Smart Cities: Necessity and Development Strategies

In the twenty-first century different countries and cities are increasingly seeking to introduce quality improvements in their livelihoods, generate for its residents an environment that is called “smart city” on the basis of high technologies. The article shows that the emergence of a “smart” city is an objective necessity due to the rapid growth of cities in the present and in the future. “Smart” city is designed to solve life problems in cities and create conditions for the socio-economic development of cities and countries, and for a favorable stay of residents on its territory. There are a number of strategies to implement the concept of “smart”, but it is important for each urban settlement to develop its own approaches and projects.

Sustainable tourism has been a focus of tourism worldwide. As the hospitality industry is a part of tourism which includes hotels and resorts and contributes a lot towards food and lodging, sustainability is a concern for the industry. Individuals have a perspective that hotelier's relationship toward environmental and societal concerns is rather secluded and intangible. Considering the size and the rapid growth of the hospitality industry, it makes it clear that environmentally sustainable action is essential. For sustainability to be effective, the best way is to engage the people from local communities. The aim is to promote socio-economic development of the tourist destination and the community considering the ecology best cared for by the locals. Tourism has to be developed in a manner so that the ecosystem is conserved with diversification of the economy leading to dispersal of ownership.

While there is a relatively extensive literature concerning the nature of smart cities in general, the roles of corporate actors in their production, and the development and deployment of specific smart city technologies, to date there have been relatively few studies that have examined the situated practices as to how the smart city as a whole unfolds in specific places. In this paper, we chart the smart city ecosystem in Dublin, Ireland, and examine how the four city authorities have actively collaborated to progressively frame and mobilise an articulated vision of Dublin as a smart city. In particular, we focus on the work of ‘Smart Dublin’, a shared unit established to coordinate, manage and promote Dublin’s smart city initiatives. We argue that Smart Dublin has on the one hand sought to corral smart city initiatives within a common framework, and on the other has acted to boost the city-region’s smart city activities, especially with respect to economic development. Our analysis highlights the value of undertaking a holistic mapping of a smart city in formation, and the role of political and administrative geographies and specialist smart city units in shaping that formation.

The article is devoted to the design idea the concept of the universal project of socio-economic development of small urban settlement on the example of single-industry towns of the South of Russia, and highlighted relevant data problems of urban agglomerations, the ways of contributing to the solution, as the demographic situation and migration of the working population, creation of new jobs through attracting investors and foreign workers to solve problems such areas having a similar nature and roots throughout the territory of the Russian Federation. The work is a strategic vector of the concept for the socio-economic development of economically unprofitable territories of the Russian Federation based on the use of the TRIZ system operator. The concept of the project allows us to demonstrate the way of possible transformation of the economy of economically unprofitable regions. The paper formulates the goal of socio-economic development for a small urban settlement, forms the ways of strategic transformation, analyzes the current situation, identifies the main problems and suggests a possible vector for the development of the territory based on the development of production, infrastructure, the quality of the urban environment and the use of the climatic and cultural features of the region.

In this paper, we draw on three sets of interviews ( n = 114) and ethnographic fieldwork to chart the smart city ecosystem in Dublin, Ireland. We examine how the four city authorities have actively collaborated to frame a disparate and uncoordinated set of information and communication technology-led initiatives, what Dourish terms the ‘accidental smart city’, into an articulated vision of Dublin as a smart city. In particular, we focus on the work of ‘Smart Dublin’, a shared unit established to coordinate, manage and promote Dublin’s smart city initiatives and to drive new economic development opportunities centred on corporate interventions into urban management and living. Our analysis highlights the value of undertaking a holistic mapping of a smart city in formation, and the role of political and administrative geographies and specialist smart city units in shaping that formation.

Sustainable socio-economic development can be looked upon from multiple perspectives, but no longer without considering the roles of urban planning, smart cities and eco-innovative entrepreneurial initiatives. In the context of the COVID-19 crisis, ensuring sustainable socio-economic development is definitely challenging, but not impossible if adopting appropriate measures. This research aimed at analyzing the multidimensional facets of entrepreneurial resilience during times of crisis caused by the COVID-19 pandemic in Romania, while focusing on the effects experienced in the wealthiest areas, specific to urban agglomerations. The research method consisted of constructing a composite indicator comprising appropriate components for assessing the level of wealth and “happiness” of all the Romanian counties. Through the lens of this composite indicator, entrepreneurial resilience was approached in multiple manners according to its diverse forms. Research findings highlight that entrepreneurial resilience tends to be stronger qualitatively and quantitatively in less developed areas than in those that are well developed, mainly due to the lack of entrepreneurial initiatives. Despite being less entrepreneurially resilient, qualitatively, the wealthiest Romanian counties can economically reinvent themselves quicker.

Smart cities employ technology and data to increase efficiencies, economic development, sustainability, and life quality for citizens in urban areas. Inevitably, clean technologies promote smart cities development including for energy, transportation and health. The smart city concept is ambitious and is being refined with standards. Standards are used to help with regulating how smart cities function and contributing to define a smart city. Smart cities must be officially recognized by national and international authorities and organizations in order to promote societal advancement. There are many research and review articles on smart cities. However, technical standards are seldom discussed in the current literature. This review firstly presents the study of smart city definitions and domain. The well-known smart city standards will be presented to better recognize the smart city concept. Well-defined standards allow meaningful comparisons among smart cities implementation. How smart city initiatives make a city smarter and improve the quality of life will be discussed for various countries. This review highlights that technical standards are important for smart cities implementation. This paper serves as a guide to the most recent developments of smart cities standards.

Cities are inherently complex and vastly interrelated challenges. Meanwhile, the rapid growth of cities is not commensurate with the capacity to expand their infrastructure and imposes increasing pressure on urban infrastructure. In other words, it is beyond their capacities and capabilities. Therefore, they always suffer from adverse consequences. One of the new concepts to meet the current challenges of cities in the field of urban planning is the development of smart cities that integrate physical and virtual capabilities. The trend of smart cities in Tehran has started a few years ago. In this study, the current situation of Tehran was evaluated and the strengths and weaknesses of Tehran Smart City were identified, and appropriate strategies and measures to continue the trend of moving Tehran City towards Smart City. The research method in this research is descriptive-analytical. SWOT analysis method and internal matrices (IFE) and external (EFE) were used for research. The results of this study show that all the necessities that have led cities in the world to smart approaches are also applicable in Tehran and the situation of Tehran in the trend of smart city in Tehran is appropriate. According to the strategy selected in this research, which is the Maxi-Maxi or SO strategy, the city of Tehran can continue the smart city trend by using its strengths and investing in opportunities and achieve the desired goals.
