis of non-Western cultures ensues from the author's analysis of current regional economic integration processes in Asia, and their specific characteristics, when confronted with the Western concepts on regionalism. Regional integration case studies analyzed include the Pacific Basin countries, the Association of Nations from Southeastern Asia (ANSEA), the Asia-Pacific Economic Forum (APEC), the Cooperation Council of the Gulf (CCG), and the Southern Asia Association for Regional Cooperation (SAARC).

This chapter explores international law in the South Pacific Island states of Oceania. While there are some commonalities, the area is one of immense cultural and biological diversity. South Pacific Island states are beset by plural legal systems, where state laws coexist with non-state laws, at times operating side by side and at others overlapping or even intermingling. These competing domestic laws are not the only sources of law to contend with; international law plays an increasingly large role in these countries. While international law is traditionally regarded as the law governing the relationship between states, ‘modern’ international law includes rules relating to individuals and non-state bodies. This additional layer of law increases the complexities of the relationship between formal and customary laws. The chapter then focuses on international law in common law island states in the Pacific, specifically looking at the South Pacific Island states which have ratified the Pacific Island States Trade Agreement.

Abstract The Pacific Island countries are in the front line of adverse impacts from sea level rise. For the last decade the South Pacific Forum Members have been seeking ways to preserve their entitlements to their maritime zones and resources in the event of inundation of coasts and coastal features as a result of sea level rise. The issue was explored by the International Law Association in its 2018 Report and is being considered by a Study Group of the International Law Commission. This 2021 Declaration by the 18 Members of the South Pacific Forum purporting to fix permanently their maritime entitlements represents a major development in State practice for the region.
