In the twenty-first century different countries and cities are increasingly seeking to introduce quality improvements in their livelihoods, generate for its residents an environment that is called “smart city” on the basis of high technologies. The article shows that the emergence of a “smart” city is an objective necessity due to the rapid growth of cities in the present and in the future. “Smart” city is designed to solve life problems in cities and create conditions for the socio-economic development of cities and countries, and for a favorable stay of residents on its territory. There are a number of strategies to implement the concept of “smart”, but it is important for each urban settlement to develop its own approaches and projects.

ملخص البحث:  لقد خاض كثير من العلماء في خضم معركة الآراء التي دارت قديماً وحديثاً حول العلاقة بين العربية الشمالية واليمنية القديمة، ويأتي حكم أبي عمرو بن العلاء في مقدمة تلك الأحكام؛ فهو يرى أن الحميرية شيء والعربية شيء آخر، ومن قول أبي عمرو، وكان لهذا الحكم أثره الكبير في أفكار بعض علماء اللغة العربية القدامى وغيرهم ممن خاض في هذا الميدان؛ فاللغة اليمنية القديمة ليست لغة أعجمية، وليست هي نفسها عربية القرآن الفصحى المتوارثة بين الأجيال. تتبع الدراسة المنهج الوصفي والتحليلي، ويهدف البحث إلى استعراض أبرز المفردات الحميرية التي وردت في النقوش اليمانية ووردت ألفاظها ومعانيها في القرآن الكريم. توصلت الدراسة إلى ما يأتي: اندماج اللغة اليمنية في اللغة الحميرية وحملتها معها في ألفاظ القرآن الكريم، إن أبرز المفردات الحميرية التي وردت في النقوش اليمانية وردت ألفاظها ومعانيها في القرآن الكريم، إن أصول اللهجات اليمانية لها علاقة بالعربية الفصحى، وأن معاني المفردات في عامية أهل اليمن ودلالة الألفاظ الحميرية واللهجات اليمانية قد وردت في القرآن الكريم. الكلمات المفتاحية: التطور الدلالي-الألفاظ الحميرية-النقوش اليمانية-معاني المفردات. Abstract Many scholars have tried to contribute in the battle of views that have been going on traditionally and in modern time on the relation between the Northern Arabic and the ancient Yemeni dialect, and the opinion of Abu ʽAmru bin Al-ʽAlā' came at the top of those views. He saw that the Himyarite language and Arabic are two different entities, and this view had echoes in the thoughts of some traditional Arabic scholars and others who have been dwelling on this topic. Ancient Yemeni dialect is not a foreign dialect but at the same time is not the inherited Quranic Arabic as it is known. The study follows a descriptive analytical method and it aims to showcase the most prominent Himyarite words that were found in the Yemeni inscriptions and were also found in the Holy Quran. The study concluded with the followings;  a merging took place between the Yemeni language and the Himyarite language and subsequently with the vocabularies of the Quran; that the meaning of the most prominent Himyarite words in the Yemeni inscriptions were also mentioned in the Holy Quran; that the origin of the Yemeni dialects was related to the Standard Arabic; that the meanings of the words of the dialect of Yemenis and the meaning of Himyarite words alongside with other Yemeni dialects have been mentioned in the Quran. Keywords: Semantic development – Himyarite vocabularies – Yemeni Inscriptions – Meanings of words   Abstrak Sejumlah besar para cediakawan telah cuba untuk menyumbang dalam perdebatan pendapat yang telah berlarutan sekian lama sehinggalah ke zaman moden ini berkenaan dengan hubungkait antara loghat Arab utara dan loghat Yaman kuno serta pendapat Abu ‘Amru bin Al-‘AlÉ’ yang merupakan pendapat yang paling terkemuka di antaranya. Beliau berpendapat bahawa bahasa Himyar dan bahasa Arab adalah merupakan bahasa yang berbeza dan pendapat ini telah memberi kesan dalam pemikiran sebahagian ahli bahasa tradisional dan yang lain-lain yang membahaskan isu ini. Loghat kuno Yemen bukanlah satu dialek asing tetapi pada masa yang sama ia juga bukanlah bahasa warisan Al-Quran yang diketahui umum. Kajian ini mengikut pendekatan deskriptif analitikal dan bertujuan untuk mengetengahkan perkataan-perkataan Himyar yang penting yang ditemukan di batu-batu bersurat Yemen dan juga ditemukan di dalam Al-Quran. Kajian ini merumuskan perkara-perkara berikut: terjadi penggabungan antara bahasa Yemen dan Himyar dan seterusnya di antara perkataa-perkataan di dalam Al-Quran; maksud kebanuakan perkataan yang ditemukan dalam batu-batu bersurat itu juga turut disebut dalam Al-Quran; asal loghat-loghat Yemen ini juga mempunyai kaitan dengan Bahasa Arab Standard; terdapat di anatara maksud perkataan loghat Yemen  and maksud perkataan-perkataan Himyar di samping loghat-loghat Yemen yang lain yang turut tersebut dalam Al-Quran. The article assesses the intensity of transformation of settlement pattern in Yakutia, the largest northern region of Russia, based on an analysis of 1939-2010 censuses and contemporary statistics. Scope of the work includes the following: to assess key socio-economic results of rural and urban settlement pattern transformation in the 20th century, to determine the most persistent primary units of settlement pattern, and to identify current trends in the settlement pattern of Yakutia. The research database was built based on digitization of Federal State Statistics Service in the Sakha Republic (Yakutia) population censuses archives. The period under review shows a trend toward larger size of settlements due to two parallel processes: urbanization as a result of industrial development, and compression of rural settlement system due to amalgamation of rural settlements. From 1939 to the present time, Yakutia’s settlement system has been evolving from dispersed type to large settlement type. There were two major waves in the structuring of space in Yakutia. During the first one, caused by industrialization and complete collectivization, shrinking of rural settlement system was accompanied by setup of rural and urban settlements; it started in the 1930s and lasted until late 1950s. The second wave, concurrent with controlled compression of rural settlement pattern as part of elimination of unpromising sovkhoz state farms, was associated with a full-scale development of urban settlement pattern under planned Soviet deployment. Starting from 2002, market mechanisms have changed the direction of development of settlement system and spatial structure of economic activity. Despite several constraints, which include high transportation costs, focal development, key role of mining and resource sector, distinctive features of traditional economies and agriculture, agglomeration processes have gained momentum in the region. Spatial concentration of population is taking place at relatively high rates, primarily in the core of the system - Yakutsk agglomeration. Compression capacity of settlement system in the region is far from being exhausted, as evidenced by behavior of Theil and Herfindahl-Hirschman indices, as well as by average population density of settlements.

The question of dating an urban settlement, if its date has no clear or specific written confirmation, is always very problematic and complicated. Its solution requires the use of the widest possible range of data. This research is presented in a block of articles that attempt to cover the source-historiographical study of the existence of the second Kostroma Kremlin, including the latest archaeological data from 2016-2017 on the territory of the Old city of the second Kostroma Kremlin. The study raises questions about the conditions, specifics and dating of the foundation of the first and second Kostroma Kremlins, their nature of development, the conditions for obtaining the icon Our Lady of Saint Theodore in Kostroma and its storage location in both Kremlins. The question of the place, time and conditions of the construction of the Assumption Cathedral is considered separately, since only research on the conditions and dating of its construction can shed light on the date of the foundation of the Old city of the second Kostroma Kremlin. Article 2 continues this block of research, which refers us to the time and conditions of building the Dormition Cathedral.

IntroductionThis essay provides an explanation of the dynamics of the interactionbetween Islam and politics by placing emphasis on the role played byMuslims in the collision of traditionalism and British rule as colonialismtook root in Lagos. The focus is on the development of a political schismwithin the nascent Muslim community of metropolitan Lagos at the startof the twentieth century up until the end of the 1940s. It highlights therole of Islam in an emerging urban settlement experiencing rapid transformationfrom a purely rural and traditional center into a colonial urbancenter. The essay is located within the broader issues of urban change andtransition in twentieth-century tropical Africa. Three major developments(viz: the central mosque crisis, the Eleko affair, and the Oluwa land case)are used as the vehicles through which the objectives of the essay areachieved.The introduction of Islam into Lagos has been studied by T. G. O.Gbadamosi as part of the history of Islam in southwestern Nigeria. Thisepic study does not pay specific attention to Lagos, devoted as it is to thegrowth of Islam in a far-flung territory like the whole of modem southwesternNigeria. His contribution to a collection of essays on the historyof Lagos curiously leaves out Islam’s phenomenal impact on Lagosianpolitics during the first half of the twentieth century. In an attempt to fillthis gap, Hakeem Danmole’s essay also stops short of appreciating the fundamentallink between the process of urbanization, symbolized in this caseby colonial rule, and the vanguard role played by Muslims in the inevitableclash of tradition and colonial rule in Lagos between 1900 and 1950.

The main purpose of this study was to determine the influence of urbanization in teaching and learning of agriculture in Ebonyi State. The study was guided by two research questions and two null hypotheses. A descriptive survey research design was adopted for the study. The population was 397 which comprised 261 teachers of agricultural science in Ebonyi State and 136 senior secondary three students from 5 public secondary school in Abakiliki, Ebonyi State. No sampling was done due to the manageable size of the population. The instrument used for data collection was a 17 item questionnaire which was validated by three experts. The reliability of the instrument was determined using Cronbach Alpha which yielded reliability index of 0.85 indicating that the instrument was suitable for data collection. The questionnaire was distributed by the researcher and three trained research assistants. Out of 397 copies distributed 383 were properly filled and returned representing 96.47 percent return rate. Mean and standard deviation were used to answer the research questions and t-test statistics was used to test the null hypotheses. Based on the data analysis, it was found that urbanization affects the quality of teachers in rural schools due to rural urban migration, increases the rate of agricultural teacher‟s turnover in teaching and reduces government attention to agricultural science teaching facilities in urban areas. Recommendations were made among, others that Government should be make teaching of skill acquisition in urban settlement to be attractive to the students and teachers should make instruction facilities to meet the needed skills and contemporary issues in urban settlement to the students.
