AbstractNowadays, hotels are adopting high technologies to improve the quality of their facilities and services to build competitive advantages. Although smart hotels are an emerging trend, no known studies have investigated hotel employees’ and guests’ perceptions of this kind of hotel. This research will investigate how hotel employees and guests perceive the benefits and drawbacks of smart hotels using Q methodology.

Restrictive measures related to the coronavirus pandemic have contributed to the spread of new types of crimes committed using «high» technologies in Russia. The risks of the spread of the criminal situation are aggravated against the background of the spread of coronavirus infection. The most important factor in countering high-tech crime is the work of Rosfinmonitoring, which is targeted at identifying suspicious financial transactions. This article presents the results of a study of the activities of Rosfinmonitoring in the direction of countering the legalization (laundering) of proceeds from crime using «high» technologies. The authors set a goal to formulate the problems and possible options for overcoming them in the context of the activities of Rosfinmonitoring with the designation of further prospects for improving its activities. The primary task is to set up the mechanism of interaction of Rosfinmonitoring with law enforcement agencies engaged in criminal prosecution. The conclusion is made about the urgent need to achieve certainty in the issue of accounting for cryptocurrencies, the limits of their use in the economic sphere. The results of the study can be useful for employees of financial control bodies, law enforcement agencies.

Relevance. The article considers the development of law as a regulator of public relations in correlation with emerging and applying various technologies by mankind. In the process of transition from low-tech to high-tech, society has experienced three industrial revolutions and is on the verge of the fourth. The article attempts to establish the stage of modern law development and the degree of its convergence with high technologies. The conclusion is made about the emergence of a new phenomenon - high-tech law, the inner side of which is application of high technologies to solve problems that appear in the process of law enforcement, and the outer side is regulation of public relations arising from their use. The purpose of the work is to substantiate the need for a systematic and evolutionary approach to personnel, technical and regulatory support for further development and functioning of high-tech law and to develop reasonable proposals for solving these problems. The materials for the research were scientific works of specialists in the field of philosophy, legal theory, psychology, technology, statistical data. The authors experience in organizing training of highly qualified specialists aimed at obtaining a set of competences in the field of law and high technologies has also contributed to this research. Methods. The results and conclusions are obtained on the basis of general scientific research methods: logical, systematic, sociological, as well as private-scientific and special: comparative-legal, formal-legal, interpretation, statistical, and some others. Results. The concept of high-tech law is substantiated and formulated, recommendations for its further technological and regulatory modernization are proposed, and a number of conclusions are made that determine the need to change the process of training legal personnel.

Multi-faceted partnership is developing between Russia and the UAE - in the trade, economic, political, humanitarian spheres, as well as in the field of high technologies. The positions of both countries on pressing international problems are close to each other particularly on security issues, fighting against terrorism, and the conflict settlement in the Middle East. There is a tendency for the establishing of the close bilateral relations in strategically important areas. The historical visit of President Putin to the UAE on October 15, 2019 was a clear proof of the development of friendly relations and close interaction between the two countries.

The purpose of this article is focusing attention on the relevant problematic issues that exist in the sphere of legal regulation of domestic area of high technologies, as well as finding ways of their effective solution. Noted that the legal regulation of objects and phenomena surrounding the domestic information technology (IT) sphere is quite weak and insufficient compared to other countries. Effectively functioning practices of legal regulation of the sphere of high technologies that exist in developed democracies are analyzed for their compliance with the realities of the domestic legal system. Considerable attention is paid to the characteristics of the current state of functioning of IT law and legislation in democracies. The initial successes that have already been achieved in Ukraine in relation to the IT sphere in the past were analyzed. The perspective directions of further development of IT law, as well as related domestic and international legislation, are considered. It is pointed out that the development of both the domestic high-tech industry and the functioning of IT law and legislation are inextricably linked with the democratization of the country. The methodological basis for writing the article was a set of general scientific and special methods and techniques of scientific knowledge.

The article deals with the criminological features of crimes committed by the author using the Internet. Also, as a result of the widespread use of high technologies in electronic payments and document processing systems and similar areas, not only economic damage to enterprises and organizations, but also the normal operation of local networks as a result of crimes against the system and industries. Author points that, this leads to the inability of its affiliated industries to function properly, which in turn impedes the work of a number of large enterprises and organizations, resulting in a high level of frustration and irreparable losses. In addition, the author argues that existing protection systems often fail to protect businesses and government agencies from robberies using theInternet. This situation is explained by the fact that it has tried to explain that thefight against robberies committed using the Internet is the result of the presence of vulnerable, weak points and low sensitivity in such protection systems.

The article discusses the possibilities and prospects of using modern high technologies, including artificial intelligence, in the activities of law enforcement agencies; provides examples of successful experience of using information technologies in solving and investigating crimes in a number of foreign countries; and outlines the organizational problems of mastering such technologies in our country.

The world is now facing a novel pandemic caused by Covid-19, prompting countries, including Indonesia to take steps to contain gushing numbers of Covid-19 cases. The pillar of Indonesia’s response is enforcing a Large-Scale Social Restriction (LSSR) to minimize physical contacts in society, one of them through closing down schools and workplaces. Notary, as a member of society, is also obliged to maintain this social distancing policy and minimize meetings with clients physicaly. Such means is possible through Cyber Notary Concept, a concept where notaries do their jobs using various high technologies, including internet. Indonesian Regulation has mentioned this concept once in the Indoensian Notary Codes, but no further regulation follows to execute this concept. Author will be using the normative legal research method for this paper. This reasearch is aiming is to study the urgenciesof forming regulations regarding the practice of Cyber Notary to prop up the government in the attempt of surpressing the escalating numbers of those who are infected by the virus. Cyber Notary is one effective way to decrease physical contacts between notaries and their clients, because this kind of activities could be done with the technology of ellectronics, therefore following regulation is desperately needed.

Сегодня главными угрозами для существования всего человечества являются нарастание интенсивности, в том числе широкомасштабные природные и техногенные катастрофы и международный терроризм (МТ). Согласно прогнозам эта негативная тенденция со временем усилится в 21 веке. И к ним добавился очень опасный вирус COVID-19. Здесь мы представляем результаты наших МТ-исследований по результатам участия в международных тематических мероприятиях, таких как международные научные мероприятия НАТО и Международного научно-технического центра (МНТЦ), в том числе некоторые фрагменты моей работы в качестве члена Международного Научный комитет Международной конференции по моделированию и симуляции хаоса (CHAOS) и руководитель его специальной сессии: «Моделирование оценки рисков для ядерных, экологических и техногенных источников». Особое внимание уделяется организации и проведению подобных мероприятий, направленных на повышение их эффективности и проведения. Предоставляется информация о новых методах борьбы с МТ и предотвращения её возможных действий. Обсуждаются вопросы использования новых технологий, посвященных сегодняшней борьбе с COVID-19 и группировкам МТ Талибан в Афганистане. Today the main great treats for existence of all humanity are intensity increasing and including wide scale natural and manmade catastrophes and international terrorism (IT). According to forecasts, this negative trend will increase over time in the 21st century. And very dangerous COVID-19 was added to them. Here we present the results of our IT researches on the results of participation in international thematic events, such as the international scientific events of NATO and the International Science and Technology Center (ISTC), including some fragments of my work as the member of the International Scientific Committee of Chaotic Modeling and Simulation International Conference (CHAOS) and chief of its Special Session: “Modeling risk assessment for nuclear, environment and manmade sources”. The special attention is paid to the organization and conduct of such events aimed at increasing their effectiveness and implementation. Information is provided on new methods of combating IT and preventing its possible acts. Using of new technologies, devoted to today struggle against COVID-19 and IT Taliban groups in Afghanistan are under discussion.
