Research on international migrants has seen a sharp increase during the last decades, yet sampling them remains a major challenge, especially in a cross-national setting and on a global scale. While various sampling methods are established in the field, most of them cannot easily be implemented globally due to their dependence on specific administrative or infrastructure elements or simply their costs. Since Social Networking Sites (SNS) operate on a global scale, they provide a sampling frame that can be utilized for the targeted recruitment of migrants worldwide. Increasingly used for research purposes and among the largest and most popular SNSs are Facebook and Instagram. In our project GEOOS (German Emigrants Overseas Online Survey), we utilize paid advertisements on these networks to target German emigrants, particularly Germans living outside of Europe. Our research aims to ascertain whether such ads could be used to recruit a nonprobability (migrant) sample on a global scale. More specifically, we are interested in the success of this approach concerning three performance indicators: Cost efficiency, coverage, and sample size. Our advertisement campaign ran for 18 days and resulted in total costs of about 2,223 Euro. This investment led a total of 3,895 individuals to complete the survey; of those, 98 percent belonged to the target population, meaning they were (a) either born in Germany or held German citizenship and (b) did not live in Germany. GEOOS participants lived in a total of 148 countries and territories around the globe. Similar to findings reported in previous studies on this target population, the largest sub-groups resided in predominantly Anglo-phone countries; however, taken together, participants in these countries only constitute 38 percent of our overall sample, with nearly a quarter of GEOOS participants (n = 867) living in Middle and South America, 862 residing in Asian countries, and 476 in Africa. Furthermore, a considerable share of our sample is constituted by individuals who would either not have been included in a sampling frame based on German population registers or who would have been unlikely to be reached through this method due to incomplete or outdated information.

AbstractPeople of Turkish ethnicity constitute Germany’s largest immigrant group but only a small percentage have naturalized as German citizens This article explores the historical foundation of Turkish migration to Germany and the legislative attempts made by both Germany and Turkey to accommodate these people with one foot in each country. It argues that only by abandoning its long-held prejudice against dual citizenship can Germany increase the naturalization rate of all foreigners in its country, not just those from Turkey.

In February 1919, Theresia Prokop submitted an application for German citizenship to the Bautzen administrative district in Saxony. The application showed that Prokop was originally from northern Bohemia, had lived in Saxony since 1901, and was a “Bohemian” citizen of “German-Austrian” nationality. Further, it noted: “It is her dearest wish to become German.”

How do state policies that regulate the relationship between ethnicity and nationality change? This article examines the dynamics of persistence and change in state policies toward ethnicity. In order to better comprehend the nature of political contestation over these state policies, the author first develops a new typology, “regimes of ethnicity,” and categorizes states as having monoethnic, multiethnic, and antiethnic regimes. These regimes are defined along dimensions of membership and expression. Second, he develops a theory of ethnic regime change. He explains the persistence and change in policies related to ethnicity and nationality in Germany, the Soviet Union/post-Soviet Russia, and Turkey since the 1950s by reference to the presence or absence of three independent variables: counterelites, new discourses, and hegemonic majority. He argues that if counterelites representing constituencies with ethnically specific grievances come to power equipped with a new discourse on ethnicity and nationality and garner a hegemonic majority, they can change state policies on ethnicity. These three factors are separately necessary and jointly sufficient for change. Reform in the German citizenship law, removal of ethnicity from Russian internal passports, and the beginning of public broadcasting in Kurdish and other minority languages on state television in Turkey are examined as major changes in state policies.

AbstractPurposeThe establishment phase of an early detection centre for prodromal psychosis is introduced and characterised, along with its detaining and promoting factors within a universal multi-payer health care system.MethodAcross the first six years (1998–2003), users' characteristics are compared between different diagnostic groups and to the local population statistics; and, for an exemplary 12-months period (3-1-2002 to 2-28-2003), the characteristics of telephone contacts with the service are studied.ResultsRising steadily in number across the first three years, 872 persons, predominately of German citizenship and higher education, consulted the service until 2003, 326 with first-episode psychosis and 144 not fulfilling criteria for a current or beginning psychosis. Of the 402 putatively prodromal patients, 94% reported predictive basic symptoms, 68.9% attenuated and 20.6% transient psychotic symptoms. Most contacts by persons meeting any prodromal criterion were initiated by mental health professionals (psychiatrists or psychologists) and counselling services.ConclusionSupported by public awareness campaigns, an early detection service is well received by its users and private practitioners as reflected by the large proportion of referrals from the latter. However, persons of non-German background as well as of lower education were underrepresented indicating that these sub-groups should be approached by tailored programmes.

Lusatia from the inside – a society through the eyes of Sorbian teachers, artists and politicians. A short survey based on research conducted in Bautzen and the surrounding area in November 2011Lusatia is a region in the heart of Europe. The Sorbs – a West Slavic nation, people who have lived in Lusatia for more than 1000 years, is not one homogeneous nation, but is divided into Upper and Lower Sorbs, with two dissimilar languages, two religions and two mentalities. I decided to rediscover Lusatia and talk with the people who are Sorbs. A one month stay in Bautzen was possible thanks to financial and scientific support from the Sorbian Institute (Serbski institut / Sorbisches Institut). Examining the past and current situation of the people in Lower and Upper Lusatia, I focused on their language, history and culture. In my studies I did not want to show the external image of the Sorbs, I did not try to create it either. All I wanted was to find out from the Sorbs themselves from which ‘elements’ does their individual identity originate. I was also interested to discover if Sorbs, as the smallest Slavic nation without their own country, feel more connected to a Sorbian origin, or perhaps to German citizenship.

Migration has far-reaching effects on the construction of national identity. It can lead to established concepts of national identity and societal affiliation being questioned. In this working paper, it will be demonstrated on the basis of the contemporary German situation that the recognition of Germany as an immigration society does not come along with an overall recognition of migrants as equal members of society. Indeed it is still not sufficient to possess German citizenship to be accepted as a full member of society. It can be proven, that the distinction between "ordinary Germans" and "Germans with migration background" plays an important role in designating allegedly different elements of society. The paper discusses how the social sciences are involved in the process, which makes this differentiation appear plausible and acceptable.
