Network Trade and Development: What Do Patterns of Vertically Specialized Trade in ASEAN Tell Us About India’s Place in Asian Production Networks?

At a time when regional production networks have been resurgent, especially in Asia, why has India’s integration in regional markets not been deeper? Using highly disaggregated trade data and firm level field interviews, the paper found that despite low volumes, vertically specialized trade has been growing between India and ASEAN. Overall, we find that there is significant potential for deepening India’s engagement in ASEAN by expanding intermediates exports in the machinery sector, expanding into higher value specialty chemicals exports, unlocking the underexploited potential for growth in the electronics sector and moving up the value chain in the road vehicles and, telecommunications sectors where network exports are already important. Our field level interviews bear out these findings and show that besides the usual policy costs associated with supply side constraints in Indian manufacturing three factors hamper India’s deeper integration in Asian production networks: (i) low value addition in Indian manufacturing which translates into low-value component exports and a high degree of reliance on expensive imports creating a perverse effect on both learning and trade balance; (ii) a janus faced effect on technological change and productivity stemming from relatively low quality standards associated with cost-sensitive demand from domestic buyers and weak exports. This leads to technological stagnation on the one hand, and a growing capital intensity of routine operations on the other. (iii) and finally, despite the rise of export oriented industrial parks and SEZ’s there is a striking lack of an effective institutional eco-system of industrial advantage that agglomeration economies and colocation of interdependent, sectorally specialized firms can bring. Instead, sectoral fragmentation adds to manufacturing costs despite co-location. Although some firms have found innovative ways to cope, the coping costs are high.

In this article, we draw on the global production networks (GPNs) and global value chains perspectives to examine the regional development effects of economic upgrading in the Czech automotive industry between 1998 and 2008. We investigate how the position of Czech-based automotive firms in GPNs affects the intensity of upgrading and the amount of value captured for the benefit of the host regions through wages, corporate taxes revenues and reinvested profits. Based on the statistical analysis of firm-level data aggregated at the micro-regional level, the intensity of economic upgrading and value capture is measured for groups of regions and for different tiers of the automotive value chain. The results suggest large differences in profitability and value capture between the regions hosting vehicle assembly firms and those hosting component suppliers.

The return of institutions to the main research agenda has highlighted the importance of rules in economic analysis. The New Institutional Economics has allowed a better understanding of the case studies that concern different areas of knowledge, also the one concerning the management of natural resources. In this article, the institutional analysis focuses on the maritime domain, where two large civil liability regimes for pollution coexist (OPA 90-IMO), each in a different geographical area (United States - Europe). Therefore, a comparative analysis is made between the two large regimes of civil responsibility assignment applying them to the Prestige catastrophe. In this way, the allocation and distribution of responsibilities in the investigation and subsequent judicial process of the Prestige is compared with an alternative scenario in which the applicable compensation instruments are governed by the provisions of the Oil Polution Act of 1990 (OPA 90), in order to establish a rigorous analysis on the effects that the different norms can have in the same scenario. In the comparative established in the case of the Prestige, where the responsibilities were solved very slowly in a judicial process with high transaction costs, the application of rules governed by the OPA 90 would not count with such a high degree of imperfection. This is so, since by applying the preponderance of the evidence existing in OPA 90 there would be no mitigation for the presumed culprits. On the other hand, the agents involved in the sinking would not be limited only to the owner, but also that operators or shipowners would be responsible as well. In addition, the amount of compensation would increase when counting in the damage count the personal damages, the taxes without perceiving and the ecological damage caused in a broad sense, damages not computable in the IMO.

The road image in the worldview of Northern-Russian countryman is described in the article. The semantic and derivational potential of the common Russian word in the dialect context is analyzed, the motivated reasons of the dialect words named ‘place, area that is moving on’are defined. The language means explicating characteristics of the one of the key images in the dialect linguistic worldview are marked. The article purpose is show the functioning of the common Russian word road in the dialect from the one side and to watch what other dialect units make the list of the lexical item group, what links and relations are among them.

Could there be a win-win situation for both pension funds and the Swiss forestry sector? On the one hand, developments in the forestry sector suggest that the Swiss forest presents a new lucrative investment opportunity. If this is so, then pension funds could be particularly interested, as the low correlation between Swiss forest and other classes of investment, and the long investment periods involved are ideal for pension fund portfolios. On the other hand, large investments made by pension funds could mean that existing problems in Swiss forestry, in connection with its fragmented nature, could be more rapidly solved, and the potential for rationalization in the wood value chain could be fully realized. This would in turn make investments in the forest even more profitable. This hypothesis was investigated through a comprehensive literature analysis, yield calculations for private forestry enterprises of over 50 ha made by the Swiss Federal Office for Statistics 2004–2008, and an interview with the investments director of a large Swiss pension fund. Despite the optimistic assumption that the greater efficiency gained by the investment of pension funds into the forestry sector could lead to costs lower by 50% and a 20% increase in profits, the hypothesis must be rejected, because a calculated annual return of only 0.82% is too low for pension funds. The conclusion is that the price for forest land is high, and forest owners are not only interested in the monetary value of holding forest. Other immaterial values influence prices. It is suggested that a greater emphasis on socioscientific studies concerning the link between the price of forest land and the motivation to buy and sell forest could lead to some important findings.

AbstractReviewing the burgeoning legal scholarship on global value chains to delineate the legal image of the global value chain and then comparing this legal image with images on global production in neighbouring social sciences research, in particular the Global Commodity Chain/Global Value Chain and the Global Production Network approach, this article reveals that legal research strongly aligns with the value chain image, but takes less account of the production-centric network image. The article then outlines a research agenda for legal research that departs from a network perspective on global production. To that end, it proposes that re-imagining the law in a world of global production networks requires a focus in legal research on the legal construction of global production and its infrastructure and a stronger contextualization of governance obligations and liability rules in the light of the issue-specific legal rules that apply to said infrastructure.

Uncertainty in the rainfall network can lead to mistakes in dam operation. Sudden increases in dam water levels due to rainfall uncertainty are a high disaster risk. In order to prevent these losses, it is necessary to configure an appropriate rainfall network that can effectively reflect the characteristics of the watershed. In this study, conditional entropy was used to calculate the uncertainty of the watershed using rainfall and radar data observed from 2018 to 2019 in the Goesan Dam and Hwacheon Dam watersheds. The results identified radar data suitable for the characteristics of the watershed and proposed a site for an additional rainfall gauge. It is also necessary to select the location of the additional rainfall gauged by limiting the points where smooth movement and installation, for example crossing national borders, are difficult. The proposed site emphasized accessibility and usability by leveraging road information and selecting a radar grid near the road. As a practice result, the uncertainty of precipitation in the Goesan and Hwacheon Dam watersheds could be decreased by 70.0% and 67.9%, respectively, when four and three additional gauge sites were installed without any restriction. When these were installed near to the road, with five and four additional gauge sites, the uncertainty in the Goesan Dam and Hwacheon Dam watersheds were reduced by up to 71.1%. Therefore, due to the high degree of uncertainty, it is necessary to measure precipitation. The operation of the rainfall gauge can provide a smooth site and configure an appropriate monitoring network.

Concerns about global warming and climate change are generating interest in renewable energy measures with the purpose to minimize environmental impact. Promoting renewable energy production becomes indispensable since its represent a tiny fraction of energy consumed. The purpose of this study is to identify the performance determinants are divided in country specific advantages and firm specific advantages. Companies were selected from Bloomberg and filtered due to its information ava ilability from COMPUSTAT to construct a Panel Data structure. The results proved that both country level (shares of renewable and energy consumption) and firm level (market capitalization, employee growth rate and capital intensity) determinants were signi ficant in the renewable energy industry. Through the analysis, it’s possible to realize that return on assets it’s a performance measure with long term results, but unlike it, gross profit margin is variable that demonstrate short term results. We conclude that renewable energy industry has a great potential due to its results performed.

<p>The literature on life satisfaction in transition countries, and in particular on Romania, demonstrated that life satisfaction significantly differs across rural communities and cities of different size. The question addressed in this paper is whether these imbalances are stable over time or, instead, they become manifest in the presence of strong divergences in the economic growth rates of different kinds of communities. Results point out that in the period of sharp economic growth led by large urban areas, as the one experienced by Romania on the road to EU accession, rural/urban disparities in life satisfaction widened, favoring cities of intermediate size.</p>

The keyspace of a cryptography system must be long enough in order to protect it from brute force attacks. The One-Time Pad (OTP) encryption is unconditionally secure because of its truly random keystream that is used only once. This paper proposes a new chaotic symmetric cryptosystem approach, comparable to OTP. The proposed system utilizes two Lorenz generators, a main and an auxiliary, where the aim of the second one is to make one of the main Lorenz generator’s parameters to vary continually with time in a chaotic manner. This technique was built on digitizing two Lorenz chaotic models to increase the security level. The scrambling scheme was developed and the Lorenz stream cipher binary stream successfully passed the NIST randomness test. The cryptosystem showed a high degree of security, as it had a keyspace of 2576, and it was compared with existing symmetric key cryptography systems, such as DES, 3DES, AES, Blowfish, and OTP.

The UAV technology seems to be highly future-oriented due to its low costs as compared to traditional aerial images taken from classical photogrammetry aircrafts. The AGH University of Science and Technology in Cracow - Department of Geoinformation, Photogrammetry and Environmental Remote Sensing focuses mainly on geometry and radiometry of recorded images. Various scientific research centres all over the world have been conducting the relevant research for years. The paper presents selected aspects of processing digital images made with the UAV technology. It provides on a practical example a comparison between a digital image taken from an airborne (classical) height, and the one made from an UAV level. In his research the author of the paper is trying to find an answer to the question: to what extent does the UAV technology diverge today from classical photogrammetry, and what are the advantages and disadvantages of both methods? The flight plan was made over the Tokarnia Village Museum (more than 0.5 km<sup>2</sup>) for two separate flights: the first was made by an UAV - System FT-03A built by FlyTech Solution Ltd. The second was made with the use of a classical photogrammetric Cesna aircraft furnished with an airborne photogrammetric camera (Ultra Cam Eagle). Both sets of photographs were taken with pixel size of about 3 cm, in order to have reliable data allowing for both systems to be compared. The project has made aerotriangulation independently for the two flights. The DTM was generated automatically, and the last step was the generation of an orthophoto. The geometry of images was checked under the process of aerotriangulation. To compare the accuracy of these two flights, control and check points were used. RMSE were calculated. The radiometry was checked by a visual method and using the author's own algorithm for feature extraction (to define edges with subpixel accuracy). After initial pre-processing of data, the images were put together, and shown side by side. Buildings and strips on the road were selected from whole data for the comparison of edges and details. The details on UAV images were not worse than those on classical photogrammetric ones. One might suppose that geometrically they also were correct. The results of aerotriangulation prove these facts, too. Final results from aerotriangulation were on the level of RMS = 1 pixel (about 3 cm). In general it can be said that photographs from UAVs are not worse than classic ones. In the author's opinion, geometric and radiometric qualities are at a similar level for this kind of area (a small village). This is a very significant result as regards mapping. It means that UAV data can be used in mapping production.
