The paper deals with the сurrent peculiarities of the relations between the Black Sea littoral states (Russia, Ukraine, Romania, Bulgaria, Georgia and Turkey) with the consideration of the coronavirus pandemic that to some extent has changed the ways of the external interaction. The author analyses the role of the Black Sea region in the political discourse of each littoral state and defines the trends of the economic and military-political interaction between the Black Sea states. It is shown that the pandemic has not led to the alleviation of the confrontation between the littoral states amidst the new common challenge. Neither has it stimulated them to reassess the current challenges and threats to maritime security. On the contrary, during the fight against the pandemic the conflicting nature of their interaction exacerbated under the conditions of the absence of the united strategic basis developed by the littoral states for their policy in the Black Sea region since the collapse of the USSR in 1991. The aspiration of Ukraine and Georgia to obtain military-political advantages in the Black Sea area prevailed with the support of the non-regional actors ‒ the United States, NATO and the EU.

The article discusses the causes of illegal emigration of the Mennonites from the Black Sea region, identifies the main routes and shows the role of Mennonite mutual aid in the implementation in the 1920s-1930s. Mennonite memoirs show that the main causes of emigration were repressions against the wealthy layers of the village, the anti-religious struggle that affected wide circles of Mennonites. Young Mennonites suffered from the inability to obtain a higher or secondary specialized education, while maintaining their religious beliefs; they were afraid to be arrested as members of the families of the anti-Soviet element. The main routes of illegal emigration passed through the western regions of Russia to the Baltic countries, to Poland and Germany; through Central Asia to China, through Transcaucasia to Turkey and Iran, through the Far East to China and further to the countries of North and South America, to Germany. The Far East was the most successful channel of illegal mass emigration in the region of Blagoveshchensk, where refugees were supported by local Mennonite communities, the Harbin Refugee Assistance Committee, Protestant missionaries, the German consulate in China, and co-religionists in the United States and Canada. Mutual assistance at the interpersonal level, as well as between relatives and communities in different regions, continued to play the role of an effective support mechanism, maintaining ties within the Mennonite community.

The paper is dedicated to the role of the Black Sea region in the security policy of Romania. Approaches, patterns and results of this area of the foreign policy of Romania are studied since the period after the collapse of the USSR in 1991. The concepts and strategies of the national security and the strategies of national defense of Romania, adopted since 1994 are analysed. The key patterns and results of the security policy pursued by Romania in the Black Sea region are defined. The author concludes that this direction of Romania's policy is consistently based on the strategic partnership with the United States and solidarity with the approaches of the NATO and EU in the Black Sea region. The policy leads to the imbalance in the relations with the littoral states for which euro-atlanticism has not become an ideological basis for their foreign policy (Russia and Turkey). Amidst the absence of the search for a new model of relations with the littoral states, Romania's policy leads to the growth of the potential for confliction in the Black Sea region.

The work, on the one hand, highlights the mission of Europe, as an importer of knowledge, which has for centuries been the center of gravity for the whole world, and, on the other hand, the role of the Black Sea Region, as an important part of the Great Silk Road, which had also for a long time been promoting the process of rap-prochement and exchange of cultural values between East and West peoples, until it became the ‘inner lake’ of the Ottoman Empire, and today it reverts the function of rapproching and connecting civilizations. The article shows the importance of the Black Sea countries in maintaining overall European stability and in this context the role of historical science. On the backdrop of the ideological confrontation between Georgian historians being inside and outside the Iron Curtain, which began with the foundation of the Soviet Union, the research sheds light on the merit of the Georgian scholars-in-exile for both popularization of the Georgian culture and science in Eu-rope and for importing advanced (European) scientific knowledge to Georgia. Ex-change of knowledge in science and culture between the Black Sea region and Europe will enrich and complete each other through impact and each of them will have unique, inimitative features.

Basing on a constructivist approach to international relations and foreign policy, the author has defined the conceptual content of the script, in which the experts of the Ukrainian National Institute for Strategic Studies imagine Crimea and the Black Sea region. The study was carried out on the basis of the materials of the Institute's analytical reports to the messages of the President to the Verkhovna Rada of Ukraine in 2014-2018. It was found that the ideas about Crimea contained in them are extremely mythologized: in the political picture of the world of the Institute's experts, the peninsula is considered as a “Russian bridgehead”, a source of “military threat" and an "occupied territory". Ukrainian experts are convinced that the motives of Russia's foreign and defense policy in the Black Sea direction are allegedly due to its desire for "expansion", "imperial policy" and the desire to "restore the Soviet Union." They perceive the reunification of Crimea with Russia as an event that led to a cardinal transformation of the geopolitical space of the Black Sea region that contradicts Ukrainian national interests. At the same time, on rational grounds, the institute is actively searching for conceptual approaches to organizing a new regional security system and creating a long-term, broad and durable alliance of anti-Russian forces, which could act as a NATO parallel structure in the Black Sea region in the future. Moreover, Ukrainian experts do not have any own geopolitical project or idea on this. They are considering several options for regional coalitions at once, paying special attention to the Polish concept of "Intermarium", which consists in creating a block of Baltic-Black Sea states.

This paper examines the impact of co-operation between Turkey and  the US upon Turkish trade and investments towards the Black Sea  region. The study is particularly important in the conjuncture of the  US withdrawal from the Transatlantic Trade and Investment Partnership (TTIP) and in the wake of signing a free  trade agreement with the EU. An additional matter of importance  relates to the improved Turkey – Russia economic collaboration especially after the “jet” incident and American  involvement with the Middle East. Significant part of the latter is  economic as the US has also explicit economic interests in the  Eastern Meditteranean. A gravity model has been employed using  ordinary least squares on a panel data with fixed effects to analyse aggregate trade. We have also categorized export groups of  Turkey and the US separately. Our findings for both Turkish and the US exports indicate that per-capita GDP of Black Sea countries are  highly persistent and positively correlated with increased efficiency  gains and trade volumes. Regression results show that the US  exports to the EU member countries are on average less than to  those non-EU member Black Sea countries. Hence, we question  whether a possible co-operation between the US and Turkish  companies can help gaining better access to the Black Sea market for their exports.

The reason/motivation for addressing issues related to the Black Sea region is multifaceted and requires adequate explanations which will be refereed to here from Romania’s perspective as, a Black Sea area country by geography, historical background, cultural and social characteristics, is the bridge of economic and cultural changes, peace stability and military safety. Its economy and standard of life is sensible to the various factors and trends originating in the region.This paper aims to offer new perspectives in sustaining the idea of a valuable contribution of whom/what at the regional stability.

The article analyzes the achievements, prospects and issues of Ukrainian cultural diplomacy in the Black Sea region. It outlines different levels of cultural cooperation in the region, in which the goals of Ukraine's cultural diplomacy can be realized: cooperation within UNESCO, cooperation within the Eastern European Partnership, cooperation within the Black Sea Economic Cooperation (BSEC), cooperation within bilateral cultural contacts. It is emphasized that all formats of cultural interaction complement each other and can have a synergistic effect. It is noted that Ukraine is one of the few countries that has participated in the ICDS testing, and together with Georgia, Armenia and Azerbaijan can set a precedent for the regional application of this methodology by UNESCO. Ukrainian cultural diplomacy in the Black Sea region is also considered in connection with the state’s European integration obligations under the "Association Agreement between Ukraine and the EU". Summarizing the level of activity in the field of cultural diplomacy in the region, it is noted that Ukraine is not fully aware of the importance of cultural diplomacy tools for resolving the conflict situation related to the occupation of the Crimean Peninsula by the Russian Federation. Examining the content of the "Strategy of Public Policy of the Ministry of Foreign Affairs of Ukraine 2021-2025", a recommendation was made to supplement the list of target regions for cultural diplomacy of Ukraine with the Black Sea region as an integral socio-cultural object.

In the article geopolitical strategy of North Atlantic Treaty Organization in the Black Sea pool is examined. An author examines instruments and mechanisms of policy of NATO. The special attention is spared the problem of increase of military-strategic pressure from the side of evroatlantic structures. The «ukrainian», «georgian», «romanian», «turkish» factors is examined in the article.Attempts from the side of NATO to use these factors for strengthening of pressure on opponents having no prospects and do damage international relations. Interests of policy of neighbourliness suffer. Thus expressing interests of transnational soldiery, financial and industrial structures, the USA and their allies intrude in other civilization and politic space.An author comes to the conclusion, that experience of the last decade testifies with all evidence about strategic absence of any prospect of attempts of the use of the Black Sea area as a buffer area of isolation and inhibition of Russia. Exactly after the foreign-policy going of Russian diplomacy near development of the Black Sea region is the future.Changing of accents from a geopolitical rivalry and fight for the «spheres of influence» to mutually beneficial partnership and clear distributing of mutual spheres of responsibility for maintenance of international stability opens on principle new prospects and for a wide collaboration in the field of ecology, rational use of natural resources, development of rekreacionnoy infrastructure.

Abstract: Taking into consideration the influence this doctrine has, being used in the maritime environment, over the Black Sea riparian countries, we consider that the analysis of its effects is an element of novelty and interest. The research methods used are observation, analysis and description. At the end of this article, we attempted to identify a pattern of the methods used to implement this doctrine in the Black Sea region. To this purpose, in order to identify the doctrine’s general framework, we will take into consideration threats and risks, indications and warnings. Through this approach, we wish to address specialists, researchers and students who want to analyze these issues and develop courses of action, in order to give an optimate response, in the conditions of a maritime or riverine threat.
