AbstractBiobased production has been promoted as a sustainable alternative to fossil resources. However, controversies over its impact on sustainability highlight societal concerns, value tensions and uncertainties that have not been taken into account during its development. In this work, the consideration of stakeholders’ values in a biorefinery design project is investigated. Value sensitive design (VSD) is a promising approach to the design of technologies with consideration of stakeholders’ values, however, it is not directly applicable for complex systems like biorefineries. Therefore, some elements of VSD, such as the identification of relevant values and their connection to a technology’s features, are brought into biorefinery design practice. Midstream modulation (MM), an approach to promoting the consideration of societal aspects during research and development activities, is applied to promote reflection and value considerations during the design decision making. As result, it is shown that MM interventions during the design process led to new design alternatives in support of stakeholders' values, and allowed to recognize and respond to emerging value tensions within the scope of the project. In this way, the present work shows a novel approach for the technical investigation of VSD, especially for biorefineries. Also, based on this work it is argued that not only reflection, but also flexibility and openness are important for the application of VSD in the context of biorefinery design.

This paper establishes the payoff models of the European option for research and development (R&D) projects with two enterprises in a research joint venture (RJV). The models are used to assess the timing and payoffs of the R&D project investment under quantified uncertainties. After the option game, the two enterprises can make optimal investment decision for the R&D project investment in the RJV.

Abstract. Local autonomy in the education sector has been implemented for more than ten years; however, the results have not been satisfactory yet and have even created various problems, including in Semarang City. The objective of this research is to obtain the implementation model of the educational policy of Semarang City in the local autonomy era. This research uses the research and development approach. The research results show that the appropriate implementation model of the educational policy of Semarang City in the local autonomy era is the one which applies the interactive and participative principles, management functions and good governance. The decision making and the accomplishment of the educational policy should be done through the interactions among the decision makers, the decision implementers and the decision users so that all parties can give inputs and evaluation. The implementation of the policy is accomplished by applying the management functions especially organizing, actuating and controlling as well as applying the principle of good governance, i.e. transparency, accountability, fairness and responsiveness.Abstrak. Otonomi daerah bidang pendidikan telah lebih sepuluh tahun dilaksanakan; namun hasilnya belum menggembirakan, bahkan memunculkan berbagai masalah baru, termasuk di kota Semarang. Tujuan penelitian ini adalah mendapatkan model implementasi kebijakan pendidikan kota Semarang pada era otonomi daerah. Pendekatan dalam penelitian ini adalah penelitian dan pengembangan. Hasil penelitian ini adalah:?é?á bahwa model implementasi kebijakan pendidikan kota Semarang pada era otonomi daerah yang sesuai adalah model implementasi kebijakan pendidikan yang menerapkan prinsip interaktif, partisipatif, fungsi manajemen dan good governance. Penetapan kebijakan pelaksana dilakukan dengan?é?á interaksi antara penentu kebijakan, pelaksana kebijakan dan pengguna kebijakan, sehingga para pihak dapat memberikan masukan dan evaluasi. Pelaksanaan kebijakan dilakukan dengan?é?á menerapkan fungsi manajemen khususnya organizing, actuating, controlling, dan menerapkan prinsip good goverenance yaitu transparansi, akuntabilitas, fairnes dan responsivitas.Key words: Interactive, participative, management, good goverenance.

Hasil uji preliminary field testing menunjukkan bahwa 56,2% responden memiliki tingkat kepuasan yang tinggi terhadap aplikasi.The results of the preliminary field testing showed that 56.2% of respondents performed high level of satisfaction about the application-based model.Pada main product revision , dilakukan perbaikan dengan penambahan informasi dan gambar tentang metode kontrasepsi. Design is an uncertain human activity involving decisions with uncertain outcomes. Sources of uncertainty in product design include uncertainty in modeling methods, market preferences, and performance levels of subsystem technologies, among many others. The performance of a technology evolves over time, typically exhibiting improving performance. As the performance of a technology in the future is uncertain, quantifying the evolution of these technologies poses a challenge in making long-term design decisions. Here, we focus on how to make decisions using formal models of technology evolution. The scenario of a wind turbine energy company deciding which technology to invest in demonstrates a new technology evolution modeling technique and decision making method. The design of wind turbine arrays is a complex problem involving decisions such as location and turbine model selection. Wind turbines, like many other technologies, are currently evolving as the research and development efforts push the performance limits. In this research, the development of technology performance is modeled as an S-curve; slowly at first, quickly during heavy research and development effort, and slowly again as the performance approaches its limits. The S-curve model typically represents the evolution of just one performance attribute, but designers generally deal with problems involving multiple important attributes. Pareto frontiers representing the set of optimal solutions that the decision maker can select from at any point in time allow for modeling the evolution of technologies with multiple attributes. As the performance of a technology develops, the Pareto frontier shifts to a new location. The assumed S-curve form of technology development allows the designer to apply the uncertainty of technology development directly to the S-curve evolution model rather than applying the uncertainty to the future performance, giving a more focused application of uncertainty in the problem. The multi-attribute technology evolution modeling technique applied in decision-making gives designers greater insight when making long-term decisions involving technologies that evolve.

An online program developed at the University of Costa Rica provides the professionals working in meteorology a new way to pursue graduate level degrees. The focus of this graduate program is Operational Meteorology and the students need to complete the research and development process of an operational product to graduate. The products created during the program are a solution to operational institutions in need of innovation and can later be incorporated into institutional activities including advisories, warnings and emergency management. A case study included here shows an example of the need that led to the product, the methodologies used for the development and the final operational product created.

The working group took its objective to be the formulation of a set of research and development recommendations for assessment of aging energy systems. The material discussed in every session at this workshop has relevance to the assessment of characteristics such as the current state of these facilities or their components. Indeed many of the items we cite will appear elsewhere as well. The focus we have maintained, however, is assessment for the direct purpose of decision making. The decisions may have to do with increasing inspection, monitoring or analysis, or with repair, or even with closure and replacement. The assessment may be the risk assessment of an individual structure or the problem may be that of designing a cost-efficient inventory of the status of a large “fleet” of facilities.
