Stakeholders’ interactions in managing water resources conflicts: a case of Lake Naivasha, Kenya

Abstract Recent years have seen unprecedented pressure from numerous water stakeholders with different interests in Lake Naivasha basin, the only freshwater lake in the Great Rift Valley of Kenya. The pressure on this water resource results in high competition over access to water source, unsustainable resources management practices, poor water quality, and emergence of conflicts between institutions and its users. Presently, there is a knowledge gap and paucity of information on water resources stakeholders’ interactions in Lake Naivasha basin. This study, therefore, analyses the ways resource stakeholders interact and play in the conflict dynamic, and ultimately propose a better water resource use and management approaches. Drawing on field assessments, individual interviews, focus group discussion, and secondary literature reviews, this paper illustrates how both local, national and multi-national stakeholders interact and contribute to water resources conflicts. Results suggest unclear county and national institutional structures, fragmented land use activities and ownership, a feeling of marginalization by the local population contributing to resource-based conflict within the lake basin. A comprehensive policy framework and enforcement of existing regulations will ensure there is sustainable water access, reduce conflicts and enhance sustainable water resource governance and use of the lake.

Abstract Despite considerable investment, sustainability of rural water resources remains a critical challenge in Ethiopia. Evidence suggests social capital – the networks, norms, and trust that facilitate cooperative behaviors – influences a community's ability to manage communal water resources. In turn, strong community governance of water resources may lead to sustainable resource management. Existing evidence provides a framework for exploring the relationship between social capital and governance of common-pool resources. However, there is a dearth of quantifiable evidence demonstrating the relationship between social capital, collaborative governance, and, in turn, sustainability of communal water resources. In 32 communities in rural Ethiopia, we employed a validated survey tool, developed by the World Bank, to quantify social capital and explore these relationships. We found associations between governance and several social capital domains: groups and networks, trust and solidarity, and information and communication. All governance indicators were associated with functionality. Identifying domains of social capital that influence governance can inform institutional efforts to target community-based water resource programming, foster social capital to improve water point sustainability, and diagnose issues related to resource management. Additional research examining the influence and directionality of social capital and other social constructs on water resource governance and functionality is warranted.

Abstract In 2012, the South African Department of Water and Sanitation (DWS) initiated a study: Continuation of the Northern Planning Region's All Towns Reconciliation Strategies: Phase 1. This study reviewed, prioritised and updated the rudimentary All Towns strategies initially developed by DWS in 2011. The purpose of the strategies was to reconcile water requirements with available resources for the 2011–2035 planning horizon by estimating the projected water requirements, determining available water resources (surface and groundwater) and developing a water balance. Recommendations were made to conserve, manage and administer local water sources as well as to augment water supplies from other sources if required. The recommendations provided actions and options for implementation by the relevant Water Services Authorities and the DWS at a local and regional level, providing the opportunity for integrated and coordinated planning. Bulk and reticulation metering, the implementation of water conservation and demand management programmes and recommendations on the updating of water use allocations were prioritised. Detailed studies required to determine the most feasible water resource augmentation options to ensure a positive water balance were identified. The study coordinated efforts by officials and stakeholders representing both the water resources and water services sectors. The prioritised strategies defined the deficit or surplus of the water resources per water source on a technical level, but also highlighted the need for planning and coordination between the water resources and water services sectors. The strategies are not legally mandated documents, but represent some of the best efforts spanning across various sectors to realise coordinated water infrastructure planning in DWS’ Northern Planning Region. The use of the documents in the local, district and national planning environments should be promoted for integrated planning, and it may be fitting to incorporate the All Towns Reconciliation Strategy documents as a valuable resource to inform the water legislation currently being reviewed.

The legal and institutional framework, as well as the challenges and issues in water resources management, serves as the basis for the formulation of a policy framework that seeks to improve water resources management practices in the future. Recently, water resources has become a global concern, especially for urban environments such as Malaysia, whose economy could potentially be adversely affected. To address these issues, the authors have reviewed several laws, including the Environmental Quality (Prescribed Premises) (Crude Palm Oil) Regulations 1977, Environmental Quality (Prescribed Premises) (Raw Natural Rubber) Regulations 1978, and Environment Quality (Sewage and Industrial Effluent) Regulation 1979. Legal issues under the constitutional framework water management have also been reviewed. Exploring this topic generates an overview water management implementation in the context of Malaysia.

Water resources in Tunisia are scarce and unevenly distributed between regions. As well, rainfall varies year-to-year. This study deals with the development of water resource management policies in Tunisia during the last five decades, starting with supply and mobilization management programs that transferred water resources from the interior to the coastal territories where the most important cities are and most economic activity takes place. This policy resulted in the establishment of an interconnected water system that remained in place until the end of the last century. The study also reviews the success of the demand management system the government has been forced by the increase in both urban consumption of water and agricultural needs to adopt. We also review the many challenges that set the current situation apart from previous periods of stress on the system, including high demand, climate change and social movements in the inner cities demanding the right for water, protected in the 2014 Constitution, be respected. The study highlights these challenges and suggests elements for a new resource governance that would draw on the accumulated good governance of the last five decades

There is increasing degradation of non-timber forest products (NTFPs) in the mountains of Nepal. It has been proposed that different components of a common property resource (CPR) do not undergo degradation at the same rate, as they are not managed in the same way under different types of property rights regimes. To examine this, information was collected through a survey of 324 households, community resource assessment ranking and group discussion in a small mountain watershed of Nepal. The study analysed NTFP collection and management practices under government and community forest management systems, and impact of these practices on the status of forest and NTFPs. The analysis based on people's perception revealed that NTFPs were being depleted more rapidly than timber components in both types of forest. The pace of depletion was, however, considerably lower in community forests, as these forests were accessible only to the relevant forest user group members. Depletion of NTFPs was due primarily to the lack of proper institutional arrangements, including the lack of a comprehensive government policy framework, for sustainable use and management of NTFPs.

Women have the primary role for the management of household water supply, sanitation and health. Water is necessary for drinking, but also for food production and preparation, personal hygiene, care of the sick, cleaning, washing and waste disposal. Because of their dependence on water resources, women have accumulated considerable knowledge about water resources, including location, quality and storage methods. However, efforts geared towards improving the management of the finite water resources and extending access to safe drinking water and adequate sanitation, have often overlooked the central role that women play in water management. The study used both qualitative and quantitative research methodologies. The research noted that despite increased gender awareness and the availability of much more information on women’s and men’s roles in water management, gender is not yet mainstreamed into this sector. The study revealed that prospects for effective gender mainstreaming in water resource management will hinge on how the main agenda can address the transformation of gender relations and treat water as a human right so as to realize the Millennium Development Goals (MDGs) in Buhera. A gender equity approach within the water sector, should strive for a more balanced division between women and men in access to information, sharing of contribution, the degree of decision making, access to resources and benefits and the control over water resources. Addressing women’s concerns and mainstreaming gender in water governance through a livelihood approach is critical because this generates an understanding of people’s livelihood strategies and their decision making mechanisms and processes. Water scarcity amid soaring demand poses challenges to sustainable development, particularly when set against the backdrop of a surging global population and climate change. Despite policies that require for the incorporation of multi-level water governance arrangements to support integrated and participatory processes and ensure sustainable and equitable use of water resources, over-allocation of water resources in the Tsavo sub-catchment of southern Kenya, due to competition and scarcity, remains a hindrance. This has led to the reallocation of water resources away from ecosystems to supply irrigation and other economic activities. This study uses Governance Assessment Tool (GAT) to analyze water resource governance regime in the Tsavo sub-catchment. The results show that sub-catchment water governance is influenced by dispersed multi-level actors, some of whom were not connected to hierarchy and whose interests were diverse and conflicting. This was hindering participatory decision-making and efforts to co-produce governance arrangements that are context-specific. Water resource management regulations were developed and implemented by the Water Resources Authority (WRA) with inadequate consultation and limited consideration of local priorities.
