This chapter examines the politics of difference and solidarity among Latin American and Black Power radicals that challenged the exclusion of marginalized groups from the universal. Dependency theory provided an explanation for neo-colonialism and the long search for Latin America identity and solidarity. A black cultural nationalism and black history provided the motifs for establishing a sense of peoplehood and asserting God is black. A narrative in which God was partial to the oppressed offered a way for liberationists to conceptualize a new inclusive universal humanity.

Dependency theory is a set of ideas with a strong potential for influencing policy actions in the Third World. Originally developed during the late 1960s to explain the problems of development in Latin America by scholars working in that region, the theory has attracted a great deal of attention both in the literature and in Third World countries. Though the logical consistency and empirical validity of the theory have been questioned, evidence about the influence of dependency theory on the economic policies of specific countries has been scant. In this article I provide some such evidence. I also evaluate the potential for devising viable economic policies within the theory.

Dependency theory faces a new scenario in Latin America, with cycles and crises impacting a weakened industry and fragmented consumption. The primacy of agricultural and mining exports contributes to imbalances in all models, while, in contrast to the South Korean case, the exploitation of the workforce has been more decisive than the commercial opening. The relationship with China recreates patterns of subordination, and there is no state income management such as is seen in other countries. Geopolitical action has contradictory effects on development, and ruling classes, bureaucracies, and governments act under severe conditioning. A general reconsideration of Marxist dependency theory points to a way in which it can be revived and expanded. La teoría de la dependencia afronta otro escenario en América Latina. Los ciclos y crisis impactan sobre una industria debilitada y un consumo fragmentado. La primacía de la exportación agro-minera potencia los desequilibrios en todos los modelos.La explotación de la fuerza de trabajo ha sido más determinante que la apertura comercial en el contraste con Corea del Sur. La relación con China recrea subordinaciones y no existe el manejo estatal de la renta que se observa en otros países. La acción geopolítica tiene efectos contradictorios sobre el desarrollo. Clases dominantes, burocracias y gobiernos actúan bajo severos condicionamientos. Una reconsideración general indica cómo renovar y ampliar el dependentismo marxista.

As a vehicle for the growing association of southern nationalists and Marxists, dependency theory is an important part of the history of our times, something much more than a school of academic writing. Whatever the varieties of analysis existing within this school (and there are many), a major historiographie shortcoming is common to most of its literature: having grasped the Hegelian insight that the whole is greater than the sum of its parts, dependencistas exaggerate the point, making the mistake of refusing any autonomy, any specificity to the parts (southern countries) independently of their membership in the whole (the imperialist system established by the North). A better approach to the study of the place of the South in the international system is to emphasize the variety of state structures present there with their different abilities to mobilize forces internally and translate this into international rank. Southern advances are more substantial than many realize; the essay concludes that southerners should pay more attention to the real room for initiative and maneuver they have, but which dependency theory systematically overlooks. Most of the illustrative examples concern India, the Ottoman Empire, and Latin America before World War I.

Abstract Subject and purpose of work: The purpose of this article is to present the vision of ECLAC - Economic Commission for Latin America and the Caribbean and its contribution to the reflections on economic development. Materials and methods: This is an exploratory and descriptive study. The first part of the paper contemplates the emergence and evolution of ECLAC thinking during its more than sixty-five years of existence. The second deals with dependency theory, ending with the current thinking proposed by ECLAC. Results: It results in a brief analysis of the moment of the globalization of the economy as an exclusionary process in the history of capitalism, emphasizing the importance of the ECLAC thinking, reinvigorated nowadays. Conclusions: It is considered that the dependency theory has been the great contribution of ECLAC thinking, with the change of focus from a viewpoint only from the prism of the central countries, to an optic from the point of view of the peripheral countries.

<p>Neste artigo, analisam-se as principais contribuições da economia política da dependência a partir dos debates que a obra de Ruy Mauro Marini suscitou. Propõe-se a reformulação teórica dos conceitos de superexploração do trabalho e de subimperialismo, com o objetivo de atualizar e enriquecer a teoria marxista da dependência, para a análise das tendências do capitalismo contemporâneo e das formas históricas que ele assumiu na América Latina. O texto se divide em três partes: a primeira onde se expõem o pensamento de Marini e suas contribuições para a economia política; a segunda onde se apresentam as principais críticas realizadas ao seu enfoque; e a terceira onde se busca sustentar seu enfoque a partir de algumas reformulações que se consideram necessárias para desenvolvê-lo.</p><div class="trans-abstract"><p><span>THE DEPENDENCY THEORY IN THE LIGHT OF MARX AND CONTEMPORARY CAPITALISM</span></p><p>The article analyzes the main contributions of the political economy of dependence from the debates that the work of Ruy Mauro Marini aroused. It proposes the theoretical reformulation of the concepts of superexploitation of labor and of subimperialism with the aim of updating and enriching the Marxist theory of dependency to analyze the trends of contemporary capitalism and the historical forms it has assumed in Latin America. This article focuses on dependency theory and its influence on scholarly work in the field of international development. After tracing the roots of dependency theory, the article considers its relationship to the international economy, multinational capital, the local bourgeoisie, and the state. It then discusses dependency theory as a set of general concepts and orientations for formulating theories and explanations, as well as a set of directly testable and falsifiable hypotheses. It also emphasizes the utility of dependency theory for explaining the historical trajectories of development in Latin America, sustained robust economic growth in South Korea and Taiwan, globalization, and recent strong growth in China and some of its raw material suppliers. The article shows that dependency theory has mixed results as a testable theory but has been quite successful when used as a theoretical framework.
