Abstract In recent decades, the most remarkable feature of East-Central European (ECE) states has been their engagement in a deconsolidation process that necessitates the reconceptualising of European Studies and the theory of democracy. In the early ’90s, during the “revolution of high expectations,” consolidation was the key term in the conceptual framework of the transitology paradigm, but this approach was questioned increasingly in the 2000s and rejected in the 2010s. In its place, deconsolidation was introduced as one of a wide array of similar terms referring to the decline, backsliding or regression of democracy and later as one of a whole “other” family of opposite terms like (semi-)authoritarian system and competitive/elected autocracy. Indeed, rather than a transition to democracy, a tendency to transition to authoritarian rule has been observed in the ECE states in general and in Poland and Hungary in particular. In the last quarter century, the twin terms of Europeanisation and democratisation, which denote normative approaches, have been the main conceptual pillars of analyses of the ECE states. It turns out, however, that the opposite processes of de-Europeanisation and de-democratisation can now also be observed in these countries.

This article explores various dimensions of the issue of transition to democracy in East Central Europe, focusing on the question of how past experiences shape the process of political change and on the limits of democratization in the region. The first part reviews scholarly debates on the relationship between the political crisis and processes of democratization in the region, arguing that new analytical categories are needed to account for different dimensions of the current transition process. The second part proposes a new framework for analysing changing relations between the party–state and society across time and in different state-socialist societies. The third part examines some recent political developments in countries of the region in order to identify those factors that may contribute to or impede a possibility of the transition to democracy in these countries. It concludes that in all East Central European countries the rapid collapse of party–states and the multidimensional social, political and economic crisis has initiated a parallel process of diminution of power of both the state and civil society, which may significantly endanger the transition to a democratic political order.

In the early 1990s consolidation was the key term and conceptual frame in the democratization theories of the East Central European (ECE) states. However, this concept has been more and more questioned and finally rejected by the 2010s and the term deconsolidation has been introduced instead. Nowadays, there is an age of uncertainty in democracy studies that necessitates the reconceptualization of both European studies and democratic theory. In the recent deconsolidation process the trend towards ‘transitions to authoritarian rule’ has been observed in the ECE states in general and in Poland and Hungary in particular, where state capture has been extended to full-fledged ‘democracy capture’. Poland and Hungary will serve in this chapter as exemplary cases of deconsolidation of democracy.

This article discusses the problems of the sub-regional cooperation in East-Central Europe. It formulates the general conclusions and examines the specific case of the Visegrad Group as the most advanced example of this cooperation. The article identifies the integrating and disintegrating tendencies that have so far accompanied the sub-regional dialogue in East-Central Europe. Yet it claims that the disintegrating impulses prevail over the integrating impulses. EastCentral Europe remains diversified and it has not developed a single platform of the sub-regional dialogue. The common experience of the communist period gives way to the growing difference of the sub-regional interests and the ability of the East-Central European members to coordinate their positions in the European Union is limited. The Visegrad Group is no exception in this regard despite its rich agenda of social and cultural contacts. The Russian-Ukrainian conflict confirms a deep divergence of interests among the Visegrad states that seems more important for the future of the Visegrad cooperation than the recent attempts to mark the Visegrad unity in the European refugee crisis. Finally, the Ukrainian crisis and the strengthening of the NATO’s “Eastern flank” may contribute to some new ideas of the sub-regional cooperation in East-Central Europe, to include the Polish-Baltic rapprochement or the closer dialogue between Poland and Romania. AbstractPost-communist states of East Central Europe face the authoritarian challenge to their young democracies, the sources of which are both historical and contemporary. Economic underdevelopment, the retarded process of nation-building and several decades of communist rul made countries of the region less well prepared for democratic transformation than their Western neighbors, but better than former Soviet Union. Combination of economic and social tensions, nationalism and religious fundamentalism creates conditions conducive tom the crises of democracy, but such crises can be overcome if liberal and socialist forces join hands.

Mieczysław Porębski, a distinguished Polish art historian of the 20th century, once expressed the demand for Polish art history to be researched simultaneously with foreign studies - as parallel fields. "We entered the research field of the old masters' art as partners in, so to say, a ‘furnished household', whereas in the field of contemporary art we are co-explorers, exploring a ‘virgin land'", as Porębski put it. The book by professor Piotr Piotrowski Awangarda w cieniu Jałty. Sztuka w Europie środkowo-wschodniej w latach 1945-89 (The Avant-Garde in the Shadow of Yalta. The Art in East-Central Europe, 1945-1989) fully accomplishes this demanding postulate which nowadays seems to be rather rarely remembered by Polish art historians. The explored area, the East-Central European countries, which emerged, as a result of the Yalta Conference, between the iron curtain and the border of The Soviet Union (including former Yugoslavia) appears at least as an ‘old maiden' land, where scientific penetration still seems to be necessary.

A network of east central European health experts involved in the state-building of their post-imperial region were responsible for the methods and objectives of the League of Nations Health Organization. Their programmes challenged both western influence in public health and the great powers’ dominance within interwar internationalism. The health services of east central Europe did not evolve in national isolation, and their principles of mutual assistance became the basis for the League Health Organization to redefine human security and to support early international development projects.

Changes that took place in Europe in the early 1990s had an impact on health-associated issues. They were an impulse for the changes in healthcare systems and, consequently, also for the changes in cancer control programmes. Those changes also had an effect on mortality rates due to cervical cancer (CC). Therefore, the aim of this study is to analyse CC mortality trends in east-central Europe after 1990. Data on deaths due to CC were retrieved from the WHO Mortality Database. Trends in east-central European countries between 1990 and 2017 were assessed using Joinpoint Regression Program software. CC mortality decreased in the majority of analysed countries. However, an increase was observed in Latvia and Bulgaria. Despite decreasing mortality in the majority of the analysed countries, significant differences were observed. In order to improve the epidemiological situation, effective early detection programmes for cervical cancer ought to be rearranged and based not only on pap smears but also on molecular methods, as well as on introducing widespread programmes of vaccination against HPV.

In recent years, a number of East Central European (ECE) governments have undertaken to radically alter the territorial structures of their public administration. Some have suggested that this development represents the growing Europeanization of ECE politics, in particular the role of the European Union. This article questions that view by examining the crucial role of domestic party politics in the enactment and implementation of regional governance reform. It does so through a close comparison of Poland, the Czech Republic, and Slovakia.

Slovenia, until recently a “success story” of the transition from communism to democracy and the rule of law, is experiencing its biggest constitutional and political crisis since its independence in 1991. The Slovenian constitutional model is currently facing a simultaneous economic and political crisis. The article argues that there are two principle reasons for this apparent decline of the Slovenian model. First, because of its relatively privileged position vis-a-vis other East Central European countries, Slovenia has been a reluctant reformer, doing very little to actually change its institutional setup from the communist past. Second, when Slovenia implemented reforms, it did it in a very particular way: as an uncritical model-taker of policy models from the West. This mimicry was done in a fairly top down, bureaucratic way, creating institutions without deep enough roots in society, and without necessary trial and error style usually needed for successful evaluation of proposed reforms.
