Language Loss and Symbolic Gain: The Meaning of Institutional Maintenance

The paper contributes to literatures on settlements and institutional maintenance work. It does so by unpacking post-settlement legitimation efforts required to maintain contentious institutions between previously conflicting actors. Settlements often necessitate the maintenance of institutions from the past whose legitimacy is dubious for the new regime. We study the role played by South Africa’s Truth and Reconciliation Commission in re-legitimating and maintaining the institution of the armed forces in the transition from apartheid to democracy. Maintaining this legitimacy required collaboration between the incoming government as well as the apartheid era armed forces. We term these unexpected collaborative efforts “reluctant accommodation work”. Our findings show that the lines of allegiance may be more fluid than currently depicted in the literature. Actors that previously conflicted need to find an interest in collaborating in their efforts to shape central institutions. Second, we show that for settlements to shape the field, they need to agree on the terms of collaboration, what we term “passage points” as well as engage in public ceremonies to broadly legitimate the settlement and the institution it seeks to preserve.

This article presents and discusses Sámi social media initiatives for strengthening languages. The Sámi are the Indigenous people of Europe. All Sámi languages are endangered, and the lack of resources for maintaining, promoting and teaching the languages has been underscored on several occasions by the European Council and the Sámi parliaments. Social media has become an arena where resources are created and shared, enabling communities of speakers to support each other and promote their languages. YouTube, blogs, Twitter and language learning applications are here discussed as public domains and community-grounded media. Based on a few examples and on our expertise as instructors within Sámi studies, we suggest strategies for developing long-lasting and innovative models for revitalizing threatened languages and cultures, and for counteracting language loss through social media. This contribution shares examples of innovative uses of social media in Sámi of relevance for other Indigenous contexts.

The conditions for the Danish language among Danish emigrants and their descendants in the United States in the first half of the 20th century were tough: The group of Danish speakers was relatively small, the Danes did not settle together as other immigrant groups did, and demographic circumstances led many young, unmarried Danish men to marry non-Danish speaking partners. These were all factors that prevented the formation of tight-knit Danish-speaking communities. Furthermore, US nationalistic propaganda in the wake of World War I and the melting-pot effect of post-war American society in the 1950s contributed to a rapid decline in the use of Danish among the emigrants. Analyses of recordings of 58 Danish-American speakers from the 1970s show, however, that the language did not decline in an unsystematic process of language loss, only to be replaced quickly and effectively by English. On the contrary, the recordings show contactinduced linguistic innovations in the Danish of the interviewees, which involve the creation of specific lexical and syntactical American Danish features that systematically differ from Continental Danish. The article describes and discusses these features, and gives a thorough account of the socioeconomic and linguistic conditions for this speaker group.

When a language is passed from one generation to another, many linguistic components undergo changes in different degrees. These changes include addition of new elements (eg, neologisms), modifications, and loss of some elements (eg, obsoleteness). This study focuses on language loss in the pragmatic level by analyzing Tamil idioms and how well two subsequent generations comprehend them, arriving at a rate of loss between two generations of the study population. In addition, this study model can be used as a method to measure the rate of language loss through generations and to ascertain the rate of LL in a given language, especially in case of languages that are nearing the threat of endangerment.

AbstractPapua New Guinea is home to >10% of the world’s languages and rich and varied biocultural knowledge, but the future of this diversity remains unclear. We measured language skills of 6,190 students speaking 392 languages (5.5% of the global total) and modelled their future trends, using individual-level variables characterizing family language use, socio-economic conditions, student’s skills, and language traits. This approach showed that only 58% of the students, compared to 91% of their parents, were fluent in indigenous languages, while the trends in key drivers of language skills (language use at home, proportion of mixed-language families, urbanization, students’ traditional skills) predicted accelerating decline of fluency, to an estimated 26% in the next generation of students. Ethnobiological knowledge declined in close parallel with language skills. Varied medicinal plant uses known to the students speaking indigenous languages are replaced by a few, mostly non-native species for the students speaking English or Tok Pisin, the national lingua franca. Most (88%) students want to teach indigenous language to their children. While crucial for keeping languages alive, this intention faces powerful external pressures as key factors (education, cash economy, road networks, urbanization) associated with language attrition are valued in contemporary society.Significance StatementAround the world, more than 7,000 languages are spoken, most of them by small populations of speakers in the tropics. Globalization puts small languages at a disadvantage, but our understanding of the drivers and rate of language loss remains incomplete. When we tested key factors causing language attrition among Papua New Guinean students speaking 392 different indigenous languages, we found an unexpectedly rapid decline in their language skills compared to their parents and predicted further acceleration of language loss in the next generation. Language attrition was accompanied by decline in the traditional knowledge of nature among the students, pointing to an uncertain future for languages and biocultural knowledge in the most linguistically diverse place on Earth.
