This research was conducted to find out what steps the government has taken in striving for society to be 'digital literate', what obstacles are faced and what digital forms have been implemented by MSME players and cooperatives that have gone digital. The method used is an integrative review. The results of this study found that the government has tried various ways to make SMEs and cooperatives more “digitally literate”, from infrastructure, training to collaborating with related institutions and companies that have gone online first in terms of systems of operational (transaction), marketing and also payment. Obstacles to infrastructure and available facilities as well as the lack of information and human resource skills in utilizing digital are challenges faced by the government, SMEs and cooperatives. Therefore, better coordination from up to bottom is needed so that understanding and utilization of digital can be distributed evenly. For MSMEs and cooperatives that have “go digital”, found that they are still at the basic and intermediate levels, while the platforms used are still in the sharing economy, e-commerce, social media, cloud computing and other digital platforms related to applications to simplify transactions and operations.

The so-called collaborative or sharing economy constitutes a multifaceted concept of increasing relevance and evolving in definition that will constitute the focus of our study. This article is presented methodologically as a macro-synthesis of the main trends of the economy, from its local and global spheres, in the convergence that can be glimpsed from the new phenomenon that we are dealing with of neo-capitalism based essentially on digital platforms and media. Some have already advanced it as turbo-capitalism or capitalism 3.0, in increasing expansion from the analysis of massive data from digital platforms. The resulting greater efficiency of decentralization and heterogeneity can be exploited by communities. We claim the need to support the constitution of public support that can constitute the response of the government to the multiple new challenges posed by what we are calling as “platform neocapitalism”, which dilutes countries in a planetary and accelerated scale, unimaginable at the beginning of the present 21st century. Now a days data is growing at a very fast rate. Here data is referred not only with organizational data but the data also from non-organizational and social media, the data may be PDF’s, Photos, Audios, Videos, XML file etc. To earn more profit, the organizations tends to establish Cloud Storage with minimum establishment cost and high security. To provide robust and secure platform is the main aspect of cloud. Lots of algorithms have been designed and implementing for securing the data at cloud but the attack on 2014 on cloud in which 50 million accounts were hacked, shows that cloud is not fully secured. The main focus of this paper is to draw attention towards security issues and cost-efficient cloud and the solution for implementing it.

Purpose This paper aims to identify the key barriers to the adoption of green certification of buildings in Ghana. Design/methodology/approach The study adopts face-to-face and telephonic interviews with ten built environment professionals, using a semi-structured interview guide. Qualitative responses to the interview were thematically analysed using NVivo 11 Pro analysis application software. Findings The findings suggest that “lack of information on existing green buildings”, “lack of incentives”, “conservative nature of Ghanaians”, “lack of active government participation”, “inadequate human resource”, “lack of awareness of the benefits”, “cost and financing” and “lack of legal backing” are the eight key barriers that hinder the adoption of green certification of buildings. Research limitations/implications The research is limited to built environment professionals registered with their appropriate professional bodies. The findings cannot be generalized and extended to other developing countries that do not share similar characteristics and context with Ghana. Practical implications Practically, this study highlights, for the benefit of the construction industry and the government, the critical barriers to the adoption of green certification of buildings in Ghana. Identification of these barriers provides a pathway for the provision of pragmatic solutions towards the adoption of green buildings in Ghana. Originality/value Findings of the research make significant contribution to the debate on the barriers to the adoption of green certification of buildings. Four out of the eight barriers (inadequate awareness of the benefits of green certification of buildings, inadequate human resource, conservative nature of Ghanaian and lack of information on existing green buildings) identified are unique in the context of other related studies and advanced knowledge on the subject matter.

Purpose: Globally, effective political engagement requires candid communication between the government and its citizens. More so, citizens have the right to express how they need to be governed. On government’s part, the need to develop trust among the public should be paramount. Government should always inform citizens what it is continually doing. Furthermore, public domains ought to reflect integrity and transparency. Such is achievable through communication on many of its activities. In the recent past, government utilized traditional media to convey information to the public. Popular avenues used included television, newspapers and radio. The general objective of the study was to establish the role of social media on community mobilization Methodology: The paper used a desk study review methodology where relevant empirical literature was reviewed to identify main themes and to extract knowledge gaps. Findings: The study found out that the adoption of social media as a means of communication between the government official’s community members has an enormous impact on community mobilization for security matters and other issues. Social media platforms have enabled quick sharing of information on Barraza. The social media platforms enable this community mobilization in a cost-efficient manner Although social media use offers enormous value in public relations, there is little evidence that social networking sites are used to inform and involve governmental public opinion agencies such as the public sector. Recommendations: The study recommends that public administrators to embrace social media platforms such as Facebook, Twitter and WhatsApp due to their responsiveness and lower costs in interacting with the public administrators and amongst themselves. The respective government agencies should create awareness among the public on the importance of using digital platforms to pass or receive information on security issues

AbstrakTeknologi cloud computing pada era sekarang berkembang pesat. Penerapan teknologi cloud computing sudah merambah ke berbagai industri, mulai dari perusahaan besar hingga perusahaan kecil dan menengah. Perambahan cloud computing di perindustrian berupa implementasi ke dalam sistem ERP. Namun, penetrasi teknologi ini dalam lingkup perusahaan kecil dan menengah (UKM) masih belum sekuat perusahaan besar. Penerapan ERP berbasis cloud computing yang masih tergolong baru tentu memiliki keuntungan dan penghambat yang mempengaruhi kinerja perusahaan. Hal tersebut menjadi salah satu pertimbangan UKM masih enggan menggunakan teknologi ini. Penelitian ini akan menganalisis framework yang paling sesuai untuk UKM dalam menerapkan sistem ERP berbasis cloud computing. Framework yang dianalisa yaitu Software as a Service (SaaS), Infrastructure as a Service (IaaS), dan Platform as as Service (PaaS). Ketiga framework ini akan dibandingkan menggunakan metode studi literatur. Tolak ukur yang menjadi acuan untuk perbandingan adalah Compatibility, Cost, Flexibility, Human Resource, Implementation, Maintenance, Security, dan Usability. Faktor-faktor tersebut akan diukur keuntungan dan penghambatnya jika diterapkan dalam SME. Hasil dari penilitian ini adalah Framework SaaS yang paling cocok untuk diterapkan pada perusahaan kecil dan menengah. Kata kunci— Cloud Computing, UKM, SaaS, IaaS, PaaS

The world is entering a new phase of the digital era, including Indonesia. The unification of the real world and cyberspace is a sign, where the conditions of both can influence each other (Hyung Jun, 2018). The patterns of behavior and public relations in the virtual universe gave rise to new social interactions called the Digital Society. One part of Global Megatrends has also influenced public policy in Indonesia in recent years. Critical mass previously carried out conventionally is now a virtual movement. War of hashtags, petitions, and digital community comments are new tools and strategies for influencing policy. This paper attempts to analyze the extent of digital society's influence on public policy in Indonesia. As well as what public policy models are needed. Methodology used in this analysis is qualitative descriptive. Data collection through literature studies by critical mass digital recognition in Indonesia and trying to find a relationship between political participation through social media and democracy. By processing the pro and contra views regarding the selection of social media as a level of participation, this paper finds that there are overlapping interests that have the potential to distort the articulation of freedom of opinion and participation. - which is characteristic of a democratic state. The result is the rapid development of digital society which greatly influences the public policy process. Digital society imagines being able to participate formally in influencing policy in Indonesia. The democracy that developed in the digital society is cyberdemocracy. Public space in the digital world must be guaranteed security and its impact on the policies that will be determined. The recommendation given to the government is that a cyber data analyst is needed to oversee the issues that are developing in the digital world. Regulations related to the security of digital public spaces must be maximized. The government maximizes cooperation with related stakeholders.Keywords: Digital Society; Democracy; Public policy; Political Participation

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.
