Abstract The goal of effective public administration is to provide qualitative services to citizens. Due to the increasing use of information and communication technologies (ICT), e-government is one of the possible solutions in achieving this goal. This solution includes a good understanding and management of the existing business processes, the use of normative documents and the effective use of information systems in public administration. To get the current view of all mentioned necessary components, the questionnaire was made. This paper is devoted to the analysis of questionnaire results. As a result of the analysis, hypotheses for further study are set.

In the article, we understand the term «administrative process» as the statutory procedure for public administration. The author considers the legal framework for introducing e-governance according to modernizing the activities of public administration, which are the main stages of administrative processes. The author believes the implementation of information and communication technologies is an important area for achieving greater efficiency of public administration. The purpose of the article is to conduct a retrospective review and systematization of regulatory and legal support of Ukraine on the implementation of e-governance aimed at modernizing the administrative processes taking place in public administration. The author examines the regulations on informatization, e-governance and digital transformation in terms of the main stages of administrative processes, namely: task definition; preparation for management decisions; decision making; bringing it to the recipients and organization of execution; control over the implementation of the decisions. The author concludes that since the proclamation of Ukraine’s independence in 1991 to the present in regulations on the introduction of information and communication technologies in public administration areas of public policy in the field of informatization and e-governance have significantly changed the administrative processes in public administration bodies. The author states that at the first stages of informatization of public administration in regulatory and legal support the greatest attention in the introduction of information and communication technologies was paid to the main stages of administrative processes. According to the author, the basic principles of information society development in Ukraine, with their focus on citizen participation in governance, have influenced all the main stages of administrative processes. To support, the author systematizes the main stages of information systems used in public administration, namely: information systems for statistical presentation of information are introduced for the stage of «task definition»; information-analytical systems are introduced for the stages «preparation for management decision-making» and «decision-making»; for the stages of «bringing it to the addressees of the decision», «organization of execution» and «control of execution of decisions» electronic document management systems are introduced. In the course of the analysis, the author finds out that the activities of public administration bodies such as «disclosure and access to public information» and «public services providing» in which administrative processes take place have become important. According to the author, the active phase of rule-making support of e-governance shows that the main focus is on providing administrative services in electronic form through web portals and mobile Internet services.

Today, partnerships and alliances have proliferated and become a key corporate strategy to gain competitive advantage. However, studies show that most business alliances fail halfway through their expected lifetimes (Segil, 2004). The previous chapters have demonstrated that dealing with the challenges and risks of e-partnership is a difficult and complicated task for e-business management. The success of e-partnership will not be achieved by simply adding electronic technologies to the infrastructure of traditional partnerships. Firms need to incorporate an e-partnership concept into their overall corporate strategy. The alignment and integration of information systems and processes and the effective use of various inter-organizational information systems and Web technologies among e-partners are only part of the challenge of making e-partnerships work. The components of alignment and integration between e-partners should also include corporate strategy, organizational and business structures, job specifications, organizational culture, values and beliefs. While sufficient support of IT infrastructure and resources are undeniably crucial for successful e-partnerships, effectively dealing with human and cultural factors and reducing potential financial, commercial and legal risks associated in e-partnering exceed the complexities of information and communication technologies in building and supporting e-partnerships. Thus, managing e-partnerships requires more than the navigation of technological hurdles and complexity. Human, organizational and cultural factors become more crucial as e-business moves toward maturity. In this regard, the biggest challenges to management include conflict in different organizational and country cultures, taxation, financial and commercial risks, and legal risks concerning online intellectual property, national and international online trade and law. This chapter focuses on people management in e-partnership and network management. Key human and culture issues will be discussed, including quality of e-partnerships, ecosystems, commitment, communication and termination of partnership. In particular, this chapter investigates the issue of trust and information and knowledge management in the context of e-partnership.

The present patterns of economic development are deemed to be ‘unsustainable'. It is believed that the concept of sustainability, assisted by the use of information and communication technologies (ICT) through organisational sustainability information systems (OSIS), is a ‘cure' for current extraordinary environmental changes. However, the effective use of these systems requires an ICT competent (e-competent) workforce. E-competences, a combination of ICT-related knowledge, skills and attitudes are discussed in a number of studies but the European e-Competence Framework 3.0 is the only known framework that includes a single sustainability related e-competence. This study, however, reveals that, although the E-eCF3.0 sustainability e-competence is relevant, it is not sufficient for the effective use of OSIS as it transpired that the users should also possess other e-competences if these systems are to be exploited effectively.

The presence of Information and Communication Technologies (ICTs) is becoming more pronounced in Public Administrations and in the context of legal knowledge management. In most countries, it is now possible for citizens to freely access the text of Parliamentary Acts, bills, judgments, et cetera. Analysts that work on re-engineering public administration processes must take into account all relevant sources of law as they will ultimately be modified in order to legitimize the new processes. This chapter considers the requirements to design a framework for business process re-engineering for public administrations by analyzing the existing systems for legal knowledge representation and interchange and the current technologies to assist modeling and change management of business processes. The ultimate goal is that of supporting the law-making process, facilitating the participation of people without a jurisprudence background to the editing of regulations, by providing effective means to comprehend and observe the law, make changes to the law, and to keep track of the dependencies between the text and the models. The framework presented in this chapter integrates several different and rather mature technologies developed in Europe and in Africa, providing a set of tools applicable to virtually any legal system.

Information and communication technologies (ICT) have a decisive influence on the competitiveness of an organization. The efficiency of ICT management is a key factor in the process of production optimization, resource planning and management and other activities concerning the objectives of the organization. ICT like other resources have not only advantages, but also causes certain challenges for organizations. Information systems become an organic part of the organization. Thus, it is hard to imagine a contemporary organization where information and communication technologies are not used. The organizations, where activity success is based on ICT, are affecting external and internal factors as well as the ability to manage ICT and use different information systems. Success is not guaranteed by implementing a new information system or technology, because business processes should be evaluated taking into account the ability to react to potential changes. In order to prevent ICT risk, IT audit becomes extremely important within the organization. The aim of the article is to evaluate the possibilities of applying the existing IT audit methodologies (such as ITIL, CobIT, Val IT, ISO) in small and medium size organizations of Lithuania. The paper analyzes the significance and need of IT audit in small and medium size companies, identifies the features of such companies and proposes the existing IT audit methodologies. The methods of scientific literature analysis and comparison and statistical data analysis have been applied in the article. Santrauka Informacinės technologijos užima svarbią vietą organizacijos veikloje siekiant konkurencinio pranašumo. Efektyvus IT valdymas padeda organizacijai optimizuoti darbą, teisingai valdyti resursus, tinkamai siekti užsibrėžtų tikslų. Kaip ir visi veiklai vykdyti reikalingi ištekliai, informacinės technologijos ne tik teikia naudą, bet kelia ir tam tikrą grėsmę. Informacinės sistemos tampa organine bet kurios organizacijos dalimi. Šiuolaikinių įmonių veikla neįsivaizduojama ir neįmanoma be naujausių informacinių technologijų. Siekiant mažinti IT riziką, itin aktualus tampa IT auditas organizacijoje. Straipsnyje analizuojamos egzistuojančios IT audito metodikos, vertinamas IT audito poreikis, Lietuvos smulkaus ir vidutinio dydžio įmonių specifika. Straipsnio tikslas – įvertinti IT audito metodikų taikymo Lietuvos smulkaus ir vidutinio dydžio įmonėse galimybes.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.
